lehigh university brown and white tuesday february 6 1973 866-0331 smags to open in fall will house undergraduates by mary lou rogers barring unforeseen events the saucon married and graduate student housing facility smags will be open for use in september according to bill jesse assistant to the director of residence in our belief at least three of the five will be open probably all five said jesse about the housing units in addition to graduate students and married students un dergraduates will be using the facility to ease the housing shortage resulting from the incompletion of rh 11 in time for fall 1973 rentals are tentative said jesse who quoted the following prices as present estimates—efficiency apartments 120 a month one-bedroom apartments 155 a month two-bedroom apartments 175 a month and three-bedroom apartments 195 a month comparing the prices with those of the dorms is difficult he said but as a general idea he gave the cost of a two-bedroom apartment housing four people as about 620 a semester almost the same as the centenial rates jesse said prices can vary and will be totally dependent on the arrangements that people make with the number of occupants and furnishings these estimates include water and cable tv he said but not electricity or utilities prices for these are difficult to determine at this point and will not be too accurate without a year of feedback from the facility he added jesse said there is yet no idea about how many students will be living in smags in the fall the office has approval to house up to 200 under grads a number of students have expressed an interest but no sign-up procedure has been instituted he said adding that one should be implemented early in march no freshmen will be automatically assigned to smags said jesse but because fresh men are no longer required to live in residence halls they may request to live in smags if there is room jesse said he doesn't see transportation as a big problem for students in smags people living there all have a common goal he said and that is to get to the university car pools could solve the problem he added noting that bus transportation doesn't come cheaply and students may prefer using cars to paying for transportation students living in smags will not receive priority over others for moving into rh-11 as it has been rumored said jesse housing is run on a non-discriminatory basis he said and a random selection will be made for rh-11 such as the systems for other residence halls vol 84 — no 33 b&w photo by scott incomplete smags — these units now under construction in saucon valley are scheduled for completion by september according to bill jesse assistant to the dean of residence cowherd says statistical study is reliable favors law school the administration would be hard pressed to find better evidence than that of the study presented to the priorities planning and resources committee as to the desirability of a law school at lehigh according to raymond cowherd professor of history i don't think in evidence we could go beyond this statistical study or that anyone in the administration could go above it it is certainly reliable and definitely precludes arguments against the need for a law school said cowherd the paper titled the student demand for legal education and the national demand for legal services was presented to the pp&r committee cowherd prepared the paper using in formation from the pennnsylvania department of education office of higher education bureau of higher education planning and discussion document for legal task force nov 21 1972 to outline the student and national demand for legal education and services according to the report the student demand for law schools is at an all-time high law school enrollment rose from 41,499 ten years ago to 94,468 in the fall of 1972 in pennsylvania alone applications increased from 3,701 in 1964 to 11,571 in 1971 ; enrollment in these schools only rose by 1 734 in the period from 1966 to 1971 . law school admission council's 1 newsletter december 1972 showed that the total enrollment in 149 approved law schools showed an increase of 7.7 per cent on the other hand first year ad missions were down 2.9 per cent because the schools had over expanded their ad missions in the previous two years law schools are filled to capacity with only two having unfilled places the paper also outlined demands by the people for lawyers more legal counsel is being made available to lower middle classes as well as to indigent members of society . although the bureau of labor statistics anticipates a need in 1974 for about half of the law graduates this is a 1.7 per cent increase used as a standard for the working population as a whole it does not take into consideration the new social legislation such as the environmental protection act of 1971 the occupational safety and health act of 1972 or the clean air act of 1971 consumer groups and environmental protection groups across the country have also increased the amount of activity in the courts welfare legislation is also on the upswing the office of economic op portunity for example provided for a david amidon amidon will make bid for city council post by jeff bloom david amidon lecturer in lehigh's division of urban studies today will officially announce his intention to seek the democratic party's nomination for one of four open seats in the bethlehem city council his name will appear on the may 15 ballot in the democratic party primary if his primary bid is successful amidon will run in the nov 6 general election he said that the main issue in the campaign is gordon payrow's stewardship as mayor of bethlehem amidon said that the period since 1970 has revealed to him payrow's limitations in the office he said that the democrats will have a good chance of capturing the mayoralty this year he further stated if elected to the council i'm certain that i could work well with either of the two prominent democratic candidates for the mayoralty charles donches or gordon mower public office is not a new desire for amidon he said i've always wanted to take a stab at elected office and this appears to be as good a time as any " amidon added that his primary qualifications for the job lie in his academic field of interest the history and theory of local government with particular interest in penn sylvania and lehigh valley history and american imigration and ethnic groups amidon was appointed to the bethlehem human relations commission by mayor payrow in august 1970 since then the commission has undergone extreme crises culminating in the call for dissolution of the committee by its members interpreted by the mayor as a mass resignation which he accepted he pledged a sympathetic ear in city hall for lehigh students and said he welcomes student support registration for the may 15 primary is open until april 16 at the cour thouse in easton forum agenda changed to air non-mem bers views by ed fiedler there will be no separate visitors section at the upcoming feb 12 forum meeting according to forum chairman prof george dinsmore a 15-minute courtesy period for non forum members to speak at the beginning of the meeting will also be initiated the courtesy period is to allow people to speak about any particular . issue that they're concerned about according to forum vice-chairman marc jacobs 73 he said that although anyone will be allowed to speak there will be a restriction that non forum members be given all preference in other words this is not a period for forum members to speak the separate visitors section was abolished to make students feel more a part of the forum according to din smore the visitor's section was created because of tumultuous meetings in the first year dinsmore said jacobs ex plained that in one meeting in par ticular a lot of visitors non-forum members — became vigorous voters neither dinsmore nor jacobs said he expected similar incidents to occur again ii t liere is any question as to accuracy of voice votes which dinsmore said is a remote problem , we can call for a show of hands he also said that roll call votes can be taken if the accuracy of the voice vole is questioned the changes in procedure were made as a result of comments from students and staff members at the jan 18 caucus on see forum page 5 see law page 4
