reasonable hope of their growing really inter ested enough to make good stu dents when that is realized the dean advised it is best for them to get out about one tenth of the stu dent body achieves a b average dean mcconn stated but he went on to declare that the c man at lehigh is a worthy fellow be cause lehigh enforces a pretty se vere standard but the man below c is not getting his moneys worth and it is better for him not to stay around the rules and reg ulations are designed to kick him from behind in a helpful way if they do not succeed in shoving him into the c group they may suc ceed in putting him out which does not alter the original statement it is seldom that the rules suc ceed in promoting high scholar ship dean mcconn declared high scholarship comes only in the cases of men with real ability and inter est such men are untouched by rules but when such men do run into the rules everything possible is done to waive them if the dean sighed only such men constituted our student body we would have no need for rules whatsoever answering the question why does the american college more particularly why does lehigh cor ral its student body by a system of rules and regulations dean c m mcconn the other day replied here as elsewhere said the dean rules and regulations are ne cessary to promote scholarship they are intended to apply pres sure to maintain certain minimums of work on the part of students who are not yet awake intellectu ally in the hope that they will eventually become interested and begin to work without the rules the elaborate system of polic ing in the colleges dean mcconn stated is one of the most tell-tale symptoms of the fact that the am erican college is a compromise be tween a university and a prep school the continental university has no need for rules and regulations there the student is confronted with a terse take it or leave it at titude here the college polices the students in an attempt to reduce the mortality rate the rules according to the dean do accomplish some good they often serve to keep men around here who after one or two semes ters find themselves and begin their advance from that point cer bd of control allows meets l u musicians beard by radio combined musical clubs broadcast through , station wor hyde to coach freshmen goldman and hesse reappointed the following recommendations of officers for the business staff of the brown and white were ap proved by the board of publica tions monday afternoon in the alumni memorial building bus iness manager thomas f storm advertising manager charles trae ger circulation manager john s dey at the same meeting the report ers of the senior class book the 1930 epitome lehigh review and lehigh burr were accepted the brown and white financial report showed a deficit of 144 which is 240 less than the defiicit last year the proposal by c m muntrick retiring business manager of the brown and white that a divident of 325 be divided among the edi tor-in-chief managing editor bus iness manager advertising manag er and circulation manager was passed by the board the next meeting of the board will be march 7 members of pi delta epsilon national journalis tic fraternity have been invited to attend in order that a definite poli cy of declaring dividends to offi cers of various publications may be discussed pi delta epsilon will also recommend to the board what are considered major positions on the publications this is in line with the proposal made by pi delta epsilon that only one major posi tion on any lehigh publication may be held by one man at one time lehigh alumnus founds museum drunk for a penny and dead drunk for tuppence is the condi tion in which the georgia colonist could find himself in the late 1740's according to dr l h gipson head of the department of history and government who read a paper an american arcadia in drown hall last evening these conditions lasted for a short while after the ideals on which the colony was founded were broken down dr gipson sketched the life of the georgia colony from its con ception down to about 1750 the first people to come over settled with the idea of owning everything in common not even land could be sold or rented without the consent of a council however these ideals started changing and before many years had passed it was possible to own as much as 2000 acres of land out of this arose an aristoc racy which was exactly contrary to the oraginal ideals of the col ony according to prof gipson prohibition not new he continued that even in those days people had their troubles over prohibition at first there was a ban on rum and strong beer was imported in its stead but these men were used to drinking holland gin which carried as high as 40 per cent alcohol and were not sat isfied with beer private houses began selling stronger drink at low prices and soon there was general disrespect for the law public opinion and corrput police officials were blamed for its collapse dr gipson said that it was interesting to note the parallel between con ditions then and now the law was changed to permit importations of rum in exchange for exported geo gia commodities there also was an anti-slavery law passed in 1735 said dr gip son and although it was lived up to for a time this too received ad verse criticism many of the col onists fought bitterly against the introduction of slavery but finally in 1750 this law was repealed lehigh will hold its first inter collegiate debate in 20 years when it debates the question of the abol ition of the present jury system with the syracuse team at 8:15 thurs day evening at trinity