lehigh university brown and white xxx-xvmv vol 87 — no 47 bethlehem pa tuesday april 27 1976 215-866-0331 enrollment increases considered as means of controlling tuition fc by roberta perey r some administrators are considering progressive increases m enrollment to hold down anticipated rises m tuition said bruce rosenthal 78 chairman of the forum priorities planning and development pp&d committee the administrators are considering an irollment rise to between 4300 and 4500 rer a 3 to 4 year period rosenthal said at pp&d meeting thursday if enrollment does not increase rosenthal said current administration forecasts call for tuition increases of 275 to 300 or more present plans call for annual increases of 250 the committee also passed a resolution asking the administration for a copy of its 4 to 10-year plan the plan is used to forecast future tuition and enrollments rosenthal said people m a position to know have indicated the university will be able to attract only 3,200 and maybe 3,500 qualified undergraduates m the future in a post-meeting interview however he said some administrators told him they think the university can attract as many as 4,300 undergraduates without sacrificing quality when the board of trustees approved . coeducation at the university m 1971 a p goal for maximum enrollment was set at 4,000 undergraduates 3,200 men and 800 women bfaculty administration and facilities ire geared to the projected goal of 4,000 ist october dean and vice president for students affairs preston parr said that lehigh's present policy was to stay at this level in november 1972 university treasurer glick announced that m order to insure the financial stability of the university tuition would be increased annually 200 in september 1974 glick said that 200 an nual tuition increases would be continued despite a 463,000 surplus one month later however glick an nounced a 250 hike m annual tuition which became effective for the 1975-76 academic year there are many touchy things being discussed by administrators off the record now and the committee should look into them rosenthal said there are so many variables ahd so many questions he said that tuition and enrollment are wide open questions in the meeting rosenthal said increased enrollment would create an artificially low tuition for a few years in other business rosenthal announced that new century fund pledges for the athletic and convocation center acc are 3.7 million short of the 6 million goal he said 1.8 million has been spent on the field house lawrence leder chairman of the department of history called the acc a failure he explained that m 1971 the ad ministration told the forum the new century fund campaign hinged on the acc without it the campaign could not be brought to a successful conclusion he noted that the acc is the only major project funded rosenthal added that completion of the field house is delayed a year rosenthal said he talked to provost albert zettlemoyer and nan van gieson assistant to the provost and said a library consultant will be hired by this summer the committee also voted to establish an oversight committee to meet over the summer bruce rosenthal no university liability seen by defense attorney in fishkin death lawsuit by ruth hinz an attorney representing the university m the 21 million mitch r fishkin case said he expects the university will win the suit since they have no liability i don't think there was any negligence or breach of duty on the part of the university atty robert holland said there is an element of contributory negligence and assumption of risk on the part of fishkin whose injury and death was caused by himself he added this constitutes a defense m pennsylvania and should act m favor of the university and the other parties involved holland said the suit is being brought by seymour fishkin whose son mitch fishkin a pledge of delta phi died from multiple head injuries as a result of a fraternity incident where he fell from a moving vehicle on sept 13 1973 the trial originally scheduled for june 6 will most likely be postponed due to a conflict m scheduling the next legal step will be a status conference to be held m early may at the magistrate's office m philadelphia m order to set an expected trial date and to determine how much deposition work must still be accomplished according to holland every case he has read on similar incidents has resulted m the university coming out on top but depending on the facts other parties were held liable he cited a case m florida where the school was absolved but the fraternity was held liable in another suit m new york both the university and the fraternity were absolved but some of the individuals were held liable such cases could help the university and the other parties holland said the difference m cases lies m the fact that these were based on non-voluntary hazing incidents the fishkin incident was not brought about by acts of the fraternity brothers but was voluntary he said if the situation had been different and fishkin had been taken over to saucon valley left there and caught pneumonia it would have been a different situation holland said the incident came about by what fishkin did new board of publications urged by jeff swiatek a reconstituted board of publications to review grievances dealing with the brown and white was suggested last week by william quay dean of students and raymond bell chairman of forum vi and professor of education quay and bell both said they had en countered instances of distorted reporting by the brown and white and said some means should exist by which complaints about such incidents could be acted upon their comments follow similar remarks about brown and white reporting by preston parr dean and vice president for student affairs parr suggested a more effective board of publications to deal with unethical brown and white news gathering tactics the board of publications is a student faculty committee responsible for the general policies and operations of all student publications and radio stations no complaints about the brown and white were brought to the board this year i always felt the board should be reconstituted quay said however if the role of the board is to accept and review grievances it should be in dependent he said the office of the dean of students and the journalism division should not be represented on the board because the board should be objective and dispassionate i am not advocating censorship he said it's a touchy issue and i don't want to give that impression in addition to the board the means should be available for parties to meet and discuss their complaints with newspaper editors he suggested bell said it was healthiest for com plaints about reporting to be dealt with internally but he added that if there is a need for guidance the board should do it m the best interests of the institution he said he experienced one instance where the brown and white used unethical and deplorable tactics to confirm a story it is not a question of freedom of speech to demand that such tactics be stopped he said a university newspaper has to main tain ethical standards m the tactics it uses to confirm stories otherwise it is guilty of that which it attacks bell said to tell lies to get the truth is contradictory he said one must recognize that the publisher of the paper is lehigh university and the publisher has a right to monitor its own publication however it sees that's a b&w photo by gleason sunny lehigh — a few days ago this was the scene m the m&m courtyard as warm weather turned thoughts to less active pastimes yesterday though the sun and its worshipers disappeared as chill air moved
