banner competition was theta delta chi fights ended the ceremonies immediately after this event fights broke out monday at the opening ceremonies of greek week opening ceremonies usually consists of a banner compe tition tug-of-war contest and an arm wrestling competition but because of the dangerous actions of a few participants a decision was made to end the ceremonies after the banner competition interfraternity council president brad schoelle 00 attended the ceremonies and was also one of the judges in the banner competition he said he was most concerned with the welfare of the students and stressed that the rowdy behavior displayed by some students is not what greek week is about it always starts out well schoelle said midway through it reaches a point where a banner gets stolen or someone gets mad and a fight breaks out panhellenic council president gina marnell 00 who judged banners with schoelle was also not happy with some of the behavior of the participants i'm really disappointed about how some of the chapters represented the greek system marnell said assistant dean of student life thomas dubreuil said he did not attend the event but is investigating the events that occurred he hopes that the actions of some individuals do not reflect badly on the entire greek system see ceremony page 8 project impact task force cements policy by lisa a jones editor in chief 6 oz wine per individual per hour will be allowed social events serving alcohol can not be longer than four hours in addition the hosting fraternity must hire two security guards one to monitor the door and the other in the party area to assist with the implementation of regulations the university will pay 100 percent of the cost to hire security guards during the 1999-2000 academic year and 50 percent of the cost the following academic year the host must also employ trained bartenders who may be members of their organization at parties there should also be an attrac tive and sufficient food and non-alcoholic beverage selection all non-alcoholic bever ages must be provided in sealed single serv ing containers such as soft drinks iced tea or bottled water containers the rules for the amount of alcohol that can be served and the selection of food and non-alcoholic drinks provided also apply to tailgate parties drinking behavior that pro see impact page 8 motes alcohol abuse including shotgun ning funneling and similar will be against university policy i have great faith in out students ability to accommodate the change and make it work smeaton said we think it's important to set clear expectations he said we value the health and well being of the student and threats to that health and well being need to be addressed we're trying to balance legal lia bility with educational responsibility to try to promote a social life that is healthy there are those who say these policies are a threat to the greek system he said i think the opposite is true the status quo is a threat ryan scanlon 99 co-chairperson of the healthy traditions task force of project impact thinks the changes are necessary to ensure the future of the new alcohol policy requirements for parties and tailgates will be effective in fall 99 variety of responses from students not as many as i would have hoped for he said the new policy will require the interfraternity council to sponsor at least one non-alcohol party each weekend and the panhellenic council to have each soror ity sponsor one non-alcohol party per year the university will provide a fund of 500 per event to support the parties the univer sity will also establish a coffee house on friday nights at lamberton hall as a pilot program next fall the university will notify parents of stu dents found guilty of any violation of alco hol policies students found guilty of two serious alcohol violations will be suspended for a minimum of one semester on the party scene byob will still be permitted but is no a longer university reg ulation the amount of alcohol permitted at a social event will be based upon the num ber of persons of legal drinking age attend ing no more than one drink 12 oz beer or two security guards trained bartenders attractive and sufficient food and non-alco holic beverages must be present at all frater nity parties next fall the requirements are part of changes being made to the university's existing alco hol policy as a result of project impact the policy issues task force sub-com mittee submitted to the administration rec ommendations for policy changes in january however suggestions and com ments from the campus community were used to revise the initial policy and devise the current draft which will now be implemented four meetings in residence halls and a town meeting were held this semester to get student feedback on the changes vice provost for student affairs john smeaton said he also directly received a lehigh university's student newspaper founded in
