the unit will get up at 6:30 sunday morning eat breakfast at 7:00 and leave for bethlehem at 7:30 lieutenant campbell expects to arrive in bethlehem shortly after noon the only extra equipment which the men will have to take will be an extra pair of wool socks and money to cover expenses 4 p r r bonds swell endowment by 3,440 through the gift of four penn sylvania railroad company bonds samuel e berger 89 the univer sity has established the samuel e berger endowment fund the gift which now has the value of 3,440 was received of ficially july 10 1942 the fund will remain intact and only the income from the bonds will be used by the university for gen eral purposes this is mr berger's third gift to the university in four years the first being in 1939 that year he gave 5,000 100 for ev ery year he has been out of the university which was used for grace hall improvements then in 1941 he presented the university with 7,500 100 for each year of the university this money was used to build the ber ger room an addition to taylor gymnasium samuel berger is a retired school teacher and is now resid ing at germantown pa an editorial on cuts dean permits b & w to quote report as a special service to the stu dents of lehigh university the brown and white by special per mission of dean wray h congdon presents below a summary of the cut system proposed by the fac ulty committee on educational pol icy to be voted upon at faculty meeting next monday afternoon it is to be especially noted that the proposals of faculty commit tees are regularly not released for student perusal until after the faculty has passed favorably on such proposals the material following consists of quotations extracted from a re port dated july 20 sent by the faculty committee on educational policy to all departments the committee on educational policy recommends adoption of the following new attendance reg ulations 1 regular attendance at classes is expected of all students there are no allowed cuts 2 students will be held respon sible for work missed by reason of absence regardless of the cause work so missed can be made up only in such manner and under such conditions as the in structor may determine 3 in determining final grades for courses instructors will take into consideration work missed because of absence if not made up in accordance with the provisions of paragraph 2 4 a student whose total num ber of absences in any course ex ceeds twice the number of sched uled meetings per week will be dropped from the course unless granted permission to remain un der the procedure described be low for the purposes of this rule an absence from an announced quiz counts as two absences a pe tition for permission to remain in the course may be filed by the student with the dean of under graduates the petition will be acted on by a committee compos ed of the instructor in the course the director of the student's cur riculum and the dean of under graduates pending action on the petition the student will continue to attend the course in question the committee if it grants the pe tition may prescribe such condi tions as it deems proper 5 a student who is dropped from a course under the above rule will be notified by the dean of undergraduates and a copy of the notice will be sent to the student's parent or guardian 6 each instructor shall keep a record of attendance in his classes and shall transmit attendance re ports daily to the registrar the registrar shall maintain an atten dance record in his office 7 a student may file in the of fice of the dean of undergraduates an explanation of any absence in curred explanations will not be accepted unless filed within three days after the absence or series of consecutive absences in question explanations so filed will be given consideration in connection with the petitions mentioned in para graph 4 note every student is urged as a matter of courtesy to inform the instructor when he intends to be absent from a class discussion . . . 1 regular attendance at classes continued on page 3 the committee on educational policy has presented a program to the faculty recommending the repeal of the present attendance reg ulations and the adoption of new regulations much student and faculty discussion has centered around the proposed regulations — discussion which too often has been made without knowledge of the enitre plan and the reasons for the proposals the 20-page report should be read before any criticism either fav orable or unfavorable is made on the work of the committee un fortunately inadequate knowledge and a general displeasure to the theory and operation of past cut and attendance regulations have made most students eye the new system with skepticism or mistrust but whatever the present feeling is the cut proposals if adopted by the faculty will stand on their own value if given proper time or will be rejected as proof that no system of cuts will operate satisfactorily for all concerned the committee should be given much credit for analyzing the pres ent difficulties and arriving at their conclusions after fair deliberation the report is not in agreement with many existing student opinions there are flaws due in part to lack of student viewpoint but there is evidence that the faculty members on the committee are aware of many of the reasons behind cutting — perhaps even better than some students do on the basis of these reasons and the remedy which the student uses to relieve punishment the proposals of the committee are made th report itself is made up of several sections the first is a letter to the faculty which outlines the desires of the committee