lehigh university brown and white vmmmmmmmmmmmmmm vol 88 no 8 sss-5331 bethlehem pa friday october 4 1974 _ university may have fuel crisis this winter according to glick by maria zumas and scott penniman depending on what happens to oil prices the university could suffer a 150,000 to 200,000 deficit m the operating budget said elmer glick treasurer of the university glick's office has recently received a letter from gas suppliers saying that delivery will cease on oct 16 which leaves the alternative of converting to oil heat for the winter robert gallagher associate dean of the engineering college and chairman of the forum committee for energy con servation indicated that the group is currently studying the university's energy crisis our job will be directed towards a public relations campaign the strategy of the campaign will be keeping the crisis m the eye of the university community some ideas have been suggested but formal recommendations have not yet been specified by the committee gallagher said gallagher noted that delaying the start of spring semester classes had been suggested as an energy conserving measure thereby closing down university operations the delay would have ex tended semester break to early february due to calendar interference with june commencement exercises and job com mitments of the senior class the delay would be implemented only as a drastic measure to an extremely severe situation gallagher cited the budget allotment for oil and gas costs to be approximately 305,000 the possible deficit would put university operations m the red according to glick with campus cutbacks and stable oil prices it is possible that we will make up the deficit we are faced with watching the oil market very closely if we do run into a deficit situation and the rates on commercial papers hold up for the balance of the year we should make up the deficit with interest money he said but next year's operation will not have the extra money to take care of deferred maintenance costs consequently the regular operations of the university will be hurt glick continued we estimate that if we have a mild winter like last year and enlist the cooperation of the university community we may exceed the budget by 150,000 if oil prices increase or if a tough winter is m . store for us and consumption increases glick noted we could exceed the subcommittee of the forum met last tuesday and agreed to take action against the restrictive enrollment policies of many university courses the seven members of the committee decided to investigate complaints and possible reforms of courses with restricted enrollment for the most part this in cludes courses that require the consent of . the instructor and courses limited to seniors citing engineering i psychology 121 and creative concept courses as examples of restricted enrollment chairman theodore terry associate professor of mechanical engineering said complaints have been voiced by students unable to enroll m desired courses if there's demand you've got to offer he said terry added that the consent of instructor policy has been abused teachers insist on their consent because they want to decide who will take their classes he said registrar james wagner said he was dissatisfied with the restrictive procedure there is considerable question on whether these consent of instructor limitations are being used justifiably he said restrictions such as limited to seniors drew criticism from a subcommittee member who pointed out that it is used to cut down on class size numerous proposals most involving the course instructor conferring with his department will be considered on the restriction issue shelden radin associate professor of physics said restrictive enrollment must not be left up to the desires of the individual instructor he said he favored elimination of the consent of instructor policy and said professors should come before the faculty for ap proval of any type of restricted enrollment the possibility of having instructors provost explains failure of minority recruitment by dave klucsik last of a series the university has done badly m the hiring of minorities for faculty and staff positions according to university provost albert c zettlemoyer he specifically pointed out the colleges of engineering and business as fields m which minority candidates are almost impossible to find as provost zettlemoyer oversees the university's affirmative action program which seeks to recruit minority personnel for faculty and staff positions zettlemoyer said the program is m response to the law referring to the 1964 civil rights act the law requires educational in stitutions to have a written affirmative action program and to prove that minorities have been actively recruited and considered for employment zet tlemoyer said a hiring program for minorities has existed at the university individual departments submit accounts of minority applications to zettlemoyer's office which he described as an open door to the university president administration assailed for legal aid proposal by linda bondemore the administration's plan for legal counseling m conjunction with the lehigh valley bail fund would not meet the demands set forth by the legal action committee lac said prof ferdinand beer committee chairman beer said he was concerned about both the actual substance of the plan and the lack of communication and cooperation between the forum and administration and within the administration itself as exemplified by the abruptness of the proposal according to beer the lac heard nothing of the administration's proposal before it was announced at the sept 24 forum meeting beer said he did not know if the plan would be submitted for forum approval but added it looks very final beer has asked to be relieved of his position as chairman of the lac he said that he feels this is necessary because he is also chairman of the administration committee and said he does not believe that he can stay actively involved m both he said his resignation was also prompted by the fact that he did not have a chance to speak for the lac when the ad ministration's plan was announced to the forum the lac's plan was developed m response to concern that university students were not being given proper considerations by the authorities especially m emergency situations various deans had expressed concern about students being denied their rights the lac conducted a survey at the request of president w deming lewis to determine the need for legal services the committee consulted those people on campus they felt were most concerned with the matter those polled included deans quay brennan campbell and mann professors brockway and dower and former professor vihon it was estimated that approximately 200 students per year are m need of legal assistance after evaluating the situation the lac proposed that a lawyer be made available on campus one afternoon a week he would then refer students to other lawyers m town the lac held all of its meetings m the presence of preston parr vice president for student affairs and according to beer it was parr who first suggested the possibility of hiring a lawyer the lac did not propose its first draft directly to the forum but instead went no comment by contractor on rh-11 limit sam norley spokesman for rh-11 contractors andrycen and schnabel refused to comment on recent charges that the contractors had promised an aug 15 completion date for some units m the complex a member of the board of trustees planning and development committee has charged that according to official minutes of a mardi 22 meeting the con tractors stated that units a b and g would be completed by aug 15 and the remaining units would be finished by nov 15 norley had previously told the brown and white that no commitment had been made by the contractors to complete rh 11 before december according to norley construction will be finished as per contract the contract date he cited presently stands at nov 24 eighteen additional weather days however are pending approval norley also