parish house e market st prof myron j luch's office as well as the meet ings of delta omicron theta have become the stamping ground for considerable excitement and heated arguments an inexperienced lehigh trio will meet a well coached syracuse team which has an enviable record as debators sidney snitkin e j stack and s h sandy were se lected last evening to represent the lehigh affirmative no decision will be given as to the winner of the debate after both sides have giv en their arguments persons in the audience will be allowed to express their opinions debating had its beginning at le high with the old forum which went out of existence over a score of years ago it met in christmas saucon hall in the rooms now oc cupied by the health department since lehigh was purely an engin eering school at the time and the number of students enrolled was small the forum soon disbanded when the english department offer ed eng 12 in september 1928 le high took its first step toward the revival of the old forum out of this course in argumentation and debate has developed this first con test with syracuse during the past year there have been several steps taken toward the establishment of a debating so ciety at lehigh the english de partment is seriously considering the introduction of a second course in argumentation and debating to be known as eng 13 which will be a continuation of course no 12 an alumnus has anonimously giv en 200 to be offered as prizes of 15 and 10 each for the students who are outstanding in the class in argumentation and debate delta omicron theta has also done much to further the interest in debating at lehigh lehigh men attend metallurgical meet sigma xi meet open to public one of the most important ad vantages of welding is that it gives the designer perfect freedom in placing the parts in his layout other advantages are that—it ful fills the requirements of strength rigidity enconomy and speed stated charles schneck production engineer of the bethlehem steel company in his speech saturday evening before the joint meeting of the lehigh valley section of the american institute of electrical engineers and the lehigh valley engineers club in drown hall about 175 members attended mr schneck also described the methods used in flash spot seam tube strip and butt electric welds and in carbon arc welds each was illustrated with slides jensen delivers paper according to mr schneck weld ing has increased during the past three years from the experimental stage to a process wrfich every en gineer should understand at pres ent there are 50 welded structures within a radius of 25 miles of new york city and 15 completely weld ed ships and barges have been made compared to the three experimental buildings that were constructed up to three years ago prof c d jensen assistant pro fessor of civil engineering at le high delivered a paper on the welding research work that was conducted at lehigh last year in these tests we purposely commit ted every sin in the welders trade so that we might study the effects of the welds that are made in these manners said prof jensen he then illustrated the different types of welds that are made by these mistakes and compared them with the correct welds he then gave methods that could be used by welding inspectors in the field to enable them to determine the strength of welds h j bowles welding supervisor of the saucon division of the beth lehem steel company also gave a short talk on methods of training and of testing welders he also de scribed the faulty tendency that a welder often has and the best methods to be employed in the breaking of these faults the meeting was preceeded by a dinner in drown hall attended by 50 members of the two clubs several after-dinner speeches were made by prominent engineers and professors of the clubs lehigh men will speak to cincinnati alumni the combined musical clubs re turned to bethlehem sunday after an extensive concert tour through out new jersey and long island concerts were given by the musical clubs in haddonfield n j mont clair n j rockville center long island and broadcast through sta tion wor from new york-city the combined musical clubs left bethlehem in two large busses thursday afternoon the busses were used as a means of conveyance throughout the tour thursday evening a concert was held in up per montclair under the auspices of the upper montclair womans club the concert was followed by a dance music being furnished by the lehigh dance orchestra after the dance the clubs returned to newark where they spent the rest of the night at hotel saint regent friday morning the clubs went to haddonfield n j while in had donfield the clubs were entertained by the town people for the night a concert given friday evening in the haddonfield high school saturday morning the clubs went to rockville center where they were entertained by families thru out the town a concert was held that evening in the south side high school under the auspices of the sauth nassu community hos pital a dance followed the con cert sunday morning the clubs went to new york city making their headquarters at the hotel bristol sunday between five and six o'clock a concert was broad cast from the boardway studio of station wor j.s.long lehigh club of greater cin cinnati friday evening march 22 at the cincinnati club cincinnati ohio this is the first grand-get-togeth er meeting of alumni living within a short distance of cincinnati in cluding louisville and lexington kentucky indianapolis and colum bus ohio the lehigh club of greater cincinnati is one of the youngest of the alumni