discussion by dr john landgraf wednesday afternoon landgraf is executive secretary of the committee of international exchange of persons in the federal government's fullbright program landgraf described the overseas program as having five parts a senior program by which ph.d's are chosen to teach at universities a student program a program for secondary and elementary teachers and two special programs for nurturing cultural involvement according to landgraf the purpose in going overseas in one of these programs is the sharing of education and experience between the participants and the natives of the countries they are attending he discourages short-term tours that result in being nothing more than a sightseeing tours a long term stay in an american university compound landgraf claims " also does not allow you to get the feel of the nation and the people we don't have one world he said it is very difficult to adjust to another culture much less come back to your own landgraf warned that if you really want to go overseas then you really have to pitch yourself into a foreign experience you have to really immerse yourself to get u has ineffective means of self-rating says study by gary s hauk an ad-hoc committee of the american association of university professors aaup has recently completed a study of teaching evaluation at lehigh and has concluded that lehigh has no effective method of evaluating either teachers or courses robert folk professor of physics and chairman of the aaup committee said that there exists a student committee whose responsibility it is to evaluate courses and publish a booklet on its findings however because of either lack of interest or disorganization within the committee only 17 courses were evaluated last semester lack of funds folk cited lack of funds and student volunteers as the main reasons for the disbanding of the student committee for the 1971-1972 year apparently if we or some other faculty group does not help the evaluation by this student group will continue to be irregular folk said therefore the aaup committee suggested in a report to the faculty that the committee on student evaluation of teaching be reactivated with three faculty members elected by the faculty and three student members elected by the forum alan stenning professor of mechanical engineering and president of the lehigh chapter of the aaup stressed the need for objectivity in whatever kind of evaluation is done . referring to booklets put out by the student committee last year in which embarrassing statements were made about several professors stenning said the purpose should not be to hold faculty members up to public ridicule both stenning and folk said that evaluations should be made easily available to all students instead of being sold as last year in compiling its report the aaup com mittee looked at both the few procedures now used at lehigh and types of evaluation used at other colleges departmental evaluation in the arts college only the government and psychology departments have any kind of evaluation in the government depart ment each teacher is rated according to a scale assigned by the aaup only the instructor sees his rating although students may be consulted for decisions on tenure the psychology department uses a similar rating sheet in the business college the finance department uses a computerized evalu ation system both the computer print out and the original questionnaires are returned to the instructor while summary sheets are made available to students the civil engineering metallurgy electrical engineering and physics departments in 4he engineering college all have some type of evaluation in the electrical engineering department a student honor group is assigned with the evaluation but have recently fallen down on the lob according to stenning*s four steel tuning forks built and erected by the environmental sculp ture class stand between maginnes hall and the mart library prof thomas althouse the instructor of the course has said that the sculpture is a play on the functionalism of the thing it has no function but appears as though it does b&w photo by richardson robert folk scranton speaks here wednesday in convocation william w scranton former governor of pennsylvania and chairman of president nixon's commission on campus unrest will speak next wednesday at the uni versity on the topic of university governance and trends in higher education scranton is scheduled to speak in grace hall at 8:15 p.m at the first of two all-university convocations of the univer sity forum scheduled for the 1971-72 academic year scranton who is presently on the board of trustees at yale university and the university of pittsburgh plans to make his formal presentation at the convocation brief the bulk of the program is scheduled to consist of questions from the audience concerning his speech and any other areas of interest william scranton land re-zoned for u expansion lehigh university's request that bethlehem city council re-zone its 406 acres of saucon valley land from residential to institutional was approved tuesday night council however attached an amendment to the re-zoning ordinance stating the action is in no way an indication ' the city thinks lehigh should not have to pay real estate taxes on the land bethlehem city council also adopted a resolution urging the northampton county commissioners not to exempt the university from paying those taxes v councilman walter dealtrey said the questions of zoning and taxation are separate matters we are interested ln seeing lehigh university go forward with its own expansion and growth at the same time we must protect our real estate tax base dealtrey asked paul franz lehigh vice-president for planning and development if the university's trustees might take the attitude of not asking for a tax exemption franz said he couldn't say at this time he explained there are some court cases that may change the situation by the time the tax exemption problem would come up that will take place he said only when the graduate student housing along friedensville road is completed which should be in about two years there was some disagreement on whether or not bethlehem city council had the responsibility to act on the tax matter councilman charles donchezcommented,"council'sresponsi bility is should we re-zone or not re-zone it's the com missioner's duty then to decide on the taxes councilman paul marcincin who cast the only ballot on the negative side stated council should have discussed the matter with the county officials before taking action he decried what he called ramming this through in a week councilman william collins commented that we're not totally dependent on the chief assessor of northampton county the city has the power to set its own assessments see foreign page 5 see standardized page 5 commencement speakers consideration is now being given to a speaker for the june com mencement exercises to assist in the selection process suggestions are being sought from all members of the lehigh community
