the brown and white lehigh university's student newspaper founded m 1894 vol 107 no 36 friday march 17 2000 all the lehigh news first ordinance targets south side houses by chris lttman senior news writer the bethlehem city council held a meeting march 9 to discuss a new city ordinance which when ratified would affect how landlords become licensed to rent property m parts of the city specifi cally certain rental units on the south side and the neighboring areas close to lehigh during the three-hour meeting a number of landlords testified before the city council and mayor donald t cunningham jr to express their concern that the ordinance is specifically targeting landlords renting to lehigh students and would not affect other areas of the city thus showing a clear discrimination on the part of the city government the most debated section of the new legislation was the provision that stated that owners must be responsible for regu lating the conduct of tenants many land lords objected to this clause stating it was impossible for them to keep up with tenant behavior much less regulate it cunningham said the purpose of the ordinance is to ensure and protect the public health and welfare of tenants from slum lords while giving landlords more power to deal with unruly tenants i think this ordinance is going to help students cunningham said some of the housing is substandard with units being 20 to 30 years old what you'll see from this is that the quality of the units will be greatly increased to the point where all of them are raised to a uniform quality cunningham said as a result of the ordinance students will also have better housing options if a tenant is convicted of a city code housing violation three times within a year under the new ordinance the land lord must immediately give an eviction notice to that tenant otherwise the landlord risks having his license sus pended or revoked cunningham said landlords would be empowered to have better control over how tenants treat their properties and the surrounding neighborhoods many landlords however saw this measure as unfair one landlord went so far as to say he thinks tenants behavior is between them and the police many others echoed the sentiment that only tenants should be punished for miscon duct and not the landlord while not overly concerned about the new ordinance seth spoenlein 01 felt the new laws would benefit students and hopes it will force some landlords to get their act together despite the concerns voiced during the meeting most people were complaining about the students spoenlein said i'd liked to see more of the landlords shaping up i think the ordinance would help students find better housing i have friends who say that they don't want to live on a certain street because they know it isn't good or it isn't clean since the ordinance has yet to be passed off-campus residents are encour aged to attend more of the town meetings dealing with this issue the next one will occur m three weeks and will be held m the evening m the rotunda at the bethlehem public library off-campus residents will be targeted under a new bethlehem city ordinance which aims to hold landlords responsible for the actions of their tenants b&w photo by zachdruker chicago explains holocaust through art exhibit examining the experience of victimization is journey poland the czech republic and the former soviet union chicago dis played slides of various works of art on the holocaust she encountered ranging from drawings and paintings to statues and monuments chicago said the artwork brought to life the historic sites she was visiting she compared slides of a photograph of the gas chamber at one camp to a drawing of screaming gas chamber victims this drawing helped transform the cold sterility of the gas chamber into an empathetic view of the victim experi ence chicago said chicago admitted the process of researching for and creating the exhibit our trip forced us to expand our focus to accommodate what we were learning namely that the holocaust was larger m scope than we imagined chicago said it affected many groups m addition to jews though m a different way as an example she cited the brutal treatment of homosexuals who ranked below jews m the hierarchy of prisoners at the camps but are frequendy over looked by historians chicago said her artwork m the exhibit employs symbolic realism fea turing imagery to communicate stories gathered from survivor testimony and scholarly work this effect is enhanced by the juxtaposition of woodman's pho tographs with chicago's artwork m many of the pieces as hideous as the holocaust was it was done to human beings by other human beings so there is hope that it can be understood by human
