lehigh university brown and white vol 74 — no 11 bethlehem pa friday oct 26 1962 866-0331 schuman asserts us at war by chuck rover outcome in doubt the united states is now at war dr frederick l schuman woodrow wilson professor of gov ernment at williams college said here tuesday afternoon schuman who spoke on the neuroses of the nations in inter national politics called the people of america mentally and emo tionally ill a capacity audience head his speech in the osbourne room of the university center schuman commented on ths present time of ... international crisis and said that the world situation today holds no current assurance of a hopeful outcome he made three specific com ments on what he called the pres ident's recent war message it constitutes he said rather con clusive proof . . . that the presi dent has surrendered uncondition ally to the military schuman held that according to international law kennedy's mes sage is nothing but a war mes sage it was on this basis that he stated ". . . the united states is now at war schuman predicted that the members of neither the o.a.s nor the u.n would support the united states in this action because the blockade his own term is a vio lation of the charters of both or ganizations as a result of the war message he insisted ". . . the united states will be universally hated schuman emphasized that his evaluation of political behavior accomplished by projection of the characteristics of individual neu roses onto an entire nation is un orthodox he cited four recognized charac teristic mechanisms of neurotic an.d psychotic behavior and to in dr frederick l schuman cubans here review crisis by richard l sine laud quarantine two lehigh upperclassmen both cuban citizens one of whom was in the underground during the cuban revolution agree with the recent united states action against the caribbean island carlos m baralt 63 and george berens 63 all but said the same words wednesday in agreeing that president kennedy acted correctly in placing a quarantine around cuba i think the move was overdue but very well timed said baralt a former member of an under ground resistance group during castro's struggle for power a good move that should have come some time ago said berens it should have been made when george berens carlos m baralt leckonby blasts mac by corbett monica we have no thought of dropping out of the middle atlantic con ference there are not enough schools around which would have the same scholastic and scholarship requirements william leckonby told the brown and white wedensday i do not know where the bethlehem globe-times got their head line the university's new athletic director added in reference to a globe-times headline which said bill leckonby wants engineers to quit m.a.c the former head football coach spoke monday at the weekly meet ing of the football writers of new york in toots shores new restau rant in new york city see leckonby page 9 a new queen is born — miss ann tumavicus university of connecticut junior is crowned fall houseparty queen by senior class president gordon hoare saturday night proposed residence halls — architect's rendering of the new dormitories to be built on campus before the fall of 1964 in foreground is taylor stadium and upper field federal loan finances dorm construction set to start this spring construction of a new upper calss 1.5 million residence hall complex—financed mainly through a federal government loan will begin this spring occupancy is scheduled for the fall of 1964 the complex of three separate buildings housing a maximum of 264 students will be located south of the taylor stadium and below the upper athletic field congressman francis e walter dem.-pa announced tuesday that the university will receive a 1.2 million dollar loan from the housing and home finance agen cy the university will add at least 300,000 to the cost of con struction the loan is self-liquidating pay able over a 50-year period with re ceipts from the operation of the residence halls projected date for groundbreak ing is the spring of 1963 the new afcility will accommo tuition to rise in grad school next autumn graduate school tuition will be increased to 550 a semester be ginning with the fall of 1963 dr harvey a neville president an nounced today the present tuition rate is 400 a semester or 35 for each semester heur the new semester-hour cost will be 46 in an effort to alleviate the ex isting shortage of fully qualified school teachers in the united states the university will award educational grants to all qualified elementary and secondary school teachers enrolled in the graduate school neville explained because of trese grants tuition for teachers either in full-time ser see schuman page 8 see students page 2 see new page 6 see hike page 6
