lehigh university brown and white vol 85 — no 31 bethlehem pa friday february 1 , 1974 215 866-0331 blackout of campus caused by error at construction site by maureen quirk the partial blackout of the campus which occurred shortly after 3 p.m on wednesday was caused when the con tractor excavating rh-n inadvertently tore the underground power lines which lead to the university center one of the power lines had a complete short and a single phase condition existed m the other affected line the general contractor andrichyn & schnable con tacted the electrical subcontractor carr and duff inc who repaired the lines to prevent damage to motors m the campus buildings the buildings and grounds people had to shut them off from 6 to 6:25 p.m the power was knocked off over the entire campus while the lines were being worked on during this time buildings relied on emergency power plants although most of the campus was back to normal by 6:30 p.m taylor house m m and the health center did not regain full power until 9:20 p.m the tran sformers m taylor where the emergency lighting for these buildings is located overheated and these buildings were completely without electricity for the few minutes before 9:20 p.m the ug was the building most affected by the power loss power use was cut to a minimum and the dining hall served dinner with paper plates and plastic utensils when the main transformer m the uc began to overheat around 6:30 p.m the electricity was totally cut off and the building was closed power was not regained m the uc until li p.m the exact cost of the incident has not been determined robert numbers director of the physical plant said there is going to be a lot of cost and i don't know who will pay it pledge policy is emphasized in ifc revision by philip kline the ifc constitution revision plan prohibiting fraternity hazing is good i just hope that it can be enforced said jesse kirsch 76 pledgem aster of sigma alpha mv fraternity kirsch along with many other fraternity pledgemasters is m favor of the interfraternity council ifc constitution revisions proposed at last week's ifc meeting the recommendations concentrate on fraternity pledge policies involving hazing the ifc defines hazing as any action taken or situation created in tentionally whether on or off fraternity premises to produce mental or physical discomfort also recommended was the establish ment of meetings m which ifc officers and house pledgemasters would meet with the pledges to inform them of their rights according to william quay dean of five non-forum candidates are nominated for board by peter menard the forum approved a motion tuesday night to appoint five non-forum members to the board of publications by a vote of 49 to 15 the forum also added a friendly amendment composed by robert f barnes professor of philosophy the five nominees for positions on the board are lee pilzer 74 jack ruddy 76 ken elovitz,7s ken french 76 and linda d'apolito 75 the friendly amendment said m order to facilitate the re-establishment of the publications board the forum reluctantly and under protest against an unreasonable restriction and limitation directs the steering committee to seek out candidates for the board and to name to that board five students not on the forum it also said we urge the university faculty m their deliberations to carefully identify and weigh the real issues and not to be swayed by slogans and superficial analogies in particular we urge the faculty to let students and faculty be the sole judges of the qualifications of their own representatives to the board of publications and to avoid any restrictions on such membership robert sullivan professor of journalism and a member of the board said that confrontation and conflict between government and press should be avoided he said i do feel that forum members serving concurrently on the board will run into conflicts sullivan noted that arcadia never nominated its own members for positions on the board while it was lehigh's governmental body the board of publications has the power to remove editors and managers of the university's different press media as well as to oversee fiscal responsibilities audits budgets and to recommend the allocation they should receive for operations confusion arose when the forum was asked to approve by a voice vote the friendly amendment presented by bar nes a second voice vote and a standing vote were taken before the motion was passed rich conway reallotment is approved by forum by david slagle the forum approved a proposal to reapportion the 60 student representatives to the forum during a meeting of the student caucus tuesday the new reap portionment consists of : 13 represen tatives from the college of arts and science 8 from the business college 14 from the college of engineering 10 from the graduate school and 15 members to be elected at large this reapportionment was determined from the fall semester 1973 enrollment figures of the several colleges the figures used for the reapportionment are arts and science 1394 students business 851 students and engineering 1541 students the graduate school for the purposes of this apportionment was assigned a number of 1156 students consisting of 653 full-time students and 1538 part-time students the part-time graduate enrollment being multiplied by a factor of one-third after reserving 15 seats for at large candidates the remaining 45 seats were assigned proportionally to the four colleges the new apportionment figures represent the growth of the arts and business colleges last year's ap portionment consisted of 11 arts representatives 6 business 17 engineering 16 graduates and 10 at large the new apportionment adds two representatives to both the arts and business colleges and increases the number of at-large seats by 5 the change m graduate representation from 16 to 10 seats is not due to a reduction m graduate enrollment but to the new method of computing graduate enrollment figures for this specific apportionment the reduction m engineering represen tation is due not to the size of the college of engineering which has remained constant but to the growth of the arts and business colleges 73-74 projected budget predicts 430,139 surplus by dave klucsik the university board of trustees learned last week that the university operated m an excess of income over expenditures for this year of 430,139 this statement was contained m the financial report to support president's agendum on authority for salary and other budget adjustments for 1974-75 submitted by university treasurer elmer glick the report said we concluded that this year 1973-74 should be a very successful year financially the trustees also received reports of the annual giving fund the new century campaign the senior class gift cam paign the endowment committee and the committee on bequests progress reports on development and building maintenance were also submitted the new century fund committee reported since the last report to the board on oct 12 we have received ad ditional pledges m the amount of 3.1 moving out hie brown and white held their press night m the lunchroom of the bethlehem globe-limes wednesday when the university center was locked up due to the power failure the b&w tried candlelight but thanks to