clubs musical clubs will appear at east orange soph smoker on friday notice sophomores a meeting of sophomores who wish to enter competition for business manager and staff po sitions of the freshman hand book will be held 7:30 p m wednesday in drown hall the combined musical clubs will give their next concert and dance saturday evening at the womans club east orange n.j through the efforts of h f j porter 78 secretary of the pro posed national museum of engin eering and industry association a national museum of engineering and industry will be built in wash ington d c by the united states government the museum will be essentially an aducational institu tion for the vocational guidance of youth a site at the extreme eastern end of capital street the major axis of the city of washington has been suggested by the national capital park and planning com mission the site comprises ap proximately 100 acres of land the proposed location of the museum would balance the layout of the capitol grounds the lincoln mem orial being at the extreme western end of capital street between the proposed location of the museum and the lincoln memorial are the washington monument and the capitol the museum will comprise a group of exhibition buildings each devoted to a department of indus try the buildings will be designed from a plan submitted in a nation wide competition under the direc tion of the american institute of architects a bill has been introduced in the senate by the hon royal s cope land democrat of n v and in the house of representatives by the hon hamilton fish republican of n v authorizing the president to appoint a commission of men skilled in engineering chemistry manufacturing and museum work to study the whole field of indus trial museum and recommend what shall be the character and scope of the museum committee recommends changes in traffic rules freshman cabinet will collect dues freshman football and track schedules for the coming seasons were approved and a number of managerial appointments were made at the regular monthly meeting of the board of control of athletics yesterday in drown hall p s davis and a w thornton were elected assistant managers of var sity football j j somerville was elected man ager of varsity soccer with f shoe maker and h andrews as assis tant managers t w matchett and j d benedict were elected assis tant managers of cross country and g l dehuff was elected assistant manager of varsity track hymie goldman and chuck hesse were reappointed assistant coaches of varsity football captain f w hyde was named head coach of freshman football and bob adams assistant budget committee named prof j h ogburn and john kirkpatrick were elected members of the budget committee w r okeson being chairman by virtue of his being treasurer of the univer sity the student activities fee for the use of the band that the board would appropriate 200 to be placed in the hands of the dean to take care of band trips to athletic events franklin the question of increasing the varsity basketball schedule by three games was defrayed for one year the question of fraternity initia tions preventing men from playing on the various teams was referred to the interfraternity council with request that a reply be given as to what action the council has taken the board decided not to author ize a freshman lacrosse team for the coming season the freshman schedule is as fol lows april 27 — perm relays field may 4 — lafayette away may 11 — rutgers here many alumni return have busy program members of the class of 1931 will meet to smoke eat and discuss class business at the smoker at 7:45 p m friday march 1 in drown hall dr neil carothers and austy tate will speak the class banquet will be among the important items of business to be considered tickets are now be ing offered for a subscription of 2.50 by class officers and cabinet members all sophomores are urg ed to secure banquet tickets at their earliest possible convenience as the low financial standing of the class necessitates a hurried sale of tickets before further arrangements for the banquet can be made members of the freshman cab inet according to charles f hal sted jr president will soon call at all living groups to collect dues these dues cover the plate charge at the spring banquet and no one will be admitted unless he can pro duce a receipt for his dues campus events of the week calvin coolidge unlike a senior in the college of liberal arts can assume an easy frame of mind even though there remains to him but a few days of white house living be fore he must face again the cruel cold world as they say his only difficulty will be in determining which of his many huge opportuni ties he will capitalize upon cer tainly he won't have to flounder about in the attempt to find some thing to do as a matter of fact calvin coolidge may even take it easy for a while * * * it is highly probable that the coolidge administration can draw up quite an impressive list of ac complishments to their credit the president the other day told stu dents of george washington uni versity that america stands in cor dial relations with all foregn gov ernments this may be true ♦ ♦ ♦ at any rate it seems that we are going to do our best to please eu rope through our attempts to join the world court the old prin ciples of aloofness are fading away apparently under the stress of cir cumstances europe is more anx ious even than we to draw this country into the court elihu root is at geneva now in the attempt to work up changes in the consti tution of the world court that will clear the path for america's entry