policies and politicians are not conveying their constituents ' needs effectively said a member of the conservative heritage founda tion during a speech at rauch busi ness center tuesday stuart butler said the generation of u.s economic policy is not a pretty sight according to butler people are not getting the value of the dollar that they are putting in most people be lieve that the government should be more streamlined butler blames this ineffective ness on the institution of govern ment itself and not on the politicians he feels that politicians are not able to articulate the needs and wants of their constituents this is not to say that they are by any means stupid it is just that it is difficult to make an effective case to the government and the congress about making government more ef economic policy-making flawed conservative speaker says economic policy development hurt by lobbying and inefficiencies ficient he said it doesn't matter who we send there it is the ineffec tiveness of the institution of govern ment which leads to large deficits and gross inefficiency butler pinpointed three main rea sons for this the first is that in the decision making process those who want to expand government have the upper hand over those who wish to contract government this happens because the cost of the programs is spread out widely if many pay little for something such as one cent for every taxpayer there is an imbalance of power between those who receive the benefit and those who pay for it butler feels these programs them selves are part of this problem even if the program is outdated and use less there is a strong interest in the continuation of it this lobbying pressure is based on the premise that to keep a group or committee in business it only re quires a tiny percentage of tax rev enues.butlerstatedthat,forexample the rural electrification adminis tration is outdated and it is still being funded they have completed their task of bringing electricity to the farmers of the midwest so why keep them butler said it is because they advertise their cause as patriotic and for the future of children and if it is only a few pennies per taxpayer it is never cut off butler's second reason of why the government is inefficient con cerns the way policies are devel oped he said policies are created in committees that benefit everyone involved there is a disproportion ate say in what happens and what is spent and those who help the com mittee want to be helped back this connection between groups creates a barrier that prevents the elimination of
