sharon hirsch and jane marcin j senior news editor a 275 increase m tuition and a 125 increase m residence halls and dining service charges for 1977-78 were approved by the university board of trustees friday the exact amount approved for financial aid will be released when the ad ministration approves the budget m april the 275 tuition increase brings tuition to 3,825 last year the tuition increased by 250 and room and board increased by 100 the trustees discussed rising costs rising tuition and the increased need for scholarship aid they also discussed whether the quantity of financial aid provided by the university is comparable to that provided by other schools university president deming lewis said lehigh again will provide increased financial aid loans and self-help op portunities for eligible students at a dec 14 budget meeting lewis said members of the university community will be able to provide more input m the university budgeting process they then can be assured that the necessary in formation is available before decisions are made on the distribution of the univer . sity's limited resources lewis also proposed a merit plan which would entitle a faculty member to an in crease m salary on the basis of per formance this would help improve the quality of programs at the university lewis explained since a salary increase is the only major means to accomplish this lewis said the university's overall salary expense budget increase for next year would be six per cent with the distribution of the budget to be based on the needs of each department • in addition to the overall increase special allotment of 20,000 will be allowed for academic recruiting expenses lewis explained the basic reason for having more difficulty m developing a balanced budget this year compared to previous years is that for the first time 1,900 in music equipment reported stolen in january by gary schuster and lee ann lusardi approximately 1,900 worth of sound equipment m linderman library's music library and lamberton hall and several small items m the mcconn dormitory were stolen during the winter recess ac cording to campus police reports on jan 4 two tape recorders two amplifiers and a phonograph valued at 694 were taken from the music library according to the reports linderman was open five days a week during the vacation however captain eugene dax of the campus police said the thieves must have used keys to get into the music library also reported was the theft of two speakers an amplifier and a turntable valued at about 1,200 from a storage area m lamberton jan 17 dax said the thieves also used a key to get into lamberton and them removed a door by its hinges to get the equipment barry richards director of libraries said the equipment taken from the music library was bought m 1971 the music library committee is planning a meeting to discuss replacing the equipment and future precautions dax said campus and city police are conducting investigations but there are no suspects yet he said the only way to stop this larceny is to protect storage areas and other strategic spots with burglar alarms at mcconn six rooms were the emery veranda where workmen had to break through the overhang to repair the ruptured lines wood patches cover the access holes a fuel-saving reduction m dorm temperatures contributed to the was turned down to conserve energy the final bill for repairs to the broken lines could run between 4,000 and 8,000 according to david lee director of residence operations three students whose rooms had been opened to repair the leaks told the brown and white that they found items missing from their rooms when they returned one student has reported the theft of 949 m record albums dirty pipes m the heating system a faulty heat exchanger and the location of the heating pipes contributed to the freeze up according to richard irwin allied maintenance project manager at the university the long period of sub-freezing weather and the reduction m residence halls temperature added to the problems with the heating system resulting m the ruptures he said plumbers worked for three days and nights repairing the broken pipes m the six centennial i residence halls the ruptured lines flooded student rooms on the north side of the second floor of each building as well as student lounges on the first floor many students living on the affected halls told the brown and white their rooms suffered water damage as a result of the broken pipes most reported water-logged papers and books stained with black soot a few students said their record collections and other valuables were destroyed by water one student told the brown and white his ruined album collection was worth between 400 and 600 william quay dean of students said the university will make some ac commodations for water damage to student property students seeking such allowances should file a written report explaining their damages with quay lee or robert reeves assistant dean of students he said quay and lee both said that only one theft from a room affected by the leaks had been reported as of this weekend the leaks were discovered by campus police on sunday jan 2 when a patrolman noticed water dripping from the overhang that covers the congdon house veranda irwin said the hot water used to heat student rooms runs m pipes concealed m the overhangs m each building he said although the pipes are insulated their location along with consistently low out side temperatures and the reduction of residence hall
