dean of students and chairman of the rushing commission both said sunday that tbe residence halls council's rhc decision to disregard the rushing commission is a violation of university regulations and therefore cannot be permitted brennan said as long aa we have the rushing commission lt ls impossible for rhc to disregard it he added that the channels for change are established and must be used and that while change takes time the means for making change cannot be ignored parr agreed saying " no one is at liberty to disregard the university regulations because they find them displeasing parr went on to say that au groups engaged m ruahing are bound by the regulations and no party la free to disagree he pointed out that the present problem le prompted by the fact that rushing has traditionally been only a fraternity affair and now the residence halls have undertaken rushing too if they want to continue selection of members they must be bound by the same rules as the fraternities parr added the reel question ls if the residence halls want to take themselves out of the selection procedure and have students assigned to them in opposition to this view jim winchester 68 president of rhc said he was never under the impression the rushing commission rules had the effect of university regulations " i waa always under the impression the commission waa a gentleman's agreement and not binding f waa led to believe thia by jim tlefenbrunn rhc president ln 1963 when the rushing commission waa established and nothing has happened since to cause me to chai-ga this opinion he added he said " thia la a university and not a mudhole we can't juat alt back if lt means we must do something disastrous then we will do something disastrous winchester went on to say " if fm wrong i'm wrong rhc won't change ita position it la a matter of principle commenting on the administration view that rhc should use the channels act up to make changes winchester pointed out that rhc and the gryphon society presented the rules they are now operating under to the ruahing commission and ifc refused to go along with them new hp regulations take effect this fall by marty marasco several revisions m house party regulations including shorter hours for friday and saturday night parties were released last week by don kemp 69 arcadia houseparty chairman the new regulations . were decided upon last may at a meeting of preston parr dean of student life william quay assistant dean of student life and kemp the purpose of the new regula tions according to kemp is to insure that houseparty remains an event on the lehigh campus and not a time when living groups leave for a weekend m new york or the poconos if after the new regulations are put into effect and groups still request to leave campus for the weekend we will take lt as a sign that houseparty is no longer wanted at lehigh said kemp he added that the shorter hours are intended to take some of the drudgery out of the weekend " the weekend has been turning into a marathon to see who could survive tbe longest maybe the shorter hours will change this kemp said the new regulations change the time at which parties must end from 3 a.m to 2 a.m on friday and saturday nights the coffee hour will terminate at 2:30 instead of 4 a.m as m past years also under the new regula tions living groups will not be permitted to leave campus for the weekend another new addition to the regulations ls that bethlehem police will be authorized to enter open parties on saturday night so that townies can be identified and ejected kemp stressed that this will be the policemen's only purpose they will not attempt to enforce any violation of the state liquor laws also under the new regula tions the interfraternity council ifc must decide prior to each houseparty if they will house their dates m the fraternity or stay m the house themselves whatever the decision all the fraternities must do the same thing the residence halls office and residence halls council rhc will determine date housing as they see fit inde pendent of the ifc ifc has already decided to house fraternity dates ln the chapter houses for fall house party it must decide by dec 15 if lt will do likewise for spring houseparty in another change social chap erons will no longer be necessary for houseparty events since resident chaperons will be present preston parr uagazine saleswoman held for questioning a 24-year-old frenchwoman found selling magazines on campus friday is being held for questioning by u.s immigration officials a male companion also employed by the same sales firm was taken into custody by the bethlehem police and later released the police received a com plaint friday afternoon concerning unauthorized solici ting of magazines m sayre park when police stopped a car identified as being used by the woman they found that josie saligni who gave her address as gainesville fla and her com panion kerme.h morrow 22 of jacksonville fla were operating tht car with an invalid registration when a search of tht car failed to produce any magazines morrow and miss saligni were taken to police headquarters for further questioning the police released morrow after verifying that he waa a representative of a birmingham ala magazine firm and that the car he waa driving was owned by june pent z of pittsburgh who he named as the owner miss s align was taken into custody by immigration officials when she was unable to produce a passport although the pair had no uni versity concessions card or approval to sell following the committee on performing arts presentation saturday evening m grace hall see page aix for review nsf allots 550,000 for science program the university has received 590,000 from a 2 million grant allotted to four institutions by the national srience foundation nsf the university of houston marquette university and the university of missouri shared the grant with lehigh the money will be directed toward the science development pro grams for the university's department of metallurgy and materials science helping to complete a seven to eight year master plan initiated ln 1962-63 this plan was designed to expand the research program at the unlyerstty it included the addition of a new staff and academic programs as well as new research programs supported by private in dustry and government facilities dr joseph f libsch chairman of the department of metallurgy and material science and dr albert c zettlemoyer vice president for research at lehigh agreed that the grant carried much prestige the grant is seen as a sign for greater expansion and improvement for research at the university dr libsch sal , with this support from nsf and support from the university and other government agencies the metallurgy and mater ials science department will continue its excellent growth pattern and matintain its national prestige dr zettlemoyer emphasized the great prestige of the gram by pointing out the difficulty ln securing such aid zettlemoyer explained that the grant will allow the department to deter from a straight en gineering course to a more analytical and scientifically based direction he expressed hope that the grant will be the " first in a series zettlemoyer also asserted that grants will be sought for other uni versity departments perhaps
