talk among bethlehem steel officials to move the company's recently established law library from the martin tower m bethlehem to the lehigh campus if the decision on the proposed lehigh law school is positive from the board of trustees the long awaited law school decision is expected to be made today as the trustees hold their october meeting the trustee law school committee chaired by h p mcfadden is expected to present its report to the entire board and immediate action on the committee's recom mendation is expected mcfadden of the law firm of mc fadden riskin & huston is apparently the only attorney on the four-man com mittee the other three members are william b eagleson president of the girardßank donald b stabler president of the stabler construction co and james h walker vice-president-finance for bethlehem steel the principal speaker at the 1973 founder's day ceremony sunday will be rev francis b sayre jr dean of washington cathedral he will receive the honorary doctor of laws degree at the program which begins at 2:30 p.m m grace hall university president w deming lewis will also confer other honorary degrees degrees will also be awarded to un dergraduates and graduate students who completed their academic requirements during the past summer sayre has a wide-ranging view of christian service m the world for three years he was chairman of the u.s com mittee for refugees the coordinating group representing all agencies concerned with the world's homeless and uprooted people he was named by president john f kennedy to the president's committee on equal employment this recognizing his long-time participation m the civil rights commission from its 1956 inception until 1968 sayre was chairman of the board of the detroit industrial mission now well established m detroit the idea of direct religious work on industry's own terrain has been ex panded to a dozen other american cities under a national board of which he is a founding member now the senior dean m point of service among american cathedrals sayre is the originator of the annual meetings of cathedral deans these are unique among church gatherings since they consider the problems of secular society rather than ecclesiastical business sayre recently accepted positions as a member of the advisory council for the bishop for the armed forces and governor of the board of dag ham osbourne room classes begin after labor day on sept 4 under the proposed calendar the first vacations scheduled for sept 26 coin ciding with the jewish holiday yom kippur thanksgiving vacation starts on thursday nov 28 and ends dec 1 first semester classes end dec 13 and final exams go from dec 16-dec 23 the spring semester begins jan 23 and ends may 7 the reading and consultation period lasts two days and finals end may early exams a survey comparing the pre-christmas exams to the post-christmas exams taken last spring showed that both faculty and students favored pre-christmas exams statistics show that the university grade point average was 2.46 with post christmas exams when the pre christmas exams were initiated the grade point average rose to 2.55 other points m favor of the new calendar proposal are sports programs will no longer con flict with spring exams there will be no overlap between the summer and fall semesters the residence hall can be completely emptied and cleaned before school begins university personnel will be able to attend annual professional meetings before labor day opponents to the new calendar proposals knot want vacation for the jewish lidays and want more time to study ore exams the forum will vote on commending the administration for their enthusiastic and ambitious endeavor m the organization and implementation of the orientation activities during the fall semester committee calls for htke in state tuition and aid by tom anewalt those who can afford to pay should it will be easier on the private college and the tax payer said university president w deming lewis m response to a recommendation by the committee for economic development maluujed public colleges and universities to double their undergraduate tuition charges lewis who is chairman of the pennsylvania state board of education said the tuition of public colleges should be increased sub stantially lewis comment added to an in tensifying national controversy on whether government subsidies of higher education should benefit all students equally or be concentrated on individuals proving the greatest need the recom mendation by the committee an in fluential business-oriented research group parallels similar recommendations made by the carnegie committee on higher education and the college en trance examination board all three groups qualified their call of tuition hikes for state owned schools with massive increases of aid to students based on individual need the emphasis of the recommendations is on more direct aid to the individual who could then use state grants for either public or private schooling public supported institutions would face considerable cuts m govern ment aid as a consequence the effect of restructuring tuition policy m state schools would be to narrow the cost gap between private and public colleges thus im proving the competitive position of private institutions william stanford director of financial aid said he was excited and pleased about the committee's proposal stanford said tuition at public school's represented only u to confer honorary degree on founder's day speaker the consideration of a university law school began on nov 1 1971 when the committee on educational policy edpol established a committee to examine the feasibility of starting a law school joseph b mcfadden chairman of tbe division of journalism chaired the subcommittee on march 1 1972 the mcfadden-ed pol report was completed and submitted the committee's resolution read resolved that on the basis of the law school data collected and studied by the educational policy committee we find that the establishment of a school of law at lehigh university is appropriate to the objectives of the university and would be a suo stantial benefit to the university the lehigh valley community the com monwealth of pennsylvania and the numerous men and women desirous of a legal education the committee's findings showed that a law school for 400 to 500 students with 25 to 30 faculty members and an 80,000 volume law library could be established at an initial cost of 5.5-million this investment would be paid m 17 years the edpol decision was unanimous university president w deming lewis referred the resolution to the forum hie law school matter has been studied by three forum committees the priorities planning and resources pp&r com mittees of forums ii and m as well as the academic affairs committee of forum 111 the pp&r committees studied the cost of establishing a law school and the need for lawyers w beall fowler
