the facts were what his administration does and stands for they wouldn't tolerate it said allard k lowenstein former u s represen tative and chairman of the americans for democratic action number seven on nixon's enemy list lowenstein told an audience of about 400 that the present administration deceives its constituents and pits them against each other for its own advantage extortion is one basic tool of the trade said lowenstein armed with examples and statistics he said that the ad ministration was re-elected through pressured 50,000 and 100,000 con tributions from firms like mcdonald's american airlines and the milk industry the milk producers have passed this along to you every time you buy a bottle of milk three cents would go to the re-election of nixon he said electoral sabatoge is a tactic that has been used since the cambodian protest of a few years ago said lowenstein he said that the government hired an arsonist to burn a building on the university of alabama campus he cited this as one of many efforts of the administration to poison public perception of politics and to create fear of flag-burners trying to run the country lowenstein also men tioned a new orleans chapter of viet nam veterans that he said was paid ott to verbally support nixon in his re-election efforts nixon's policy in southeast asia in volved another type of deceit said lowenstein he recounted a discussion he had with a marine pilot who received a citation for his bombing missions in northern laos while nixon was assuring the public of our non-military involvement in laos what the president was doing in this and other cases was lying to us he said lowenstein accused the nixon ad ministration of turning many of its political lies to profitable ends they tell us we are fighting communism in asia on one hand and then they sell our grain to the soviet union for half the price our farmers pay he observed taxes are another area in which lowenstein said nixon is manipulating the public he questioned the kind of law that lets a worker for standard oil of ohio who earns 8,000 or 10,000 a year pay 17 per cent in taxes but if you're standard oil of ohio and have a profit of 69-million you don't have to pay anything in taxes other economic inequities lowenstein discussed included the fact that the government pays 4 billion annually to farmers not to grow crops but his own programs to give hot lunches to disad vanted children or jobs to dropouts were voted down as inflationary and socialistic lowenstein also mentioned pollution in the detroit river a 11-billion water quality act which lowenstein supported was denied while increased military budgeting was encouraged by the ad ministration he also noted that each of the 3,620 illegal bombing raids held in laos cost the country 10,000 gallons of gasoline yet the people must suffer a severe gas shortage at home blaustein talk is facing cancellation the blaustein lectures may not be held this academic year carey b joynt chairman of the department of in ternational relations said that every effort has been made to obtain a speaker of in ternational repute but major crises such as the middle east war and the energy shortage made it impossible for political leaders to agree to a commitment in volving a heavy burden of time and effort joynt pointed out however that there is still enough time to schedule a speaker for this semester eight persons have appeared at the university in this series endowed by gifts from the jacob and hilda blaustein foundation of baltimore the past speakers in the series were lee kuan yew prime minister of singapore harold wilson former prime minister of great britain james b reston vice president of the new york times w averell harriman of the united states the late paul henry spaak of belgium and the late sir denis brogan of great britain we are always shooting for the leading people it's a question of trying to convince them this was one of the worst years we experienced joynt said any time the international system is in turmoil it is very hard to get a speaker two positions to be combined quay will be dean of students by russell petti the offices of dean of students and dean of student life will be consolidated under william l quay who is presently dean of student life quay will replace the retiring charles w brennan dean of students preston parr dean of student affairs said the new consolidated office will centralize related functions in one department and we believe this will prove to be more effective and probably more economical the new office will have a primary responsibility for student welfare parr continued not only will the office ad ministrate university requirements and regulations relating to scholarship and the university code of conduct but it will also have administrative responsibility and provide staff support for student organizations activities community projects social fraternities and the special concerns of minority and women students at lehigh quay who came to the university in 1960 served at muhlenberg college as a history instructor in 1962-63 he returned to the university in 1963 to become assistant dean of student life and became dean of student life in 1970 quay a native of gloucester n j received his b.a from muhlenberg college and his m.a from the university of pennsylvania he received his ph.d from lehigh in 1969 arthur h mann associate dean of students will continue in his present post but with expanded responsibility in the area of student orientation discipline general advising of students and policies relating to academic standing the new office of dean of students will also include the staff from the office of dean of student life they will continue with their present duties to be added to the staff in the near future will be a full time replacement for ruth hurley vihon mary e flesher is filling in for vihon for this semester the present dean of students charles w brennan has been at the university since 1955 and has been dean of students since 1964 a hot time at taylor — some inventive residents of taylor hall found a way to warm themselves during last wednesday's blackout the wood was borrowed from rh 11 where the blackout originated u electrical consumption is lower spriggs says by peter barry consumption of electricity by the university was decreased 13 per cent during the fourth quarter of 1973 com pared with the same period in 1972 said richard m spriggs vice-president of administration natural gas and fuel oil consumption in december 1973 was decreased by 24.6 per cent compared with december 1972 but october and november of 1973 showed an increase in fuel consumption of 23 and 15 per cent respectively as compared with the same period spriggs said although natural gas is the university's primary heating fuel during certain weather conditions the university must switch to using more expensive oil this happened last year during november and december spriggs said calculations of fuel savings are complicated by this since gas and oil are measured in different units have a different number of btus per unit and gas is more efficient than oil in the university's heating system the cost of fuel oil is roughly three times what it was last year said spriggs but the prices of natural gas and electricity have not shown proportionate increases he said the university expects to spend considerably more for fuel this year robert t gallagher associate dean of the college of engineering and chairman of the
