that it was on a completely voluntary basis and that any member who wants to extend en invi tation to join c res ldence ball may do so tom lids ifc rushing chairmen said that pre-bids went out on friday and that only 110 freshmen showed no interest in being rush ed by not attending open houses held throughput the all semester lots said that all fraternity men are involved in rushing and that dinners will be held until thursday so theft ample opportunity can be provided for selection by the men being rushed rushing will take place after the dinners winchester noted that some residence balls are holding dinners but that there are no bide sent out as residence hall rushing i ae complisbed through personal contact alone he raid that rhc started contacting about two yenre ago in order they can be picked up he also said that all rejected bids must be signed and returned it the only bids to be kept are those that are accepted new draft law leaves big question editor's note the following is the first of a two-part series which will explain the current draft laws and their possible effects on college stu dents and graduates by alan b soschdv a lehigh accounting major from trenton n.j recently asked his draft board what his status would be if he were to pursue a full-time graduate school program beginning m the fall of 1968 his board assured mm that he would continue to be deferred however at about the same time an english major with plans to enter graduate school was told by ms irvington n.j board that he almost definitely would be drafted upon graduation from lehigh thus although there is a draft tew the sovereignty of each of the 4,100 local boards m the united states enables each one to use different criteria when filling monthly quotas despite toe fact that the current draft tew authorises the president to recommend national criteria for the classification of registrant to the extent that the president deems such action m the national interest as the war m vietnam continues to require the services of young americans and the number of volunteers falls to fiu manpower needs conscription win continue to play an important part id the nations defense on june 20 1867 congress passed senate bill 51432 extending but also altering the military draft and tews related to it for four years through july 1 1871 who gets deferments the new law is net completely clear as far as college students are concerned deferments both m undergraduate and graduate schools are subject in different wags to executive controls making it hard tor a graduating senior to know exactly where he stands according to james h wagner university registrar students who are graduating this year will have to watt until president johnson announcoo the fate of future graduate school deferments before they can possibly know where they stand this announcement is expected at anytime the new draft law contains many points of significance and interest with which draft registrants should be familiar the new law provided few changes from the one it replaced despite pres sure from the president and others m the johnson administration for a complete reform of the current selective service system the alternatives which were suggested will be discussed later the most significant reform m the tew was a provision enabling the president to reverse the oldest first policy of drafting men at present a local draft board is given a quota of men which they must supply each month those youths who fail to register do not keep their draft boards informed as to their whereabouts or otherwise become delinquent are drafted first next are those from the local draft board area who volunteer for induction the third group and the one which provides the most draftees are single men and those married after aug 86 1865 who are between their 18th and 86th birthdays and not deferred a large group within this category consists of college students who have lost their deferments through graduation withdrawal or suspension from school usually healthy and intelligent they heed many draft boards lists at present by executive order the draft boards are taking the oldest first within this group thus those aged 84 win not be caned until the local draft board has exhausted its available supply of 26-year-olds within one year the registrants are again put in order by month and day of birth thus february would not be called unless march had been finished also the new law stipulated that those who have received deferments tor under graduate or graduate school work would remain eligible until age 88 and would remain in the class with the 18-88 year olds if president johnson were to change the order to the youngest first s gradua ting student could be placed for one year in the top priority group — 19-year-olds however . if he was net drafted after the year expired he would rejoin his regular age group making the chances slim that h would be called except in a national emergency under the new law it is now up to the student to request a 8-s deferment by sending a form 104 to ms local draft board the board win automatic ally grant the 2-8 provided that the student's school has sent a perm 108 stating that the studee is satisfactorily pursuing a full time e*v?*e of study see draft page 3 see alo page 9
