215 861-4184 unclear notice causes hassle by kathi moore it was blown out of proportion and ended up being a hassle joan mulhern residence halls area coordinator said of a notice distributed to students satur day night requesting that all cars be removed from the residence halls park ing areas by 8 a.m sunday the memo was written by mulhern and michael butryn assistant director of facility services and distributed by the residence halls security staff to all residence halls on saturday night she said the memos were not clear enough what was intended was to move as many cars as possible to lower cam pus adding that some were impossi ble to get out she said that the students were only to provide assistance in clearing the park ing areas noting that the dean of stu dents office wanted to give the students the opportunity to get their cars out because plowing would bury them deeper in snow william quay dean of students also said that the notices were not accurate we didn't expect the students to shovel out the whole lot he commented see unclear page 4 b&w photo by dan ryan what was just one of many similar mounds of snow on friday is exposed as another abominable auto that that appeared in the campus's parking lots and roadways spent the weekend submerged under two feet of powder funding cited in campus-newsletter rejection adviser for the departments one of the newsletters that beezer pointed out is purchasing notes a monthly publication of the purchasing department ray jensen director of purchasing said the newsletter is used to distribute information on products and services to all university departments he said the newsletter is paid for out of his depart ment's budget and that it costs approxi mately 10-$l5 per month to print ' the newsletter is a vehicle for issuing notices to the departments and serves to issue other reminders jensen said the college of business and econom ics publishes a semi-annual newsletter entitled enterprise according to robert 8 compensation increase to keep peer-school parity mills associate dean of the college of business and economics the newsletter is a vehicle for communicating informa tion within the college and about the college the newsletter is sent to alumni stu dents trustees and to business and industry groups the total circulation is 11,000 according to mills beezer believes the trend will continue and more university newsletters will develop everybody is going for their share of the people's interest he said beezer added people have the need to communicate and have no vehicle for doing so without a central package to present information people will con tinue to find their own vehicle by mike melley an 8 percent average annual increase in faculty compensation next year is expected to enable lehigh to remain at parity with the average compensation level of our 14 peer institutions according to a report prepared by robert thornton professor of economics and chairman of the faculty compensation committee according to the report 6.45 per cent of the increase is reserved for the average merit increase in compen sation this is an increase reserved for faculty who are meritorious thornton said he explained that faculty merit is based on a combina tion of research productivity teach ing effectiveness and service to the limversity thornton said the service factor includes such things as service to students and service on commit tees such as the educational policy committee edpol or participation in the forum the rest of the increase 1.55 per cent is to be allocated for promo tional increases for shortening the time period before the university pays for some of the cost of blue cross blue shield protection for new faculty and for special adjustments the report said thornton said that promotional increases are given to faculty members who rise in rank such as associate professors who become full professors see compensation page 3 by jim creedon a proposal for a central source of infor mation in the form of a newsletter has been turned down by the university administration for economic reasons according to george beezer director of publications beezer proposed the idea because of his concern with the diversity and number of newsletters at the university but the administration did not re - ceive the idea favorably he said however beezer said that it was time for the university to bite the bullet and pay for internal communication he added that the varying newsletters now present the campus with frag mented information the university is on the move we are not inactive we have a lot of ambi tious people and we need a means of com municating beezer said he said that the newsletter would pro vide in one central source a complete listing of campus events as well as news on faculty members and other personnel developments he stressed that the new sletter would not be for just faculty and administration it would also be for students beezer said that most of the newslet ters which now exist are published by various departments he pointed out that the office of university publica tions is not directly involved with them rather it serves as an informal centralization of purchasing saves university 600,000 chasing office have saved 75,000 over the last three years by purchasing fuel oil and supplying the university with that oil at 25 cents below the market price jensen said he added that they would not continue this program due to the instability of the present market barry bean chairman of the biology department said although the office has made the purchasing of lehigh supplied items more convenient and effi cient purchasing from local merchants is still more complicated than it should be he added that the bureaucratic method of purchasing from outside sour ces is still a nuisance awareness is a problem when deal ing with such a busy faculty senior buyer harry scarpa said tracking down department heads and informing them about how the office is changing is a problem by marty horn the changes in the university's office of institutional purchasing over the last two years have saved the university 600,000 according to ray jensen direc tor of the office of institutional purchasing according to jensen his office has concentrated on cutting administrative costs buying in bulk and cutting down on the number of purchase orders and checks in addition he said they have cut down on the number of small expenditures the centralization of purchasing has been received fairly well by the faculty ' ' jensen said initially we had some peo ple who doubted the changes but we feel that the faculty is satisfied now another way the purchasing office has saved the university money has been in fuel-oil purchases we the pur lehigh university brown and white vol 94 — no 33 bethlehem pa tuesday february 15 1983
