the brown and white lehigh university's student newspaper founded in 1894 vol 101 no 3 friday september 17 1993 all the lehigh news first likins presents lehigh plan to the faculty by amy gorman assistant news editor lehigh president peter likins officially presented the lehigh plan his 393-page pro posal for radical changes in the university to the faculty at its meeting tuesday calling for faculty involvement and cooperation through out the process likins emphasized that he needs sugges tions and criticisms from the faculty in order for the plan to work i believe we can woric through this if we spend a lot of time talking to each other it simply has to be something that involves the whole university or else it won't work likins said one of the goals of the plan is to make lehigh more affordable to its students accord ing to likins likins said a large number of students who did not return because of the rising cost of a lehigh education an astonishing amount of sophomores juniors continuing students didn't continue we lost 54 continuing students who we ex pected to have back likins said he believes the main reason behind the loss of students this fall is due to their personal financial situations which made it impossible for them to afford the tuition a number of continuing students came back to lehigh as only part-time students an un usual fact considering that the university is not known for a high percentage of part-time stu dents according to likins - likins is planning to contact all students who did not return to find out what their reasons are we have to go through a probing analysis of why this happened to help see what the trend will be likins said since he believes most of the students did not return because of money he wrote the new budget plan in order to make lehigh more financially attractive to students and their par ents arts center plans complete no date set for construction by erinn tarpey news writer the architectural plan is com plete and nearly 15 million is avail able for the proposed zoellner arts center and parking garage but fa cilities services will not commit to a starting dale the art center is being paid for through gifts and does not really have anything to do withthe ongoing deficit problems that the university is experiencing said anthony corallo assistant vice president fa cilities services current measures helping to de crease the deficit include the pre serving the vision donation cam paign and the early retirement option for faculty and administration although the plan has a strong financial base the 1993 estimated cost of construction is 24 million 20 million for the center and 4 million for the parking garage corallo said the starting date will depend on gathering the remaining funds and receiving approval from the office of development and uni versity relations several students especially those who are involved in the arts specifi cally art majors are disappointed by the delay everything at lehigh has dates bumped back look at taylor gym they should introduce projects in phases so that everyone doesn't get disappointed when this art center doesn't happen the way it should said music minor jon gibson 95 some arts students were consulted before the designs were drawn the atre minorginieneßathyen 94 was a freshman when she was included in discussions about the center she is particularly upset by the lack of progress i think that it is absolutely ri diculous rathyen said i remem ber being taken to swarthmore to see their new arts building everyone was excited i think this starting delay is because of the old lehigh which had an engineering school mentality rathyen added the center will be built 100 feet from the east end of rauch business center and elongated on its north south axis the parking garage will be closer to the remains of taylor stadium near ryan street undefeated baw photo by ketth rapapokt lopa patel 97 and the women's tennis team continue their winning ways extending their winning streak to five see article page 23 more houses on probation by marc j goldstein editor in chief curran develops new sanction for freshman orientation violations four fraternities were recently placed on probation following alco hol violations during freshman ori entation according to terrance curran associate dean of student life three of the fraternities will not be allowed to move into their houses before freshman orientation in fall 1994 as they have been allowed in the past those houses will open on the sunday that all upperclassmen allowed to move into the residence halls curran said the administration is investigating the situation on the hill during freshman orientation because it detracts from the purpose of orien tation we recognize the need to re evaluate the availability of alcohol during freshman orientation curran said the inability to move into a fra ternity house early is a new sanction developed by curran to combat this problem on aug 29 thcta xi fraternity was disciplined following a security guard's report that the house was having a social event with kegs in the house the house received disciplin ary probation for fall 1993 and is prohibited fromhosting socialevents with alcohol or even having alcohol in the house until oct 1 . addition ally the house must develop a set of policies defining how the house will enforce university policies and have steel blast rocks south side by tad ehrbar news writer bethlehem steel corp resumed complete operations of its steelmak ing plant sunday after a fire and explosion several days earlier it occurred sometime between 8:30 and 9:00 p.m on sept 8 on sept 1 1 the blast furnaces were turned back on while the steel making re sumed on sept 12 said henry von spreckelsen manager of corporate communications for the steel com pany he was not aware of any similar problems that had occurred in the past the fire took place at the power house in the bethlehem structural products corp area which is a part of the bethlehem steel our own fire department was called onto the scene it was such a minor fire that the local police and fire companies did not need to be please
