the brown and white lehigh university's student newspaper founded in 1894 vol 115 no 5 tuesday september 18 2007 all the lehigh news first financial aid reform bill to increase pell grants by rachel charlesworth the u.s senate and the house of representatives re cently passed a four-part col lege cost reduction and ac cess act that will push reform in several areas of financial aid president george w bush has not yet signed off on the legislation the act proposes to in crease the amount of the federally funded pell grant award the bill also proposes to create an income-based repay ment program that will allow borrowers to repay loans as a percentage of their income rather than as a standard fixed rate the act will also reduce interest rates on student loans and support increased educa tion spending by reducing sub sidies to student lenders linda bell director of financial aid said the advan tages of the national education reform will extend to the 52 percent of lehigh students who receive some form of fi nancial aid the benefits will go directly to students bell said most people from my position are looking at it favorably andrea espinoza 11 said she is grateful pennsyl vania liquor control board to help prevent underage drinking usually a grant is awarded to the bethlehem police depart ment but this year lehigh sent in its own application and was awarded the grant directly lehigh is among 65 organiza tions throughout the state that received at total of 700,000 to prevent underage and high-risk college drinking according to a press release from the plcb plcb spokesman nick hays said the board received more ap plications than there was money to award when distributing funds he said the board considers if the proposal is a new pilot proj ect and if it has the potential to be self-sustaining lehigh received its grant be cause it is introducing a proposal that addresses both the commu nity and the students that live off campus hays said the bethlehem police de partment's application indicated other funding would be available to continue its own project hays said so it was not chosen to re ceive a grant from the board john smeaton vice provost of student affairs said he wanted to clarify that lehigh did not steal the grant money from bethlehem as some people believe madalyn eadline director of the office of special projects said lehigh has not yet received the grant money so current patrol ling will continue until the grant is received the money then will be used to run several programs for example officers will be gin to conduct follow-ups with stu dents charged with alcohol-related offenses in order to prevent the behavior from happening again eadline said officers will con tinue to educate students on how lehigh and bethlehem police stopped danny jacobs 08 outside leon's bar and grill on east fifth street sept 1 he was cited for walking with an open container of alcohol new position created to manage endowment by desiree gilbert started his new position at lehigh july 30 he reports to president alice gast and the board of trustee's investment subcom mittee which used to manage the endowment fund russell reynolds and associates performed the search for the position according to univer sity relations denise blew the associate vice president of finance helped chair the search she said the search took about five months and she thinks it was a success gilbert was chief investment officer of the pennsylvania state employees retirement sys tem and was in charge of the state's 32 billion employees pension plan before working for the state of pennsylvania gilbert worked for new york city's office of the comptroller and then directed the mayor's pension unit in the new york city department of finance according to university relations gilbert said lehigh is similar in terms of the investment world to his experience working for the state of pennsylvania even though the endowment size differs significantly between the peter gilbert is the university's first chief investment officer swim team twelve cited for drinking two arrested by andrew daniels twelve lehigh swim team members were cited for under age drinking after bethlehem police broke up an off-campus party on taylor street wednes day night five non-swimmers were also cited and two juniors on the swim team were arrested and charged for furnishing al cohol to minors and disorderly conduct mac s tichner 09 and darren podolak 09 who rent the home were arraigned early thursday morning before dis trict judge michael kouryjr of the wilson borough and were then committed to northamp ton county prison bethlehem police raided their house and found students drinking and playing drink ing games both podolak and tichner were released thurs day afternoon on 10,000 and 15,000 bail respectively the officers were in the neighborhood and heard loud music bethlehem police lt joseph kimock said in a phone interview friday the police patrol the areas belonging to the city of bethlehem the situation was loud enough for the officers to decide to intervene police said the students had kegs of beer bottles of wine and a beer pong table according to the morning call people ran away and hid in bedrooms after an officer knocked on the door nicole lorigan 09 was taken to st luke's hospital with a blood alcohol concentrate of 0.31 percent hospital officials said lorigan was treated and released lehigh university and its athletics department do not condone inappropriate behavior such as this especially relating to its students and student-ath letes the university said in a press release according to the press re lease tichner and podolak have been suspended from the swim team tichner and podolak face a misdemeanor
