news from the united press the newspapers published the fact that the armis tice was signed at 1 o'clock the news hit bethlehem and there was a bedlam of shouting newsboys bells whistles and joyful exhibits appropriation discussed at business meeting an arcadia appropriation of 100 was discussed plans for two major art exhibits were made and speakers for future meetings were announced at a meeting last night of the camera club in room 208 packard laboratory it was announced that represen tatives from the eastman kodak and agfa companies will speak at future meetings the talks will be on enlargements and christ mas cards the society is planning two art exhibits this year as in the case of last year's exhibit entrees will be received from any member of the student body and prizes will be awarded to winners several smaller exhibits and picture con tests will be held among members of the club at the meeting it was announced that members would submit prints to the epitome of campus donor of sayre ob servatory has held his present position since appointment in 1933 by president roosevelt he was born in bethlehem in 1885 he has been active in the affairs of foreign governments as well as that of the uniter states he ac cepted the post of adviser on for eign affairs to the siamese govern ment from 1923 to 1925 was a member of parliament for siam in 1925 and jurisconsult to the schulz writes pamphlet on power of the states dr ernst b schulz associate professor of political science is the author of an article which has just been published by the univer sity as one of its series of research periodicals the pamphlet which is reprint ed from the michigan law review for january 1938 deals with the effect of the contract clause and the fourteenth amendment on the power of the states to control municipal corporations is 8.2 which is 167 on the grs basis the lowest was 2.2 on the average a lehigh man has a per centile advantage of from twenty to thirty over the national average not held against you the results of these tests are not used in any way to determine a student's grades or placement in courses said prof ford the english and chemistry course placements were wholly deter mined by the examinations in these subjects conducted during freshman week in the english course one-third of the arts fresh men placed in the highest english 3a as against approximately 18 percent of the engineers and 2 percent of the businessmen students having a percentile rating of 95 or over have only one chance in two hundred of flunk ing out while those with a rating of 5 or less have one chance in 2 professor ford also said that there was no record of any student with a percentile below 5 who made an a average in his grades for a se mester south ranks low in general the lowest ranking colleges and universities are sou thern the middles ones western and the highest rankers the east ern and northeastern schools tea chers colleges strangely enough are for the most part among the low schools the selection standards accord ing to professor ford are increas ing slowly and only a few men were rejected this year who would have been taken last year for this reason the psychology test does not show a marked diff erence from former ones lehigh ranks about the same — in the highest group by william meikle did you know that the average lehigh freshman has one of the highest potential scholarship abil ities in the country that he rates above the average freshman in four out of every five colleges that lehigh's best freshmen are in the top group of the nation psy chologically speaking with the assistance of prof ad elbert ford head of the pyschol ogy department these facts were culled from the results of the tests given during freshman week to over 150 new students is was also found that lehigh grs gross raw score is 104 as compared to the grs of 90.91 for the nation as a whole in 1932 lehigh rated above 29 out 36 colleges participating in the test and according to prof ford our relative position has changed very little no i-q quiz this the pyschology test is not as many students think an intelli gence test nor does it accurately foretell the student's marks it is a measure of potential general scholarship ability and capacity and makes no allowances for a failure to do work and pay atten tion in classes the best student in the test can be flunked out as eas ily as the one making the poorest mark it has happened in past years the lehigh score is based on an average of 5.0 which is a 50 on the percentile scale the percentile score is figured according to posi tion a 65 percentile means the scorer was above 65 out of every 100 students the grs is com puted according to the total marks made in the six tests given this year the acheson was brought to bethle hem through the combined efforts of the university and the bethle hem chapter of the american as sociation of university women he was introduced by president c c williams expressing little sympathy for prophets of gloom or philosophies of despair acheson drew from his wide experience in world affairs to put across his point educated in america he has been a member of the faculty of the american university in bierut syria a re lief worker in the near east and a member of the refugee settle ment commission of the league of nations he was also in charge of the field be the speaker at commencement june 13 presi dent c c williams told the mon thly faculty meeting yesterday mr sayre whose father robert h sayre was a member of the first board of trustees