the chief thing is to dissipate the suspicion that the united states in tends to claim a veto power in the matter of advisory opinions • * » it would be surprising and it would not be surprising to hear of another limitation conference being called now that the united states has decided to increase its arma ment everybody in washington and probably in england if for no other reason than for appearance's sake wants to dispel the notion that there is anything at all like a race for armament construction going on at any rate the passage of the 15-cruiser bill in the united states has placed america in a respectable position probably you could argue in the other direction also ♦ * * whatever our relations with for eign governments whatever the coolidge administration may have accomplished certainly this prohibi tion situation has not been solved it sounds almost ridiculous to use the word solved in this connection and just as long as prohibition re mains a moral issue which it is and alwaws will be solution will be as far away as it is now senators reed and borah thrash ed the situation out pretty thor ouhgly during the past week on the senate floor senator borah fired of course with his idea of the sac redness of the constitution de manded obedience but it was quite noticeable that he was feeble in his attempts to justify the vol stead act and he could do noth ing but admit that reed was right in declaring that washington home of model citizens i c home of our trusted representatives is crowded with those who vote dry and drink wet * * ♦ but despite senator reed's staunch attack the jones bill went through this jones bill is a nice affair it increases the penalty for volstead violators to lo,ooo or five years in prison or both over 50,000 people in this god's coun try were thrown into prison last year now we might expect just as many in prison but for double the time of course the court may recommend leniency in the case of trivial cases let that not be for gotten » * ♦ the seventieth congress is hav ing a lot of fun over prohibition ap propriations a renewed attempt to pass the 24,000,000 appropria tion failed while a bill calling for 21,000,000 less for the same pur pose was passed coolidge wheth er because he saw futility in the large amount or because he had a deep regard for tax readjustment was disinclined toward the bigger move ♦ ♦ * next tuesday when our read ing public glances this way her bert hoover will have just step ped over the door-sill of the white house a great deal will face him but the engineer who has convert ed the department of commerce my typewriter just had an almost irresistable urge to type chamber of commerce into the enterprise it now is will probably be well competitors for freshman handbook meet drown hall 4:30 p m frosh vs easton y.m c a swimming the combined student and facul ty committee on campus traffic reg ulations made the following recom mendations to be presented to the faculty for approval at their meet ing thursday afternoon in the al umni memorial building 1 there shall be one-way traffic going east in front of packer hall 2 there shall be no parking from the east door of packer hall to the east end of that building 3 the road between the chapel and packard laboratory shall be widened to relieve congestion 4 the road shall be straightened between the alumni memorial building and taylor gymnasium 5 the gates at the entrance to sayre park in front of the sigma nu house shall be widened to per mit two cars to pass at one time 6 the road back of the phi del ta house shall be widened to pro alumni were kept constantly on the move so much so that a e buchanan alumni secretary stated that he thought that next year's program should be spread over two two days the possibility that alumni homecoming day be held on the day of the lafayette foot ball game was also suggested due largely to the weather only a small number of alumni returned for the mid-winter alumni day program of this number approx imately 100 were from outside the lehigh valley section for the third year in succession a heavy snowfall has preceded the mid-win ter alumni homecoming day vide adequate parking space for the phi delta theta and the beta theta pi cars 7 all the bad curves shall be painted with a white center-line 8 traffic signs shall be placed on the campus wherever the forego ing rules are effective the committee recommended that these signs be made as inconspic uous as possible because of the complaint that there are already too many signs on the campus the committee is composed of faculty members dr n m em ery chairman prof r j fogg and student members j a lyter t m brennan and arthur lehr lyter was absent from the meet ing because of his trip to califor nia as a delegate to the theta xi convention s p coates substitut ed for lehr who was unable to at tend inability to locate the basket and failure to score on the majority of foul shots cost the lehigh basket ball five the first game with la fayette at easton saturday night the final score was 25-21 as was the case last year the large floor and general atmosphere of the lafayette gym gave the vis iting team a case of nervousness this was shown by frequent fumbl ing on the part of the lehigh play ers during the first half the en tire game was not exceptionally well played from a lehigh view point in the second half the brown and white passers improv ed in their play and twice tied the score near the end of the game however the belated rally petered out and the leopards were al lowed to run up a four point ad vantage before the closing whistle burst of