secretary of state dean rusk has been named this year's blaustein lecturer in international relations rusk will deliver three addresses on april 1 2 and 3 in grace hall his topics have not yet been announced rusk is currently a professor of in ternational law at the university of georgia he is the ninth lecturer in the blaustein series which has included british prime minister harold wilson james reston of the new york times singapore prime minister le kuan yew w averell harriman former u s roving ambassador and abba eban of israel no blaustein lecture was held last year the blaustein series is made possible through a gift from the jacob and hilda blaustein foundation of baltimore jacob blaustein was a member of the univer sity's class of 1913 and received an honorary degree from the university in 1956 he died in 1970 blaustein distinguished himself as a statesman of international stature under assignments for five u.s presidents he was also famous as an industrialist philanthropist financier and co-founder of tjie american oil co dean rusk bsw photo toy oosch william btanford cooperative housing plan proposed to cut aid cost by karen berry co-op housing for students receiving financial aid may be a way of lowering financial aid costs suggested david a thomas professor of metallurgy at a meeting of the financial aid sub committee of the forum the university owns houses on the south side some of which may be used for this purpose he said he pointed out however that it would be difficult and costly to renovate these buildings to the standards found in on campus housing he said these houses need not meet the same standards as the dorms william l quay dean of students agreed that it would be cheaper to refurbish the houses rather than build new ones he cautioned that it would be unwise to bypass any safety requirements however he also advised that an architect be retained to do feasibility studies on five of the approximately 20 houses this initial investment of several thousand dollars would oe worthwhile if co-op housing could reduce costs and alleviate housing problems he said results from these studies would then be taken to the department of labor and industry in harrisburg for approval he added samuel h missimer director of ad mission said students participating in such a plan would have the disadvantage of being out of the mainstream of campus life mike maskaleris 75 suggested that the plan be restricted to certain classes south side building called unlikely by scott penniman things would have to get quite a bit more attractive before the university would build on the south side according to h joris rosse director of physical planning building on the south side would have to be financially feasible because the university charter does not permit charity rosse said he added that current costs would be prohibitive if - the university built office buildings with ground floor space for business the rent the university would have to charge would be unreasonably high he said both gordon mowrer mayor of bethlehem and william wallace chairman of the south side 76 committee have said university construction on the south side would be an important step towards revitalizing the south side specifically they recommended con struction of academic office buildings on fourth st with space on the ground floor for businesses mowrer also suggested that the university make a financial contribution towards the planned per forming arts center in dowtown bethlehem the university might consider building on the south side if conditions change to make the prospects viable rosse said the federal government he said could institute a new program to subsidize the building another possibility he said would be if the value of land on the south side increased to the point where high rents could be charged rosse said that the university has no official policy which would indicate that it owes the south side for the possible in justice caused by the aquisition of the land 250 annual tuition hike adopted for ten year plan lewis says by ed bogucz . the recent 250 tuition increase will be incorporated into the university's ten year plan as an annual increase said w deming lewis university president at monday's forum meeting lewis said the administration is taking all possible measures to deal with the present economic situation and that the increases cannot be avoided preston parr vice-president for student affairs announced that based on new assurances the expected completion date of rh-11 is now jan 15 1975 he also said that a definite decision on future housing cannot be made at the present time in other business the forum recom mitted a motion requiring student input on all student-related decisions made by the administration and defeated a resolution lifting a parking violations limit in his address to the forum lewis explained the reasons for the 250 hike in tuition for next year he noted that tuition represents 62 per cent of the university's cash income and that salaries wages and benefits are 58 per cent of the university's responsibilities any increase in salaries will be accompanied by an increase in tuition he said we are taking all possible measures to help families meet the higher costs lewis said he promised that the university will be quite austere in management of the funds he noted that the tuition increase represents an eight per cent rise lewis said that the faculty pay increase and the eight per cent rise in tuition costs lets the burden fall on both sides he said that if the economic burden falls too hard on one side the quality fails continuing the administration's report parr said that the students that were to receive rooms this semester in rh-11 are being notified of the jan 15 completion date in reply to last year's forum resolution asking for a definite decision on con struction of rh-12 parr said he could give no final answer he said that it was not possible to make a firm commitment at this time parr noted that difficult economic situations necessitated the delay in economic mix of students continuing stanford says by peter menard predictions that the university in the face of rising tuition room and board costs may become a school for only the rich or poor is not justified according to william stanford director of un dergraduate financial aid " it s not necessary to beat the bushes for middle-income students to apply said stanford adding that there has been no shortage in applications the university uses a needs analysis provided by the college scholarship service css to determine what aid is given to which students stanford said that the organization sets up tables which establish guidelines for financial aid distribution the tables which css has adjusted for use in 1975-76 contain an 18 per cent in flationary adjustment in comparison to the old tables stanford said one effect this adjustment will have is to reduce the amount a family would be expected to contribute toward college expenses if under the old tables a family with a 20,000 income is expected to con tribute 5,000 the new table would decrease that amount to approximately 3,660 stanford said that if the new tables had been used this year they would have called for an increase of 570,000 in the aggregate financial aid budget the new guidelines would have also called for an additional 200,000 for students denied aid under the old guidelines this would represent an increase of 27 per cent over the 2,619,590 given out this year stanford is quick to point out that while the tables may cite a need for such an increase it is not likely that lehigh will have the resources to increase financial aid by 27 per cent according to stanford the effect of the changes in the tables is to reduce the expectation of parental contribution by more adequately compensating for a continuing inflationary spiral see co-op page 8 see 250
