brown and white vol 84 no 44 friday april 6 1973 r66-0331 two building u-complex abandoned by steve glickstein progress has been slow in completing the program for the controversial 6 million all-university complex now officially dubbed athletic and convocation center or acc a two-building approach approved by the forum priorities planning and resources committee last november has been abandoned because of excessive costs a new program envisioning the con struction of an arena and convocation center in saucon valley the renovation of grace hall for intramural use and the purchase and renovation of the globe theater on wyandotte st for drama has been submitted to president w deming lewis that program is being held up pending an architectural investigation of the feasibility of renovating the globe the impetus for these changes has come from a program committee chaired by dean of student life william quay other members of the committee are william leckonby director of athletics charles loehr 73 and trustee kirk pendleton quay will report on the committee's progress at monday's forum meeting the present program combines the 6 b&w photo by owl lee kuan yew lee says poor results of aid should not disappoint america american disappointment over economic and military aid to india and other developing countries should not cloud her view of the future said lee kuan yew prime minister of singapore he said the poor results of economic aid to new countries were not foreseen mainly because economic planners in the west did not take into sufficient account the non-economic factors that determine development inputs of capital and know how alone do not produce greater wealth lee spoke on decolonization and the non-economic factors of development in new countries of southeast asia in the second of three blaustein lectures in grace hall sunday night ethnic cultural and religious characteristics social values the existence of absence of an effective leadership able to establish and run an efficient administration and the drive in a people these are critical factors lee said he continued and cultural religious and social values if not oriented to en deavor and achievement take a very long time to change if changeable at all and if they are to change it must be because both the leaders and people want a change lee said that he sees the east asians koreans japanese chinese and viet namese—as intense peoples the south and southeast asians he added are of less intense cultures this he said leads to two conclusions first the more intense peoples tend to move more rapidly toward modernization and industrialization whether they use the free enterprise system such as japan or the communist system such as china and north korea second the disgruntled east asian is more likely to ttvkv to communism than the dissatisfied south and southeast asian he said china has developed more rapidly than india for this reason and for the fact that india is less united than china lee said quoting from gandhi he said india was united by the english language and the railway system the british built since indian independence the country has broken into 22 small linguistic states and weintraub disputes reasons for refusal to grant tenure by ed fiedler an overabundance of tenured micro economists in the economics department the tally and general spirit of the department and research that was not up to what it might be are the reasons an drew b weintraub is not being granted tenure according to department chair man finn b jensen weintraub said that jensen had told him these procedural reasons but he said that he wanted to know the substantive reasons compared to what is my research and writing not up to what it should be weintraub asked what are the criteria for good research jensen said that it is not possible to quantify criteria i don't believe it's possible to count pages and papers it's a quality thing jensen called the process a collective judgment because all department members are asked for their opinions especially members who are experts in the area in which the person in question is involved weintraub also questioned the statements that there are too many tenured micro-economists and that per sons trained in managerial economics are needed i have taught micro-economics that gives me the ability to teach in many other areas managerial economics is not the kind of thing you have to have training in weintraub said that he was asked to teach managerial economics and he said that he would three economics professors came up for tenure in the fall of 1971 weintraub was one of the two not granted tenure the two replacements are john mcnamara and r allen moran according to jensen both have backgrounds in managerial economics the direction which according to jensen the economics department is going mcnamara will also teach the economics of resource course eco 311 we needed a man in this jensen said prof walker who once taught this went to the computer center even though the tenured members of the department voted 7-3 and then 6-4 in weintraub's favor the vote could be 10-1 and it seems to me justifiable to have the administration say no personnel committee chairman david van horn said the president provost and vice-provost look over approximately 30 cases a year according to vice-provost eric ottervik of these 12-15 assistant professors are granted tenure editor's note this is the second part of an article dealing with the terminal contract of andrew weintraub assistant professor of economics and the reasons for the termination of the contract harper says 1-78 letter was his personal opinion it's still a personal opinion said james w harper director of community relations referring to his letter to a philadelphia judge in which harper favored the interstate 78 highway project asst prof of law charles vihon said at monday's faculty meeting that because of harper's letter the federal criminal code provision concerning tampering with the administration of justice 18 usc 1503 may be applicable harper called vihon's claims ex tremely farfetched he said that he had three lawyers look at the letter and they could find nothing wrong with it i honestly wrote that as a personal opinion harper said he explained that although he did use university stationery he wrote the letter using i rather than on behalf of the university vihon stated in an interview that because harper used university stationery and signed the letter in his official capacity as an agent of the university the letter became that of the university the code prohibits trying to corruptly influence the courts and is punishable by either a five year prison term or a fine of 5,000 asked about the illegal vihon claims charles vihon assistant professor of law stated at monday's faculty meeting that the letter written by james harper director of community relations com mitted the university to a position covered by the anti-tamper ing provisions of the federal criminal code vihon was referring to a letter written by harper to a philadelphia judge in which harper supported the construction of interstate route 78 because the letter was written by an agent of the university on university stationery vihon said that the university could be charged with attempting to in fluence a federal official he further said that harper's letter misrepresented the university's opinion and could potentially jeopardize the university's name the letter was one of 51 solicited by the chambers of commerce in the lehigh valley and bound together by a cover letter from a representative attorney vihon suggested that a permanent com mittee be established to review and con sider all issues before a public statement is made by the university provost albert zettlemoyer stated that most university employees are guilty of using university stationery for business the president of the american bar association robert w meserve was interviewed by the brown & white wed nesday on the need for lawyers and the practicality of a lehigh law school lehigh's board of trustees will meet next week to
