speaker will be dr w arthur lewis professor of economics and international affairs at princeton university he will speak april 23 in past years berman owner of hess department store has sponsored such speakers as john kenneth galbraith paul samuels and arthur burns widely recognized as an eminent authority in the interdisciplinary field of economic growth and political and social change in emerging countries lewis has written six books and more than 40 articles for many professional journals in 1963 he was knighted by queen elizabeth ii of great britain lewis a native of the british west in dies received his ph.d from the university of london and began his career as a lecturer there in 1939 in 1948 he resigned to begin a 10 year affiliation with the university of manchester and in 1959 was named vice chancellor of the university of the west indies in kingston jamaica in addition to his teaching and research lewis was a principal with the british board of trade in 1943-44 and served on the colonial economic advisory council for the united kingdom from 1945-49 he was the director of the colonial development corporation u.k from 1950-52 and served on the departmental committee on fuel and power u.k in 1951-52 lewis has been a consultant to the governments of the gold coast and western nigeria and in 1957-58 was economic adviser to the prime minister of ghana in 1959-60 lewis was named deputy managing director of the united nations special fund he served as special ad viser to the prime minister of the west dr w arthur lewis new vice-president for planning approved by forum committee the administration committee of the forum has approved the hiring of a new staff member to fill the newly created office of vice-president for planning the post will be filled by vice-provost eric v ottervik the major function of the new office will be the analysis of all trends which bear on planning for the university ottervik will provide support for the planning function of the provost academic deans departments and all other university groups wishing to avail themselves of planning help ottervik will hold the rank of vice-president because he must report to university president w deming lewis periodically the administration committee's report expressed the forum's disapproval of the procedure followed by the university administration in deciding to hire the new staff member it said the administration's last-minute consultation with an ad hoc forum committee violated the spirit of the forum's constitution although the open meeting which followed provided a vehicle for discussion the administration should consult the forum when it desires to create new staff positions at an open meeting of the forum on december 11 ferdinand beer chairman of he dt-tartment of mechanics and mechanical engineering read a letter signed by himself and 14 other department chairmen and research directors in cluding two former forum chairmen the letter addressed to lewis expressed reservations about the new post beer began by disclaiming a column appearing in the brown and white which dealt with the reasons why ottervik was opposed he called the letter's signers petty and jealous the letter raised four specific points first it asked whether the new position causes a loss of integrity in the provost's office and if the job proposed is really necessary or if it is now a continuing function for the chief academic officer the second point raised was that any officer of the university should command the same respect as does the president the third point was that the new vice president should be an established teacher and scholar fourth it was asked that if the new position is needed why not fill it with a woman and demonstrate affirmative action john karakash dean of the college of engineering followed beer and using a graph showed how a new vice-president would disturb the decision-making process john a stoops dean of the school of education spoke for the need for coor dinated planning due to the recent completion of the centennial school in saucon valley he said a position is needed to deal with the outside agencies that the university is affiliated with william quay dean of student life was in favor of the position because it would help to eliminate delays and extra time expended in planning the athletic and convocation center he also said that dean parr was concerned about the future planning in residence and dining and increased student enrollment arthur larky professor of engineering inquired as to what the review minimum cumulative average for scholastic probation and graduation was passed by an overwhelming majority at the december faculty meeting other passed motions included changing the date of the january faculty meeting and approval of the six-year 8.a.-m.d program a motion to decrease the number of courses in which four o'clock quizzes are given was sent back to the committee on educational policy ed pol for recon sideration ed pol sponsored all four motions in other business richard spriggs vice president for administration announced steps the university is taking to counter the energy crisis from jan 2 to jan 14 the buildings were to be heated to 62 degrees this temperature may be maintained through february spriggs said the administration based the decision not to change the academic calendar on the recommendation of a special university committee headed by robert gallagher associate dean of the college of engineering a motion was passed providing that mary flesher named to fill hurley's past mary flesher wife of university chaplain hugh flesher has been named staff associate in the dean of student life's office she will assume many of the duties of former dean ruth hurley vihon until a permanent dean is appointed mrs flesher will be on duty during the afternoon hours in uc2ob dean hurley's former office she described her job as being available for counseling students par ticularly women to work with the women's caucus and to support women on campus in whatever situation arises she emphasized however that male students may also come to her for counseling a graduate of smith college mrs flesher studied in germany for two years and received an a.m degree from yale in 1964 she was working on her master's degree in psychology when she interrupted her studies to assume the new position she plans to continue working toward a doctorate in psychology mrs flesher said her new job will ac tually allow her more time with her husband flesher who is chairman of the forum in addition to having teaching and chaplain duties spends much more than 40 hours a week at the university she said we both enjoy being active a little more active than normal mrs flesher said we share an interest in college education religion and people there is no line between work and play for us see ottervik page 8 see probation page 5 see princeton page 5 staff meeting all persons not
