from university college in dublin spoke about a case study he had performed on how to best define unemployment in his lecture he shared information from his paper defining unemployment in developing countries the case of trinidad and tobago he explained his interest in studying unemployment in other countries the most widely used indicator of the well-being of a labor market and of an economy in general is the unemployment rate he said strobl considered whether it is more logical to apply more stringent criteria for unemployment or to stay with the same definition of unemployment that the international labor organization ilo set in 1954 the ilo guidelines state that for an individual to be declared unemployed he or she must not be working be avail b&w photo by nicole lamontagne able to be working and be seeking work strobl explained however these guidelines are not always applicable because it depends on the country according to strobl in 1982 the ilo realized it may be necessary to relax the last criterion strobl's paper focuses on unemploy ment in developing countries by specifi cally studying trinidad and tobago strobl said he believes trinidad and tobago serve as ideal case an adaptation of the ilo definition the trinidad and tobago definition also includes those non-active job seekers who looked for work during a three month period preceding the interview and who at the
