leaders at lowest dash says by kevin flanagan the executive leadership of this country as far as confidence goes is at its lowest level in history the top men around the president have been driven out in dicted have pleaded guilty or are under imminent endictment said samuel dash chief council to the senate watergate committee during a speech last thursday in grace hall to a crowd of 750 he did not speak on the original topic of information gathering and the computor as it pertains to watergate rather he discussed several watergate-related controversies dash dispelled rumors that the senate watergate committee would wear itself out the committee will reconvene in january there will be substantial hearings to come we are far from fading away he said he said the committee needed much time to check witnesses for the public hearings dash said that they didn't want to put on anything that was slipshod dash criticized the television media for their treatment of the hearings he said that it was unfortunate that television didn't cover several shocking revelations about campaign activities including the segretti case falsified eampaign ads pamphlets and letters to the editor which made the democratic candidates think that they were fighting each other the networks decided that dirty tricks were dullsville and have excluded you from this phase of the hearings i do not urge tv coverage for the exploitation of the hearings but why should you not have been able to hear other shocking testimony i believe americans are not only interested in cops and robbers but in how their national system is being corrupted dash said referring to these campaign practices he said some columnists have called me politically naive because i was shocked if this is politics i prefer to be naive i have not said that there was not dirty politics in the past but this is the first time that what was done was done in such a pervasive system and in such a systematic way much of what has come sac has decided to have an open election for the post of concert committee chairman recently vacated by jim shanley 76 all students who wish to apply may pick up petitions at the student activities desk where they must be returned by noon on thursday dec 6 sac accepted stanley's resignation unanimously keith snyder 74 sac president read a letter to the council praising shanley as a good public servant who deserves the gratitude of sac and the entire student body snyder said that the individual who assumes the position of concert committee chairman must be experienced in this field capable of producing concerts and be able to work with sac he added that it would be detrimental to sac and the student body to have an inexperienced person in this important position in appointing sac publicity chairman mark linder 75 as acting concert committee chairman snyder called him the best man for the job last year half of tony licata's 73 job as concert com mittee chairman was publicity this is the first year they were two separate positions snyder said he would submit lander's name for approval to the council on dec 6 and added that it was his recommendation that there not be an open election snyder said that a closed election would fulfill the constitutional requirements of sac but he admitted to the objections raised by the members of the council that this was only his interpretation he said that it would be a disaster to have an open election at this time for we need someone who can do the job now dave brackett 74 sac treasurer objected and said that if the election was run this way he would vote against under on principle alone linder who supported the open election said that any decision must be made quickly and that sac would open itself up to much criticism from the student body if they voted for a closed election robert reeves assistant dean of student life said that sac was gunshy because one concert failed and that if the next concert was successful the people won't give a damn a motion to open the election failed to pass after the meeting concluded snyder reconvened another one where sac then voted for an open election steve leigh 74 expressed an interest in president w deming lewis appears disappointed by heated debate over his proposal to promote vice-provost ottervik forum heatedly debate vice-provost promotion by beth troy protests against the procedure by which the forum was consulted on a proposal to create a new administrative post con cerned with planning were made at the monday night forum meeting the report by an ad hoc committee which dealt with the proposal was not accepted and another committee was formed to study the matter further • a motion stating that a specific arrangement of legal consultation and assistance be instituted at the earliest possible date for university students was passed by the forum at the con tinuation of monday's meeting last night three motions concerning ihe frater nity management association fma and the expansion of residence facilities were also passed university president w dem ing lewis report of the creation of the new position of vice-president for planning and the ap pointment of eric ottervik vice-provost and coordinator of university planning to the position drew protests from many members who thought the forum had not been consulted far enough in advance about the decision several weeks ago hugh flesher forum chairman and university chaplain for med an ad hoc committee at the request of lewis the committee was formed for the purpose of consulting with lewis on the proposal to create the position of vice president for planning and to appoint ottervik to the position at monday's meeting the committee's report was presented to the forum stating approval of the plan to add the position and to ap point ottervik paul maco 74 said the forum had not been given enough time to consider the proposal sufficiently rich boig 76 said the manner in which the matter was brought before the forum violated the forum by-laws wesley smith professor of physics and a member of the ad hoc committee said that there had been no deliberate effort to exclude the forum from consideration of the proposal he added however that it wouldn't be proper to vote on the proposal until the job description had been put into writing and he suggested an open meeting lewis agreed to read the job description he said that the question of whether or not the position is needed should be decided by the administration but that the forum can dean brock way introduces plan for law minor at a meeting of lehign university's waterhole brian brockway dean of the college of business and economics presented his proposal for a law minor at lehigh brockway stated that lehigh does not offer minor programs in any of its colleges with the exception of the college of engineering in addition a minor does not require the university to create new departments therefore additional ad ministrators are not needed brockway emphasized that lehigh university currently employs three attorneys in the college of business and economics in teaching capacities he said that adding one lawyer would complete the law staff the brockway plan calls for a 12 hour course curriculum which will consist of four three hour courses the entire sequence will take two years for a student to complete students in the program will be able to drop the sequence but those wishing to enter must start at the begin ning since each course is based on the previous one team teaching among the proposed subject matter is public and private rule making the study of legal institutions legal reasoning the law and the control of a social system the courses would be taught by means of team teaching the success of these courses depends on the cooperation received from the different departments that will take part in the instruction brockway said that the program will become accredited by various graduate schools at the present time columbia university credits the minor law programs of 12 undergraduate schools these law programs are similar to the one proposed by brockway see legal page 4 see
