the brown and white vol 108 no 20 all the lehigh news first ordinance aims to reduce rental problems by bevin milavsky senior news editor the bethlehem city council passed the regulated rental unit occupancy ordinance more commonly referred to as the landlord licensing ordinance nov 8 in an effort to improve the quality of housing for off-campus stu dents while reducing outbreaks of dis ruptive behavior mayor donald t cunningham is expected to sign the ordinance by the end of the month making it a city law the new law addresses problems caused by negligent landlords as well as rowdy renters ken smith assistant to the president for community and government affairs said the ordinance will apply to the areas around lehigh and moravian college but not for the rest of the city smith said cunningham proposed the ordinance at the beginning of the year but he does not believe it was in regards to any specific problems with renters they were copying an ordinance that was passed in bloomsburg still i can't say it was triggered by any specific inci dents smith said he said it is helpful for the students that the responsibility will now be placed on the landlords to keep up their property from that respect this is something that's beneficial for lehigh students smith said but there are very mixed feelings about this ordinance at lehigh b&w photo by ryan licwinko dana grubb from the inspections department of the community development office in bethlehem said he fully supports the ordinance i think it's a piece of legislation that's a long time coming he said grubb said his department is in charge of handling code violations in regard to housing inspections right now we're developing proce dures for implementation he said we expect to have everything up and running in january he said landlords will receive a copy of the ordinance and will be required to submit a contact name and designate a property manager if necessary he expects most changes to be implemented within the first four months of the upcoming year the ordinance mandates that rental units housing three to five unrelated tenants will be inspected for health and safety regulations on an annual basis a permit will be issued after the inspection to be paid for by the landlord property manager and realtor bill stoerrle said inspections have always been a mandate and the ordinance is merely a means of quieting neighbors of students annual inspections always were required he said anytime that a new tenant would move in you were required to have the home inspected they're attempt ing to entrepreneurs by andrew olesnycky news writer fredrick beste a venture capitalist who has 30 years of experience investing in start-up companies shared business strategies monday in a seminar in sinclair auditorium the seminar was sponsored by the future global entrepreneurs beste is the ceo of mid-atlantic venture funds which has been investing in start-ups for 15 years mid-atlantic often invests in a company before it even has a working prototype thus it gives to such young businesses what is known as a seed fund to help a business get started working with startup companies is a risky endeavor but beste said the pay backs can often be tremendous because beste invests in companies when they are new buying into a busi ness that goes from the bottom to the top of the market can bring him 10 times his investment in six years venture capitalism is analogous to the game of baseball in that one big score makes up for many failures beste said if you strike out twice then hit a grand slam you've still had a pretty good night since beste has seen businesses rise and fall he was able to tell students which business strategies work and which ones fail many of the students attending the seminar appreciated the opportunity to learn from someone with experience gaurav mirchandani 04 said he found the seminar beneficial the seminar gave me an opportunity to hear real-world advice from someone who really knows how to be a successful entrepreneur mirchandani said beste advised students not to borrow money from banks when starting new businesses he said banks are better suited for someone making a low risk investment such as building an addition on a house according to beste an entrepreneur who is serious about turning his start-up company into a market leader should seek
