brown and white vol 77 no 32 bethlehem pa - tuesday february 22 1966 8660331 taylor to discuss war during shortened visit gen maxwell d taylor former ambassador to south viet nam and recent defender of administration moves to secure the independence of that nation in his testimony before the senate foreign relations committee will discuss southeast asia and u.s foreign policy during his visit to the university march 9 and 10 former chairman of the joint chiefs of staff under president kennedy and a special consultant to president johnson gen taylor will meet informally with students and faculty and give four major public addresses the war of liberation in south viet nam lessons from the viet jjampkp experience problems of multi-polar power and proposals to cope with multi - polarity in the second annual blaustein series because of the pressure of gen taylor's work in washing ton his stay at lehigh has been shortened to two days from the previously announced four gen taylor retired from the army with the rank of general in 1959 after 37 years of service including teaching and super visory positions at west point where he was graduated in 1922 he had numerous diplomatic duties throughout the world held military command positions in europe and korea and was army chief of staff he has been decorated by 15 foreign nations and has received many citations from this country he was called out of retire ment by president kennedy to serve as chairman of tin joint chiefs of staff subsequently he rose to greater prominence in the southeast asian controversy by advocating retaliatory air strikes against the north viet namese he was appointed ambassador to south viet nam in 1964 by president johnson and in june of 1965 was put on the viet cong death list because of his firm stand against them amid great international con troversy gen taylor resigned his post the following month and was replaced by former united nations ambassador henry cabot lodge lodge tncidently was originally scheduled to deliver this year's blausteln lecture these annual lecturships in international relations were established last year for an initial period of five years with a 25,000 endowment from the jacob and hilda blausteln foundation of baltimore dr jacob blausteln a pioneer in the petroleum industry as well as a prominent philanthropist and financier graduated from lehigh in 1913 and was awarded an honorary doctorate of humane letters from the university in 1956 in 1910 dr blaustein formed the american oil co with his gen maxwell d taylor state seeks change in loan payments students from pennsylvania who are receiving state scholarships will not nave to pay interest until graduation if the contract currently being negotiated between state and federal agencies is signed state loans from nov 8 are also expected to be included under a new state program passed by the 1965 assembly and signed recently by governor scranton the pennsylvania higher education assistance agency pheaa will carry out the federal guaranty loan program outlined in the higher education act of 1965 this means the federal government will subsidize the six per cent interest while the student is enrolled and will pay three per cent of the rate after graduation the result of this is that students graduating from high school during and after 1965 can receive up to 1,000 aid without paying interest until they graduate or drop out theron l kropp assistant director of admission said that the new law will make it easier for pennsylvania students to obtain financial aid but to what extent he would not know for a while although the program was ori ginally designed for seniors who will graduate this year and for years following all 1965 high school graduates furthering their education are eligible the 5050 students who scored highest in the 1965 spring schol astic aptitude tests will be semifinalists for the scholar ships and will receive appli cations at their homes all other 1965 graduates who scored at least 800 in a combined verbal and mathematics s.a.t score area also eligible provid ing they are in need of assistance the applications for these gradu ates should be filed between may 1 and june 1 students from other states will not know about the state and federal assistance available to them under the p«»w law until their respective legislative bodies decide to approve the federal act in part or in total blood for viet nam -
