administrative committee presented a motion at the arcadia meeting wednesday concerning the conduct of future arcadia elections the report submitted as a motion was written to define in writing the procedure of the weighted **!*-** y*is in the past these procedures have been communicated by word of mouth norm monhait 70 said that we have a need for establishing certain procedures and this is one of them referring to the election procedure a major part of the discussion on the motion was concerned with breeches of ethical election procedures the original motion staled that such breeches would be punished by disqualifying the suspected candidate from election it was argued that such power invested in the ad mini strati ve committee was basically illegal it deprived candidates of due process of law by disqualifying them without a hearing or right to appeal the motion was n>mended 20 that the administrative committee will have the power to investigate all alleged infrac tions of election rules and then to impose sanctions up to and including dlsqualifl cation of the candidate an ammendment was aleo made guaranteeing the charged candidate the right of appeal to the administrative committee for reappraisal at the charge their decision would be final defining the weighted ballot system the motion originally made a distinction between the officer elaetlnim rv the at-large elections at-large candidate were to be elected on the basis of each ballot containing nine votes parks said that this system would guarantee minority representation on arcadia because no group would
