director of the strategic arms control policy for the u.s department of defense gave his views before approximately 150 in sinclair lab auditorium see sto ries page 4 changes in social regulations proposed by ifc by kathy goldstein proposals to amend university social regulations including extension of the time limit for alcohol to be served to 2 a.m on weeknights and 3 a.m on week ends were discussed at monday's forum social regulations sub committee meeting last year there was not an effective method of enforcing social regulations so there was no significant effort on the fraternities part to change regulations their behavior wasn't really affected by some of the rules commented larry philippi assistant dean of students their the fraternities proposals represent the most complained-about regulations now that party patrolling and monitoring are taking place he explained greg schulze subcommittee cochair man led discussion on the inter fraternity council's ifc's proposals beginning with the serving of alcohol at weekend parties until 3 a.m instead of 2 a.m a3a.m closing time would be more natural so fraternities would have an easier time closing down according to bob fioretti 84 ifc representative philippi reported that fraternities some times encounter hostility around 2 a.m when they have to stop serving he added there's still the question of whether the party would naturally die out at 3 a.m or would it just be moving the problem up one hour the biggest discussion was brought about by the proposal that would allow the serving of alcohol beer and wine on weeknights for any three-hour period ending no later than 2 a.m rather than terminating at midnight there has been a lot of effort to get around this regulation philippi said sometimes parties will close at mid night and reopen at 1 a.m schulze voiced a faculty concern about poor attendance m morning classes if parties go too late we feel that midnight is a ridiculous time it's like we're m high school fio retti emphasized if attendance is really a big problem the professor should take it upon himself to emphasize its importance and then students would attend he added arthur gardner a professor of ger man agreed pointing out that students keep much later hours than many 7 of 8 de-pledge sigma phi one cites discipline as cause by michele gerencher seven of eight pledges at sigma phi fraternity have de-pledged since the beginning of the fall semester according to assistant to the dean of students larry philippi three of the pledges kevin parsons 85 richard duker 85 and david ber man 85 left the house one week after the start of the semester according to one of the pledges who asked not to be identified the other four alan mervine 85 timothy artz 85 john sweeney 85 and frank millheim 85 de-pledged on sept 15 he added the eighth pledge derek leigh 85 also left the house but has re-pledged he said the pledge said he left the house because discipline is never an end m itself it is only a means to an end he declined to elaborate on the statement another pledge also requesting ano nymity said i like the house but it didn't conform to the way i want to live philippi said heis really not at liberty to discuss the situation at this point because of ongoing discussions with sigma phi alumni he said a statement will be issued next wednesday to clarify the situation sigma phi president kort longenb ach 84 also refused comment at this time as of wednesday evening some of the pledges said they were considering the possibility of legal action hill incidents are declining police id-screening credited by rhonda stone the number of criminal incidents occurring on the hill on weekend nights has decreased by approximately 70 per cent since the campus police began checking id cards at the sayre park gates campus police chief eugene dax said there has been a definite decline m arson and robberies occurring on the hill since we've made it more difficult for non-lehigh students to get m and out of the sayre park gates ," dax said there are currently two policemen at the sayre park gates on friday and sat urday nights from 8 p.m to 1 a.m according to dax they check to make sure the vehicles passing through the gates contain at least one currently reg istered university student dax said id checks can be made regardless of sayre park stickers on cars he said adding that other vehicles registered on campus can also be checked for valid ids many students who drive through the gates on weekend nights especially men living m fraternities said they were not bothered by the id checks but instead approve of the tightened security mike stieetian , s3 vice president of chi psi fraternity said he is m favor of the screening of people at the gate i think it's a great idea for the patrolmen to check for ids at te gate that way we the fraternities don't have to check for ids at the parties anymore " sheehan continued now it's the responsibility of the police to only admit lehigh students onto the hill pat smith 83 of alpha chi rho frater nity is also m favor of the gate checks however smith indicated that the gate check can pose the same problems it's a hassle for people who visit from out of town if they don't come up tothe house before the guard gets there they have to park on the lower hill and walk up smith said carrie koehler 85 a gryphon living m dravo said the gate policemen are definitely needed and the gate require ments should be tightened even more only sayre park stickers should be allowed on the hill on party weekends that way people who don't live on the hill won't be driving home late at night and won't endanger the safety of the stu dents walking on the roads koehler commented as far as being an inconvenience to the students dax said to my knowledge the id cheok is to their the students fc»«»r»«»ril th majority of students and house officers agreed that the id check is a necessary evil sac election results by scott cagan due to a tie for the position of a secretary at tuesday's special stu dents activities council sac elec tion an additional election will be held next week m the university cen ter according to steve aronson 84 sac vice president lauren aaron 85 and carole hansen 85 will again be the candi dates for the position of secretary at the tie-breaking election to be held on wednesday from 10-5 p.m according to aronson three positions were filled at wed nesdy's election eric altman 84 lecture chairman kari-jane hack barth 86 freshman representative and kyle friedman 85 public rela tions were elected according to aronson the open positions resulted from vacancies when persons either resigned or transferred except m the case of the election of freshman representative which always takes place at the beginning of the semes ter aronson said while aronson said the turnout of the upperclassmen was good he described the turnout of the freshmen very disappointing noting that only 97 freshmen showed up to vote he attributed this lack of attendance primarily to apathy sac publicity chairman jeff aron son 83 said however that the apathy problem can be resolved we hope that by getting more peo ple involved m all aspect of sac eventually people will show more interest he said aronson added that by getting students to be more active they will show
