vocation wednesday night after opening remarks and brief reports by forum chairman curtis w clump and president w deming lewis the former congressman and chairman of the pres ident's commission on campus unrest said that in the last few years public attitudes toward public education has changed in the wake of campus riots and violence he said that although most people are aware of the possibility of repression of free speech from within the universities few of those who would be affected by them are aware of the efforts of various legislative bodies to influence freedom of expression by tightening the financial strings which bind many colleges and universities in economic security in some cases these proposed pieces of legislation would seriously hinder the civil liberties of students receiving government monies and in some cases severely limit freedom of expression scranton also stated that throughout the country there are movements to politicize universities he said that in the process of questioning the values of our country and seeking change where they think it ought be made certain factions of the academic community as well as people outside that community are willing to seize any institution available and turn it into a fortress of their own political beliefs scranton reiterated his belief that the uni versity should be an open forum where all points of view are heard in discussing the future of higher edu cation scranton a member of the carnegie commission on higher education said that by 1976 all economic barriers to higher education for all students should be eli minated he also stated that more op portunities should be made available to young people including the opportunity to delay or interrupt their education in favor b&w president nixon's price control board lewis presents compromise plan for all-u complex a small portion of the money expected to be raised by the new century campaign has recently caused a great deal of debate in the forum at monday's meeting dr w deming lewis president of the university presented alternate plans for spending this money the campaign is expected to raise some where in the area of 67-million and the part being debated is a relatively small 8 5 million this money is to be used for development and endowment purposes monday dr lewis presented the results of further studies on this issue lewis mentioned the difficulties involved with selecting one plan over the other on purely objective criteria lewis said it will be difficult enough to raise the endowment required by the majority program namely the 26.8 million it will be even more difficult and perhaps impossible to raise the 29.8 million figure required by the minority program lewis presented several charts which showed exactly where money comes from in fund-raising campaigns one of these charts ranked lehigh as fourth among a group of five comparable schools in the amount of space set aside for sports dr lewis then presented a third alternative for the spending of the 8.5 million this new proposal again included minority and majority components the new majority plan reserves 1.5 million for the renovation of grace hall and l-million for added endowment or library acquisitions the new minority plan suggests 3-milllon for the con president w deming lewis kirk to speok dec 14 dr russell kirk a or the militant radicalism of the sixties but the campus crime of the seventies according to statistics this problem cannot be passed by as a part of the growing lawlessness in the com munity at large as the figures for robbery and vandalism at colleges and universities are rising much faster than the surround ing cities at the university of wisconsin for ex ample the number of incidents reported to the police has skyrocketed from 4,800 last year to over 7,000 this year including the theft of 217 bikes engineering equip ment valued at 35,000 was gone one night and the hospital had an 8,000 machine stolen there have even been a number of murders and rapes at washington d.c colleges auto theft figures for some schools are utterly unbelievable the above figures were compiled by the us news and world report nov 22 issue where it was stated that security con tinues to be tightened but authorities agree that there is still a long way to in touch to operate off-campus by pat fekula in touch will go into operation as planned however from an off-campus location according to wally hilton program director this decision was made by the volunteers of the program dec ember 8 two days after hilton announced to the university forum that the program would not be receiving the liability in surance it had been waiting for since september we will start the operation of in touch in all phases immediately hilton continued operating out of the office on-campus until we can re-locate to a headquarters close enough to the lehigh campus hilton a lehigh sophomore went on to say our goal is still to serve lenigh whether we hav university support or not in touch will also start incorporation procedures at once the program con sists of five phases the first is a drug information center on the physical psychological social and legal aspects of drug usage in other words a drug library second is a program of speak ers on the different aspects of drugs a telephone crises counseling center for students having a bad experience with drugs and needing immediate help and a referal service that would refer those requesting help to professional advisers and doctors and possible treatment has been set up the final phase is a dispatcher service comprised of trained volunteers who would give immediate help to a drug user in trouble presently there are 22 student vol unteers who have undergone an intensive training program on drug education the most crucial phase of the program is the dispatch service or flying squad members of this squad would go directly to the drug user this is where the prob lem of liability insurance comes into view in touch was first conceived in april 1971 with the idea that it would start functioning when classes opened in the fall however in june university attor neys raised the question of lehigh s liability in the program in september the attorneys recommended in touch be incorporated therefore absolving the university of all legal responsibility since
