forum chairman leonard wenzel defended forum ix against charges of ineffectiveness and inaction m his state o the forum address he also pointed out areas that be felt could benefit from in creased forum input the brown and white had questioned the forum's value over a ten dollar issue the add-drop fee wenzel said the forum's viability also had been questioned by the sarubbi report that said it was dead wenzel went on to point out the areas that he felt proved the value and effectiveness of the forum committee participation according to wenzel lehigh seems to be run by a host of ad-hoc committees for each of these the forum has been asked to supply student members the topics dealt with by these ad-hoc committees should have been dealt with by forum subcommittees he said wenzel also mentioned that the forum could be improved with a certain amount of re organization as urged by university president deming lewis there is currently a subcommittee studying such reorganization dealt with issues he listed the issues of the changing of the design plans for brodhead house 4 o'clock and 6 o'clock quizzes the 10-year budgetary model parking and tuition advisory as examples of forum in volvement it the forum is the only officially constituted governance body of lehigh university m all areas of campus concern except educational programming stan dards it alone has the responsibility of reviewing the university budget of commenting on university development plans of reviewing appointments at the rank of dean and above but especially it is the only mechanism we have to allow faculty students and administration to work together for the betterment of lehigh ." the chairman said he felt the forum should have increased input m the area of budgetary planning wenzd added that the forum subcommittee on tuition advisory had developed hard data on schools that the university competes with for students and set them into statistical analysis framework wenzel added that un fortunately the subcommittee had little impact on the budget for next fiscal year wenzd expressed the hope that through the use of the 10-year budgetary computer model the subcommittee might have a far greater effect on budgetary planning m the future forum lewis compromise on add-drop fee proposal by jim morrison managing editor the university's board of trustees thursday removed the add-drop fee from procedures regulations requirements and placed control of the fee with the administration as a budgetary concern university president deming lewis asked that pr&r be amended by the board so that all penalties and fees mentioned be withdrawn since they are part of the budget the decision on whether to keep the fee then would not be made by the board austin gavin executive consultant to the president yesterday said plans had been made to create a committee to examine all student charges included m the examination will be the add-drop fee identification card loss fees late registration fees among others the controversy over the add-drop fee arose last november when the forum voted to remove the fee after the spring 1979 semester lewis countered by saying the forum did not have the power to remove the fee because it was a part of the budget the forum's position was that the fee was a penalty and a reflection of ad ministration policy over both of which the forum has jurisdiction however before anything could be done it was discovered that the fee was m pr&r only the board of trustees have the power to change pr&r larry weitzner 79 chairman of the forum's academic environment said he fdt the action to remove the add-drop fee and other student penalties from pr&r and study them was a compromise the forum got more than it wanted the committee will examine all student fees not only the add-drop fee but there was no immediate action weitzner said weitzner and the other three forum representatives to the board — sandy rubin 79 hugh flesher university chaplain and david amidon lecturer of urban studies met with lewis and gavin monday it was decided to create a com mittee of seven to eight members to review student penalties and fees work will start over the summer particularly on an add-drop policy weitzner said the committee will include student members from the forum forum and non-forum faculty members educational policy edpol committee members and administration members each group will pick its own represen tative(s according to gavin part of the com mittee's study will be done before the beginning of next semester and the five business faculty openings filled byjohngabuzda the colle&e of business and economics has filled five of 10 faculty openings for the next academic year according to richard bareness dean of the college in addition three temporary faculty have already been hired to deal with the personnel shortage barsness said candidates for the remaining two positions have been recruited actively and at least one one of the petitions may still be filled he added if the remaining vacancies are not filled by full-time faculty barsness explained the college would employ other part-time help to fill the void on the staff barsness said the high number of vacancies is the result of retirements and resignations which occurred late last year and the creation of new positions m the last two years barsness also explained the difficulty m hiring replacements saying the demand by students for business programs is outpacing the supply of business faculty for a position m operations management he said we made one offer to a highly qualified individual but we were turned down we hope that we will not lose any of the present faculty barsness said even if ail the regular faculty return we will still have to continue to recruit barsness said he is hopeful that a plan for faculty salary adjustment which is being developed by the administration will be helpful m keeping faculty at the university the administration's aim m this salary plan he said is to adjust salaries at the university to be more competitive with those of schools we identify with a few of the faculty vacancies were a result of the creation of extra positions by the board of trustees barsness explained the board's action as part of a gradual process over time to adjust faculty resources to be commensurate with the student needs barsness said that before 1977 iludeat enrollment m the college increased greatly over a short span of time and that so in crease m faculty size occurred more slowly with enrollment m the cottage relatively stablest present the creation of congressman ritter blasts excessive federal spending by kenneth sealls u.s rep don ritter r.-pa denounced excessive spending by the federal bureaucracy m areas where private investment would increase ef ficiency and decrease the costs to the public at the forum x convocation friday he spoke before approximately 70 people the freshman congressman proclaimed that prudence and wise judgment will necessitate cutbacks m federal agencies such as the department of health education and welfare hew he added that this institution of govtrimp l to la way over its head there is no other place on earth where 20 million can be kicked around as a dirty penny according to ritter government spending has recently risen from it par cent of the nations gross national