of the uni versity and the donor of sayre ob servatory has held his present position since appointment in 1933 by president roosevelt he was born in bethlehem in 1885 he has been active in the affairs of foreign governments as well as that of the uniter states he ac cepted the post of adviser on for eign affairs to the siamese govern ment from 1923 to 1925 was a member of parliament for siam in 1925 and jurisconsult to the si amese minister of foreign affairs from 1925 to 1930 mr sayre holds 10 decorations by foreign governments among them are the legion of honor cross of france and the order of the white elephant siam taught law at harvard he taught law at harvard uni versity and williams college and was a lecturer at the university of southern california following graduation from har vard university in 1912 he joined the offices of the assistant district attorney in new york county la ter he was assistant to the pres ident and an instructor in govern ment at williams he then went to his duties in siam and returned in 1929 as director of the harvard institute of criminal law in 1933 he was appointed commissioner of correction for massachusetts and later that year went to washington for his present position he is a member representing siam of the permanent interna tional court at the hague he is also a member of phi beta kappa and sigma phi he married president woodrow certain major hour quizzes at a time early enough to permit exclusive dates and avoid the cramming of tests into a short space of time the list of quizzes has already been announced university editor george b curtis announced that copies of the university register will be given to department heads for checking and revision this week the final registers will not be available until march he said deans give reports dean philip m palmer of the college of arts and science offi cially announced the formation last month of the advisory coun cil to that college this council came as the result of the curricu lum conferences with the alumni of the college last alumni day dr bradley stoughton dean of the college of engineering an nounced the publication during october of six works by members of the faculty of his department o schulz writes pamphlet on power of the states dr ernst b schulz associate professor of political science is the author of an article which has just been published by the univer sity as one of its series of research periodicals the pamphlet which is reprint ed from the michigan law review for january 1938 deals with the effect of the contract clause and the fourteenth amendment on the power of the states to control municipal corporations is 8.2 which is 167 on the grs basis the lowest was 2.2 on the average a lehigh man has a per centile advantage of from twenty to thirty over the national average not held against you the results of these tests are not used in any way to determine a student's grades or placement in courses said prof ford the english and chemistry course placements were wholly deter mined by the examinations in these subjects conducted during freshman week in the english course one-third of the arts fresh men placed in the highest english 3a as against approximately 18 percent of the engineers and 2 percent of the businessmen students having a percentile rating of 95 or over have only one chance in two hundred of flunk ing out while those with a rating of 5 or less have one chance in 2 professor ford also said that there was no record of any student with a percentile below 5 who made an a average in his grades for a se mester south ranks low in general the lowest ranking colleges and universities are sou thern the middles ones western and the highest rankers the east ern and northeastern schools tea chers colleges strangely enough are for the most part among the low schools the selection standards accord ing to professor ford are increas ing slowly and only a few men were rejected this year who would have been taken last year for this reason the psychology test does not show a marked diff erence from former ones lehigh ranks about the same — in the highest group by william meikle did you know that the average lehigh freshman has one of the highest potential scholarship abil ities in the country that he rates above the average freshman in four out of every five colleges that lehigh's best freshmen are in the top group of the nation psy chologically speaking with the assistance of prof ad elbert ford head of the pyschol ogy department these facts were culled from the results of the tests given during freshman week to over 150 new students is was also found that lehigh grs gross raw score is 104 as compared to the grs of 90.91 for the nation as a whole in 1932 lehigh rated above 29 out 36 colleges participating in the test and according to prof ford our relative position has changed very little no i-q quiz this the pyschology test is not as many students think an intelli gence test nor does it accurately foretell the student's marks it is a measure of potential general scholarship ability and capacity and makes no allowances for a failure to do work and pay atten tion in classes the best student in the test can be flunked out as eas ily as the one making the poorest mark it has happened in past years the lehigh score is based on an average of 5.0 which is a 50 on the percentile scale the percentile score is figured according to posi tion a 65 percentile means the scorer was above 65 out of every 100 students the grs is com puted according to the total marks