the second consists of the rules which are placed before the faculty for adoption the third gives the present regulations the fourth is a discussion of the problem and an enumeration of the reasons for the various pro posed regulations faculty report comprehensive it must be remembered that the report has been formulated by members of the faculty and also that the investigation of the com mittee covered such matters as the history of attendance regulations at lehigh the manner in which the rules now in possible dean cong don has helped the brown and white fulfill that function an editorial . . . lehigh university brown and white bethlehem pa wednesday september 2 1942 vol xlix-a no 14 price — 5 cents sophomores to hold rally september 16 a sophomore rally to be held sept 16 at 7:30 p m in grace hall will provide the first chance for the freshmen to meet the lehigh ath letic program before the rally the freshmen and sophomores will gather at 7:25 the former in front of packard laboratory and the latter in front of williams hall for the tradi tional cheering torchlight parade a flag raising ceremony follow ed by the singing of the star span gled banner and a welcoming ad dress by robert p whipple chem president of the senior class will start the program introductions of captain visiting guests and the coaches intermingled with cheers and band music will make up the majority of the sports review a motion picture showing the high lights of last year's football season will climax the rally berger fund is established faculty to vote on cut rules summer band concert will be given tonight the summer band concert will be given tonight at 7:45 p m in packer chapel the program will be as announced in last week's brown and white and will last only about an hour announced dr t edgar shields professor of music no more brown & white until sept 22 issue with this issue the brown and white will suspend pub lication for the summer the first issue of the fall semester will appear tuesday sept 22 when the brown and white will resume publication on its former semi - weekly basis appearing every tuesday and friday the present five col umn tabloid size will be re tained for the winter due to the increased printing costs and decreased advertising taylor gym made barracks lower playing court to house navy pilots for the first time since the war began the university has felt the pinch of the war effort for it has been forced to turn the lower gym nasium of taylor gym into bar racks according to john i kirk patrick assistant to the president these barracks have been set up with a three-fold purpose 1 to house the 30 navy pilots who are here for special instruction 2 as temporary quarters for 50 freshmen for a period of two weeks until sept 20 at the latest 3 to house future army and navy groups who may be assigned here for special instructions the administration first thought of securing a dining hall in the sun inn as the place for the bar racks but the distance from the school ruled out this site the lower basketball court which has been sacrificed by the athletic department may be used for only one semester or it may be used for the duration kirk patrick said depending on the housing condition in the future to use grace hall for intramurals grace hall has been obtained by the athletic department for its in tramural program to offset the loss of the gym in taylor double decker beds are being purchased by the university for use in the barracks the adminis tration had secured maid service but the navy department requests that the pilots keep their own place in good condition even to making their own beds seminar rooms will be arranged in the library or drown hall or some other suitable place so that the navy pilots and the new fresh men will have a place to study continued on page 4 when you get in the army you'll appreciate a letter from a former fellow-student write a letter to a soldier lou young jr appointed var sity line coach at lehigh a few weeks ago has resigned according to a statement made by head football coach george w hoban in commenting upon young's res ignation hoban said that the for mer dartmouth captain has been commissioned an ensign in the united states navy and that he has already reported for active duty lou young jr resigns to be ensign in usn rotc group plans hike the two-day r o t c hike to trainer's in quakertown orig inally scheduled for last week end will be held this coming sat urday and sunday the trip was postponed because of threatening weather the group composed entirely of volunteers under the direction of lieut james d campbell will leave at 1 p m saturday from grace hall the march will fol low route 309 to quakertown un iforms will be worn and packs carried the group will bivouac for the night near trainer's arrangements have been made with trainer's for the group to eat as a unit a 75 cent dinner will be served saturday night and a 40 cent dinner-breakfast on sun day morning all men will be allowed liberty on saturday night from 7:30 to 12:00 m p.'s will be appointed along with alert officers and a bonfire will probably be built for a singing session cuts and cut systems have long been a favorite lehigh battle - topic and as is the case every few years it seems a new cut sys tem is in the offing a faculty committee has done a thorough job in preparing the prospectus of a cut system to be presented to fac ulty vote monday there has been faculty and student opposition to the proposed system and faculty and student approval this week's brown and white presents both a summary and an editorial analysis of the proposed system the new
