was victor frager who was quick to ask for action and less talk around the campus frager joined with the other candidates in urging dormi tory men to vote over 350 houseparty dates will occupy dormitory rooms according to d'olier the charge of 1.25 per room will be made for chaperone service chaplain bean expressed amaze ment of lehigh's apathy in the last community chest drive and hoped that this year's contributions would be less shameful in amount football review of 1946 a film supplied by atlantic refining co ended the smoker by jack lyons campus gophers excavating gophers at work on the lehigh campus no just a little construc tion work is all that is causing those trenches and caverns that are temporarily disturbing the scenery along the ivy-covered walls mr andrew w litzenberger superintendent of buildings and grounds informed brown and white that to save time and mon ey these excavations will serve a dual purpose they will carry the telephone wires for the new pri vate exchange and secondly they will eventually carry underground power conduits to eliminate the present overhead power wires the present work has been con tracted by the university to the counties construction company of philadelphia this company does about 80 per cent of the excava tion work for the bell telephone company along the highways in eastern pennsylvania and there fore campus by robert n swanson the good old american custom of voting for representation has finally come to lehigh perhaps it was the moravian girls or the thirst for old dutch beer that made the greater part of lehigh's undergraduates of the past disre gard their student government but now after some 50 years we fin ally have a democratic form of representation just how much of a dictatorship there was at lehigh back in the days before the turn of the cen tury no one seems to know the earliest data that we can find tells us that arcadia was formed dur ing the 1880's by richard harding davis as a social society for pipes books beer and gingeralia into politics by the 1900's it had wormed its way into politics and was becom ing a greater and greater influence on the student government of that time it was made up of students who by reason of their merit in the various walks in the college life have come to a position of re sponsibility the more prominent members of the student body such as the captains of football teams and baseball teams had control of the organization it wasn't until the years of the first world war that the boys up at lehigh began showing more in terest in their student government than they did in the women of bethlehem in 1917 after four years of mud slinging in which ar cadia was charged with everything that today would be synonomous with fascism a new constitution was adopted this new constitution had the arcadia composed of one member from each living group each group electing its own repre sentative it took just two years for this democratic system to fade away in 1919 the election of representa tives was abandoned and the mem bers of arcadia were chosen by the heads of each living group until 1928 when the faculty took away its funds and claimed that it did not represent the student body lehigh union the lehigh union was formed in 1928 and performed for the subsequent decade such tasks as providing a central office for un dergraduate organizations pub lishing the freshman handbook and sponsoring certain social acti vities in 1938 the lehigh union and arcadia merged into one group known as the arcadia in 1939 the student government's constitution was revised to include in its membership representatives from various honorary societies and living groups the member ship was as follows one member to be elected by the university as a whole a representative of pi delta epsilon the journalism honorary and the presidents of the following groups — omicron delta kappa the s-nior honorary cyanide the jun ior honorary the senior class the junior class the sophomore class the interfraternity council the town council mustard and cheese and the combined musical clubs arcadia announcement it has been reported that cer tain living group councils have attempted to limit the constitu tional t ight of each man to sub mit petitions for nomination to arcadia therefore any student who i'eels he has been restrained from submitting a petition may still file a petition by contacting the arcadia office or seeing wil liam hardy chairman of the elections committee deadline is noon saturday signed george b horneck chairman constitution com mittee housing problems to vanish by 1949 dorms will house 1050 lu students non-resident freshmen will live on campus 861 men in fraternities dr wray h congdon dean of undergraduates stated in an inter view that the post-war housing problems of lehigh freshmen will vanish in 1949 with the opening of the new dormitory this dormi tory part of the long-range hous ing program now in operation will be completed in 1948 and will bring the total number of accom modations up to 1,050 students in five dormitories in conjunction with this new housing program dean congdon said that all freshmen will be re quired to live in one of the dor mitories unless they reside in bethlehem or the immediate vi cinity in announcing the new rul ing dean congdon stated that a delay of a year in enforcing the requirement of all freshmen living in the dormitories is allowed so that all fraternities can adjust their student memberships without serious difficulties this allows the chapters two tull years in which they can build up their sophomore junior and senior classes to the same total that was formerly made up of four classes when freshmen were al lowed to live in fraternity houses said dean congdon at the present time there are 29 chapters of na tional fraternities housing a total of 861 lehigh men dean congdon also announced that an expanded freshman coun seling system is being developed both in and outside the dormitories so that when all the freshmen are living in the dormitories better program and mentorship will be in operation private housing unnecessary when freshmen are required to live on the campus and undergrad uate enrollment returns to a pre war level lehigh students can be completely housed on the campus or in university-approved rooming facilities few if any students said dr congdon will have to re sort to living in private homes un less from preference such private houses as wish to continue to ac commodate lehigh men can do so by meeting approved standards of housing and will then be available to any upper class students that prefer this type of accommoda tion in announcing compulsory dor mitory living for freshmen dean congdon pointed out that there will be a sufficient number of rooms in dormitories to accommo date approximately 250 men in the upper classes beyond the freshman year this he haid will permit a continuation of the student gov ernment plan for operating the dormitory sections which has pro ved so successful for a number of years at lehigh university since the number of accommo dations in the dormitories for up perclassmen will be less than the demand an improved selection of those permitted to continue in the dormitories beyond the freshman year can be undertaken this will further enhance the student gov ernment program in the dormitor ies by the assurance of an even higher caliber of dormitory resi dents than heretofore the superior scholastic record of the dormitories maintained over the years