the brown and white lehigh university's student newspaper founded in 1894 vol 109 no 17 tuesday november 6 2001 all the lehigh news first expert u.s violating procedure by william brobston news writer professor elaine scarry of harvard university said the united states has aban doned normal emergency procedures and is violating the constitution during the opening of the violence in america lecture series thursday in whitaker lab scarry said the first tempta tion in situations of emergency is to abridge or bypass all normal procedures of delibera tion consultation and consent why under the claim of emergency are we willing to give up the things that are there to protect us scarry asked the question is why we are willing to put these aside she said that we have many government mechanisms that are being avoided during times of crisis such as those we are experi encing today in a violation of the u.s constitution a congressional declaration of war was forgone before executing retaliatory attacks on afghanistan's ruling taliban and the al qaeda terror organization scarry said in fact the u.s congress has not ful filled its obligation to approve attacks outside u.s borders since world war 11 scarry said the requirement for a congressional declaration of war is the very cornerstone of our constitution scarry said by setting aside this requirement we are putting aside our own democratic apparatus b&wpholo by amy fantasia harvard professor elaine scarry said countries abandon normal emergency procedures in times of national crisis during a lecture thursday in whitaker lab abroad fears minimal by christine donnelly news writer after the terrorist attacks of sept 11 and the united states counterattacks on afghanistan some students and parents have become apprehensive about plans of studying abroad worry however so far hasn't stopped all those students plan ning on going abroad next semester the lehigh study abroad office said it has received 150 applications from students applying for the spring semester of 2002 if anything that's a little more than usual debbie hamann a secretary in the study abroad office said lehigh has followed the nationwide trend of an increased interest in study abroad within the past year most applications had a deadline of oct 1 so students still had a couple of weeks after the terrorist attacks to contem plate their decision some students have already found out whether they were accepted to the program of their choice but most find out some time this month as of now none of the stu dents who formally applied for spring semester have decided to cancel their plans but some are still deciding according to hamann some parents have expressed reservations especially if their child is planning on traveling to london kristen brown 03 who plans to study in london said she is not afraid because of the terrorist attacks none of my fears about going are related to what hap pened this year brown said they are more about just going to another country in general stacy stainbrook assistant to the provost expects that after thanksgiving more students will make up their minds as to whether they want to study abroad she said she realizes that one must evaluate the political landscape but feels this is pri marily a personal and family decision art king interim director of the study abroad program said it is a unique situation for each person you can't really tell what is going to happen this is an indi vidual family situation king said darcy marks 03 decided not to go abroad next semester it's a weird time right now she said it's hard to leave everything you know and go someplace totally different when you don't know what's going to happen during parents weekend the study abroad office held an open house about two dozen parents came half asked about the international situation and the other half asked questions about the program in general king said he said lehigh is aware of the concerns parents and stu dents may have there has been a lot of recent news events induce fear by krista shoquist news writer in light of local acts of vio lence and the terrorist-related activities that have been occurring throughout the nation students have been thinking more about their own safety outside of macy's at the lehigh valley mall a local woman was shot twice and killed oct 21 while walking out to her car this was the second shooting at the mall in three months and mall supervisors have now replaced its original security force with a company specializ ing in shopping centers many lehigh students are fearful because the shooting hit so close to home i was at the mall the day before it is scary to think someone was shot in the macy's see scarry page 6 see abroad page 7 see safety page 7 | sports w i i news inside msbm i business j btsebmii emm
