committee eoac are upset that the administration is re-writing the goals of the university's affirmative ac tion program without their input the administration agreed to revise the goals and to designate an affirmative action officer to comply with federal regulations and thereby receive a 1.5 million federal research grant from the naval department for a project on the corrosion of ships by re-writing the goals the university was able to sign a contract for the grant with the office of naval research before the completion of a federal department of labor audit on the university's af firmative action program according to austin gavin executive consultant to the president under the code of federal regulations the affirmative action plan of a firm or institution is automatically audited when a federal contract of more than 1 million is awarded the university's center for surface and coating research and the office of naval research are now discussing the purchase of equipment for the project according to joseph libsch vice-president for research betty o'shell the labor department equal opportunity specialist who is doing the audit of the university said it is not unusual for a contract to be signed before the affirmative action audit is completed the purpose of the audit is not to interfere with the granting of federal contracts she explained instead the labor department tries to work with the firm or university to get it to comply with federal regulations o'shell is from the reading branch of the department of labor's office of federal contract compliance programs this is the first time she has performed an audit of a university she usually deals with industrial employers an eoac member said before o'shell interviewed university employees during her preliminary visit to campus this summer gavin had to sit down and explain to her how the university operated her two mandates that the university revise its affirmative action goals and appoint an equal opportunity officer stemmed from this campus visit she also set up the 30-day deadline however m order to meet its agreement with the labor department the university has agreed to update the goals by sept 30 eric qttervik vice president for planning and gavin said wednesday the eoac was bypassed because of this deadline since the university will have to rewrite these goals every year under new federal legislation ottervik said the eoac would have input on the updated goals at a meeting on tuesday several eoac members said that once the program was established it would be hard to change when it comes to major policy decisions we have no input at all one member said one described the committee as window dressing why doesn't everyone follow the example of gary said another member referring to gary burnley assistant professor of fine arts and former com mittee chairman who resigned last march i'd be glad to resign tomorrow said peggy ota chairman of the eoac and associate professor of electrical engin eering in addition to their apparent frustration at not being consulted about the new goals the committee members were also dissatisfied that linda turner had been named the eaual opportunity coordinator by the university ota emphasized that the committee had nothing against turner personally according to gavin and ottervik turner will be the liaison 1 between outside agencies and the university's three policy making affirmative action officers — ottervik gavin and preston parr vice austin gavin drug policy causes disagreement by trevor bond a bethlehem district magistrate the dean of students and the campus police chief all have different opinions about the three-strike drug policy of the gryphon society the policy says a warning will be issued to the student upon his first offense on the second offense a report will be submitted to the area coordinator the third offense warrants the referral of the matter to the disciplinary committee the university's official drug policy m the student handbook prohibits illegal possession sale and traffic of marijuana and other drugs pennsylvania law defines possession of under 30 grams of marijuana a mis demeanor possession of larger amounts carries heavier penalties there are no three steps to the law district magistrate john gombosi said m regard to the policy if a police officer sees the law being broken he is sworn m to enforce it . . if he sees it however dean of students william quay said it the gryphon's policy is not inconsistent with a general policy of latitude which his office follows this happens all the time through a person's life that warnings are given to him quay said the three-strike policy allows the gryphons to exercise judgment and reserve disciplinary action for when a student becomes disruptive m the dorm atmosphere gombosi would not comment on a gryphon's specific duty or obligation by law to turn over an offender to the authorities i am not fully familiar with the school's policy so i can't say whether it's legal or illegal bill blier president of the gryphon society refused to comment on the issue he directed all questions to the dean of students office eugene dax chief of campus police said that regardless of the gryphon society's desire to allow the student three chances if we the campus police are confronted with clear evidence of a violation of the state penal code we have to make an arrest or notify the proper authorities regardless of whether it is the student's first or third offense dax said if he is faced with such a people seemed to appear out of thin air in front of maginnes hall on tuesday morning after distributing pro-nuclear pamphlets and literature the group which reportedly also solicited funds just as quickly disappeared see letter page 3 university land to be sold for construction of stores by jim donahue a university-owned property between brodhead house and fourth street will be sold to a private developer who will con struct a one or two-story building for stores and apartments the university and the developer are still negotiating final arrangements for the sale according to george zajacek of the film brown zajacek and roth the price and the date of title transfer have not been set yet the building will contain at least three stores on the ground floor zajacek said that he has one written and one verbal commitment to rent two of the stores he said he could not reveal the firms involved at this time the second floor would house one or two bedroom apartments zajacek's firm is awaiting the results of a market survey to determine which type of apartment is most rentable the construction of the second floor depends on the type of financing available if the interest rates are too high zajacek said his firm may not build a second floor instead the plans may be adjusted so a second story could be added later if the apartments are built they could be rented by anyone however zajacek said he hopes faculty and married graduate students would want to live m the building completion of the building is at least one year away right now building plant are being finalized after
