wednesday's meeting ed pol heard from richard metz auxiliary ser vices director and richard fritz direc tor of events at stabler arena on reasons for permitting student-oriented entertainment events during such periods metz said stabler arena directors had a three-pronged mission to serve the university serve the community and to 215 861-4184 bethlehem pa friday january 28 1983 vol 94 — no 28 forum reduction vote falls short of approval lehigh university brown and white the possibility that each person who voted may not have been a forum member may raise questions as to the validity of the vote according to tar duno if these questions are brought up there may be justification for a reconsid eration of the question he said tarduno noted that the problem with a revote would be that forum members present at tuesday's meeting would have to be present at the second meeting in order for the vote to be valid also the forum constitution states that 10 days notification is necessary before a vote on constitution changes he said he would make the effort needed to get the members back for a meeting if it is expressed to me that there is a serious question about the vote personally i'm very unhappy about the vote because it doesn't tell me if it passed or failed he added bob raffo 84 who presented the amendment in november expressed extreme disappointment after learn ing of the results of the vote i think there's a great misunder standing among students between representation and participation we're not trying to restrict participation but more clearly define representation he said leonard wenzel professor of chemi cal engineering said i'm realy glad it did fail wenzel spoke against the cur rent proposal at tuesday's meeting but later said ' i do think there is a problem the forum needs to find a better way to serve the lehigh community " gpa requirement could cut back-door transfers announce that the motion did not pass ryan said he was aware that a 75 per cent vote was needed but did not calcu late the percentage until the following day i just looked the numbers were so overwhelming john tarduno 83 forum co chairman said that he wasn't sure if the number was two-thirds or 75 per cent he said he was informed of the error wednesday night by ryan after ryan had been called by the brown and white both ryan and tarduno said as chair men they would do nothing about further discussion of the issue if the motion failed it failed tarduno said any reservation about the legitimacy of the vote can however be taken up the fact that the vote was by hand and students express criticism of taylor displacement plan by kathy goldstein a motion tuesday to reduce the size of the forum failed after it was discovered wednesday that the proposal did not receive the required 75 percent vote needed to amend the forum's constitution forum co-chairman donald ryan professor of geology announced at the meeting that the motion to reduce the size from 60 students and 60 faculty to 30 each had passed however the 59-22 vote only accounted for 72.8 percent of the members present i had incorrectly believed that we had the correct number of votes ryan said but after looking again at the results it turned out that we had 73 per cent rather than 75 percent i'd like to express my apologies for the error and by kathy goldstein the absence of student participation in decisions concerning the taylor hall renovation displacement plans along with the late announcement dec 6 of these plans brought strong criticism at tuesday's forum xiii meeting although we realize a great deal of thought and effort went into the plans students were not involved in these deci sions announcement of the plans was made so late in the semester that stu dents with the exception of a few student leaders did not have an opportunity to discuss the matter or to ask questions valeric smith 83 residence hall coun cil rhc president said as students of this institution we need to examine and understand policies that will have a direct effect on us she continued smith cited student petitions circu lated during finals and student and par ent letters as indications of the nigh level of student concern she asked why stu dent input was not permitted in these decisions even after numerous inquiries according to university president peter likins the action on taylor hull is a big sweeping decision this changes lehigh in a fundamental way it involves resource commitments from the univer sity and of course it involves commitments a price paid by eve ryone in the place he added he also said he felt badly about the students feeling of being left out of decisions the doubt as to whether the renovation plans could go through and the concern of upsetting students over some of the possibilities being explored were given as reasons for the late announcement of the plans by warren soare dean of stu dents for residence he explained that his committee which was investigating the displacement had hoped to reveal the best plan that we could to various campus groups in november but we didn't reach that goal we didn't have a plan soare also emphasized his concern over getting the plans known before christmas so that students could con sider housing arrangements the prin cipal focus has always been taylor hall he said it was our recommenda tion that we bite the bullet that we reno vate taylor in one year and that we find housing for students on campus in a com fortable not-too-tight arrangement we did the best we could he added by herb fischer because many students enter the college of arts and science with no intention of staying an arts student beginning with the class of 87 will be required to stay in the college for at least two semesters mark ellis asso ciate dean of the college said presently arts students can legally transfer in their second semester this finding is covered in a june 1982 report on admissions to the college of arts and sciences which suggested the deans of the three colleges should consider tighter restrictions on free transfer within the university including an appeal process available to students stuck in the wrong cur riculum and a minimum grade-point average requirement for transfer such n requirement would accord ing to the report screen out about a third of the transfers from the arts college to the college of business and economics and serve as a deterrent to precisely the kind of applicants who should perhaps not attend lehigh nearly 16 percent of arts students transfer to the business school during their first five semesters here according to ellis noting that many come under false pretense taking the place of people who really want to come here he noted high school guidance counselors and coaches likely tell seniors there is not enough room for them in the engineering and busi ness colleges and advise them to take the back door by rostering in the arts college during their freshman year these students he said mask their intentions by listing undecided as their major choice ellis noted 49 percent of entering freshmen this fall were undecided about their major and he said he believes some of them were mask ing their interests terming this practice grossly unfair and deceitful robert mills professor of account ing and associate dean of the school of see in page 4 see reasons page 3 perform these to goals with as little cost to the university as possible he said entertainment events were the most important to stabler noting that 65 percent of the arena's income was con stituted by concerts there is a concert season metz said entertainment goes where the people are like resorts in the summer also he said that he usually had no control in
