lehigh university brwon and white bethlehem pa friday october 30 1981 215 861-4184 vol 93 - no 16 social code change needs forum approval by michele gerencher revisions to the interim social regula tions proposed last thursday by the dean of students office will not be implemented as a result of a decision by university president deming lewis to send the changes to the forum for consideration lewis decision was in response to a controversy that arose this week between the forum and the dean of stu dents office over who has the authority to make such changes in a written state ment presented to representatives of the forum wednesday lewis said the appropriate forum committee should have been advised of the recommenda tions and his approval was also neces sary to institute the changes student behavior has definitely improved and therefore some relaxa tion of the interim social regulations seem to me to now be appropriate lewis statement said efforts to accomplish this went awry because of various misunderstandings and oversights the statement said although the origi nal interim social regulations remain in effect i am asking the forum in the manner they think appropriate and as expeditiously as possible to consider the proposed changes in these interim regu lations and provide me with their recom mendations it continues 1 will then decide what if any changes in the inte rim regulations should be made the issue of jurisdiction involving the revisions was debated at a meeting tues day of the forum xii steering commit tee and the social policy and regulations subcommittee midway through the meeting members of the committees voted 14-12 to close the proceedings because according to chaplain hubert flesher forum faculty representative to the board of trustees negotiating is not usually done in the full light of day ." ear lier he explained that since the issue does involve personalities it is best not ironed out in the press among those asked to leave were assistant dean of students roger watkins and larry phi lippi assistant to the dean of students watkins later said he objected to being excluded from the forum discussion because he had a large role in the crea tion of the interim regulations i'm still what you might call livid about the situa tion i personally don't think the govern ment should work that way he said i think it was unfortunate that no one discussed what was best lor students philippi said wednesday the only mat ters discussed were jurisdiction and personality he added at the meeting flesher said the issue was not the substance of the changes but the process whereby the decision was made debate centered around this procedure for changing the interim regulations i was under the impression that we the dean of students office could make interim changes watkins said george dinsmore professor of civil engineering and forum xii vice chair man said the dean's authority was limited to individual exceptions to the interim regulations it is not written down anywhere he said it's just a matterot trust he added i feel had i feel used quay was asked by the committee to explain his action i understood that it was within our province to change the interim regulations he said i still believe that but if i had to act over again i would not act as i did quay called his failure to include the commit tee in his decision a tactical error and apologized to the group i strenuously object the idea that i intentionally meant .. those of you who were still going to the shore just awakening this week - eastern standard lime great pumpkins a ew we ,, kl . nds ago met with a rude autumn preregistration and pumpkins 2 professors claim no bias toward delts by ed white two faculty members of the universi ty's committee on discipline who with drew voluntarily from disciplinary hearings when challenged two weeks ago have told the biown and white they were not biased in the cases robert sarubbi professor and theo dore terry associate professor both of mechanical engineering and mechanics said they stepped down to allow the pro ceedings to continue without undue delay they also said they would have remained on the discipline committee panel if they had not been challenged because they said ihey feel they did nol have preformed opinions about the cases six students were charged by the uni versity in connection with alleged events at a delta tau delta fraternity house party last april 12 after which a former muhlenberg college coed claimed she was raped and sexually harassed at hearings oct 15 three students were found guilty and another not guilty of charges that they violated the universi ty's code of conduct a fifth student's hearing was post poned when terry withdrew from the physics professor alters perspective of motion theory by mikal wilcoxson yong kim professor of physics and his associates at the university have per formed some startling experiments forcing physicists to re-examine rules about particle motion in gases which have been assumed for over 150 years their research may cause revision of many physics theories may increase efficiency of new energy sources and may help control air pollution kim's research results which he pub lished with paul fedele a ph d candi date in ihe 1980 physical review letters involved brownian and molecu lar motion brownian motion which was first described by robert brown in 1824 has bcen generally defined as particles undergoing small random fluctuations in a liquid or gas according to kim molecular motion is very similar but molecules are much smaller than brow nian particles kim's experiments have changed the way physicists understand brownian motion previously physicists assumed that a brownian particle moved ran domly through gas without being influ enced by or remembering its past velocity or speed and direction of move ment kim said but he explained that he now has experimental evidence the first of its kind to show that a particle does remember some of its past velocity he also explained that theories in kinetics and hydro dynamics the scien ces of liquids and gases must be re examined since they relied on the previous definition of brownian motion james mclennan a theorist and pro fessor of physics said from the view of a professional in the field this research has been surprising he agreed that many theories involving the concepts of see 3 delts page 17 see code page 3 sec ring page 9
