made to begin construction of a new library according to eric ottervik vice president for planning the library will contain 60,000 to 70,000 gross square feet and will cost ap proximately 6 million he said according to bruce rosenthal 78 chairman of the forum's priorities planning and development committee pp&d if lehigh built a library that small it would be a disaster rosenthal calling ottervik's proposal grossly inadequate said neither the 60,000 nor the 70,000 gross-square-foot estimate would be acceptable assuming the current rate of increase of the collection a building this size would be filled to capacity by the day it opens rosenthal said rosenthal cited recommendations of the kaiser report which said a new library of at least 85,000 gross square feet would be needed by 1995 to accommodate univer sity needs the report was made in 1976 by david kaiser an authority in the field of library science and former director of libraries at cornell university independent recommendations by both faculty and forum committees on libraries supported the 85,000 gross square feet size requirement for the new library rosenthal said although ottervik listed the proposed construction costs at 6 million he em phasized no detailed plan had been drawn up yet the 6 million estimate is a tentative one for discussion purposes he said presently ottervik said no actual funds exist for the construction the new library will be funded through phase ii of the new century fund-raising campaign he said according to ottervik a total of 12 million of phase ii funds may be available for library needs this includes 6 million for the new library 1.5 million for the renovation of linderrnan library 1.5 million for library resources and a 3 million endowment to offset operating expenses ottervik also said the actual size of the new library will depend on inflation rates between the beginning of construction and the present the proposed 6 million will purchase between 60,000 and 70,000 gross square feet of space the sooner we build the more space we get for the money ottervik said according to rosenthal the university is going about its planning for this library backwards to say we have 6 million to spend and work from isn't the way to do it what we must do is assess our needs what must be done to maintain lehigh's reputation as a quality institution and work from there one of the key factors in planning the new library rosenthal said is allowing for new technology such as increased use of microfilm and computer terminals that faculty group proposes committee on compensation bvsharan daniel a group of 12 faculty members have proposed that a committee represent them and work with the administration in for ming compensation policy the group wrote an amendment to the faculty's procedures regulations and requirements resolving that nine faculty members be elected to serve on a com mittee on faculty compensation copies were mailed to all faculty members last week along with a letter summarizing general grievances about faculty com pensation and urging support of the resolution at the next faculty meeting monday's faculty meeting was canceled because of snow the resolution probably will be discussed next monday according to roger simon assistant history professor and an initiator of the proposal in the past seven years our real in comes have not increased the faculty group claims in its letter the members are concerned that anticipated raises for next year will not be adequate or com petitive and that tuition increase in social security taxes this year from the faculty retirement fund although some of these compensation problems have been with us for years many of us see the situation deteriorating rather than improving in the future the letter reads the faculty compensation committee would investigate issues of faculty concern and discuss them with the administration the committee comprised of two faculty members from each of the three main schools one from the school of education and two at-large also would speak for the faculty and work with the administration in formation of compensation policy the letter said when asked his opinion on the proposal richard spriggs vice president for ad ministration said i'm all for it if this leads to a better understanding and communication when trying to match acceptable compensation increases with tuition increases spriggs stressed that he could not speak for the administration since the proposal has not been discussed however he said i think other groups would like to see themselves represented too $ 12,000 sought from alumni group by jim donahue the pennsylvania sales tax com mission pstc board of review is seeking between 11,000 and 12,000 in unpaid sales tax interest and penalties from the alumni association according to dennis diehl assistant executive secretary of the alumni association the pstc has stated the alumni association must pay the tax because the association is a separate corporation from the university and thus is not tax-exempt diehl stated the alumni association has filed a notice of intent to appeal about a year ago the pstc audited the printer of the alumni bulletin the ver mont printing co of brattleboro vt it discovered the alumni association had not paid sales tax when it paid the printer for the bulletins diehl said at that time the pstc assessed the printer for more than a thousand dollars for the unpaid sales tax he said that assessment was passed on to the association he explained the association did not pay the taxes at that time because we were exempt federally diehl said and the state had never collected taxes before the printer would ask us you are exempt aren't you and we would say we were diehl said the alumni association never was informed that it was subject to sales tax he stated the alumni association now is paying sales tax on its purchases diehl continued in the meantime the pstc had checked association purchases at other businesses and during previous years diehl said the pstc increased the assessment to 11,000 in back taxes interest and penalties that amount could continue to increase because interest and penalties will con tinue to be added to the assessment until the association pays the taxes jan 16 the association filed a notice of intent of appeal with the pstc according to sherill mover attorney for the alumni association and member of the firm rhodes sinon and hendershot moyer said friday that the psct has 30 days from the date the notice was filed to send to his firm the audits and working papers on which the assessment is based moyer explained he has not seen them yet after he and his colleagues examine the papers and audits they will decide whether to appeal the pstc's assessment diehl said some money from the university's general fund may have to be used if the association has to pay the taxes because it may not have