and the fine esprit de corps developed among the dormitory men can still be assured through the superior group of upperclasmen selected to continue to live in the dormitor ies parents more satisfied goals of the new requirements are to have the freshmen establish themselves scholastically form better habits of study and form better class friendships the housing of freshmen under uni form and controllable conditions said dean congdon in making pub lic the long-term program will eliminate all questions in the minds of the parents and students as to where the student will live in the first first governing body under new constitution lehigh's first campus-wide pop ular election will take place next thursday and friday oct 23 and 24 on these two days the first gov erning body to serve under the new constitution will be chosen thirty-three candidates have filed petitions for nomination by provision of the new constitution 15 will be elected to serve on ar cadia all 33 names will appear on the ballot voting will take place from 9:00 a.m until 4:30 pjn on each day polls will be located at packard laboratory christmas-saucon hall the library and drown hall considerable interest has al ready been stirred by the contest much more activity is anticipated before the contest ends next fri day evening the handbills of nu merous candidates have already caught the eye of many voters p.r the abbreviated designation for proportional representation will also be used for the first time on the campus one feature of this system of choosing representatives is the preferential ballot voters will have the opportunity to vote for as many candidates as there are on the ballot choices will be indicated in the order of preference a p.r ballot represents at all times a single vote but the ballot may be transfererd to subsequent choices if a previous choice cannot win under p.r voting for a sub sequent candidate cannot possibly affect a previous choice the preferential ballot there fore prevents the waste of votes so frequent in most elections groups of voters desiring repre sentatives will therefore find no advantage limiting candidates in order to concentrate voting strength flight manager in place of the presiden tial office to unify and coordinate future operations in a surprise move last tues day mr lamberton informed the knepper aircraft service at the bethlehem-allentown airport that all lehigh university planes are grounded since the liability insur ance has lapsed due to non-pay ment of premiums at the present time no information is avialable as to the exact date at which opera tions will be resumed the club officers are hopeful that they may be able to pay off all commitments and indebtedness within the next couple of weeks continued on page 3 publication board considers goblet at today's meeting of the board of publications the final decision on the continuation of the gob let will be reached this action was expected to have been taken at last monday's meet ing but the absence of the budget and a financial report caused its temporary postponement dean congdon reported however that the outlook for the publication was favorable also discussed at the inter dormitory council smoker held at 7:30 wednesday evening in grace hall the president of i.d.c wil liam d'olier led the discussions while charles nichols vice presi dent introduced the dormitory candidates for the oct 23-24 ar cadia elections other officers of i.d.c present were layton butts treasurer and charles boig sec retary d'olier emphasized that during this and the coming semester i.d.c hopes to create more student activities plans include the sat urday night dormitory houseparty dance a possible informal dance to be held at the close of the semes ter and several smokers a writ ten report of i.d.c activities will be published for the benefit of stu dents and faculty a meeting of the junior class was announced for next wednesday afternoon in packard first governing body under new constitution lehigh's first campus-wide pop ular election will take place next thursday and friday oct 23 and 24 on these two days the first gov erning body to serve under the new constitution will be chosen thirty-three candidates have filed petitions for nomination by provision of the new constitution 15 will be elected to serve on ar cadia all 33 names will appear on the ballot voting will take place from 9:00 a.m until 4:30 pjn on each day polls will be located at packard laboratory christmas-saucon hall the library and drown hall considerable interest has al ready been stirred by the contest much more activity is anticipated before the contest ends next fri day evening the handbills of nu merous candidates have already caught the eye of many voters p.r the abbreviated designation for proportional representation will also be used for the first time on the campus one feature of this system of choosing representatives is the preferential ballot voters will have the opportunity to vote for as many candidates as there are on the ballot choices will be indicated in the order of preference a p.r ballot represents at all times a single vote but the ballot may be transfererd to subsequent choices if a previous choice cannot win under p.r voting for a sub sequent candidate cannot possibly affect a previous choice the preferential ballot there fore prevents the waste of votes so frequent in most elections groups of voters desiring repre sentatives will therefore find no advantage limiting candidates in order to concentrate voting strength new constitution a new constitution will be draft ed to clarify certain obtuse points and prevent future misunderstand ings the committee selected to write the new constitution consists of t k a meet ing will be held in the club's room in drown hall today at 4 00 pjn to ratify the new constitution one of the radical features of the new constitution will be the crea tion of the new office of flight manager in place of the presiden tial office to unify and coordinate future operations in a surprise move last tues day mr lamberton informed the knepper aircraft service at the bethlehem-allentown airport that all lehigh university planes are grounded since the liability insur ance has lapsed due to non-pay ment of premiums at the present time no information is avialable as to the exact date at which opera tions will be resumed the club officers are hopeful that they may be able to pay off all commitments and indebtedness within the next couple of weeks continued on page at last monday's meet ing but the absence of the budget and a financial report caused its temporary postponement dean congdon reported however that the outlook for the publication was favorable also under consideration by the board are petitions for the print ing of a lehigh university pictor ial calendar and a university blot ter the latter is largely the result of the unsanctioned publication discussed at the inter dormitory council smoker held at 7:30 wednesday evening in grace hall the president of i.d.c wil liam d'olier led the discussions while charles nichols vice presi dent introduced the dormitory candidates for the oct 23-24 ar cadia elections other officers of i.d.c present were layton butts treasurer and charles boig sec retary d'olier emphasized that during this and the coming semester i.d.c hopes to create more student activities plans include the sat urday night dormitory houseparty dance a possible informal dance to be held at the close of the semes ter and