speed starts scores lafayette started the game with a burst of speed which soon pro duced a field goal by dimmerling the maroon center captain leis enring followed a moment later with his first basket and scored again from the fifteen foot mark with lafayette leading 5-0 b uc k schaub scored the only field goal registered by the lehigh team dur ing the first half benny lipetz shifty forward of last year who now plays a guard position then dropped in a difficult shot raising the score to 7-3 lehigh on defense the lehigh five was unable to start an effective attack but defen sively their play kept lafayette from running up a score in the remaining minutes of the first half max schultz scored on three foul shots and harry hesse on one lipetz scored the necessary points to keep the lafayette team in the lead 11-7 at the intermission lehigh's shooting improves when the lehigh team came out for the second period they greatly improved their tactics the exces sive fumbling was cut down and the shooting more accurate for the first few minutes of the half lafayette retained its narrow mar gin bringing the score to 18-12 le high succeeded in tying the count on rapid goals by bennett many and schaub immediately follow ing the tie a peculiar technical foul was called on bob bennett when bob was jumping with lipetz the ball rolled down the latter's arm and bennett promptly took posses sion of it the officials charged him with catching the ball on the jump instead of tapping it game a tie for the next few minutes it ap peared likely that the brown and white five would build up a lead and capture the game the score went to 20-18 in favor of lafayette but a speedy followup shot by many brought on a second tie at 20 points all with victory in sight the lehigh team again became unable to make its shots count and scored a lone point in the few remaining minutes of the game sherwood and leis enring rang up the winning point for lafayette the lehigh team was noticeably off their usual form all through the game occasionally flashes of the type of play that routed muh lenberg would appear but they were too infrequent to give much help bob many was successfully blanketed by lipschitz and scored but two field goals lehigh off form had the lehigh players convert ed their opportunities on the foul line into points lafayette would have been defeated each team scored seven times from the floor the maroon winning on free throws summary lehigh lafayette referee c a reed springfield umpire — wright dr j s long of the chemistry department has become a member of the philadelphia section of the national oil paint and varnish association this is exceptionally notable because lehigh is the first and at present the only university to have a man associated with this organization it is a distinct step in more^closely uniting the indus trial world with the university the national oil paint and varnish association mfecause of its size is divided into sections the philadelphia section composed of 200 member-firms has a technical committee of 20 men who do coop erative research dr long has been elected chairman of this com mittee for 1929 he has chosen metallic soaps as the experimental subject for this year the last meeting of the technical committee was held at lehigh february 7 succeeding the meeting an inspection was made of the le high chemical laboratories dr long says the fact that lehigh has been honored by the association should be particularly significant to our senior chemists and chemical engineers who at this time of the year are deciding into what commercial field to enter lehigh is not only considered to have the cases of men with real ability and inter est such men are untouched by rules but when such men do run into the rules everything possible is done to waive them if the dean sighed only such men constituted our student body we would have no need for rules whatsoever answering the question why does the american college more particularly why does lehigh cor ral its student body by a system of rules and regulations dean c m mcconn the other day replied here as elsewhere said the dean rules and regulations are ne cessary to promote scholarship they are intended to apply pres sure to maintain certain minimums of work on the part of students who are not yet awake intellectu ally in the hope that they will eventually become interested and begin to work without the rules the elaborate system of polic ing in the colleges dean mcconn stated is one of the most tell-tale symptoms of the fact that the am erican college is a compromise be tween a university and a prep school the continental university has no need for rules and regulations there the student is confronted with a terse take it or leave it at titude here the college polices the students in an attempt to reduce the mortality rate the rules according to the dean do accomplish some good they often serve to keep men around here who after one or two semes ters find themselves and begin their advance from that point cer bd of control allows meets l u musicians beard by radio combined musical clubs broadcast through , station wor hyde to coach freshmen goldman and hesse reappointed the following recommendations of officers for the business staff of the brown and white were ap proved by the board of publica tions monday afternoon in the alumni memorial building bus iness manager thomas f storm advertising manager charles trae ger circulation manager john s dey at the same meeting the report ers of the senior class book the 1930 epitome lehigh review and lehigh burr were accepted the brown and white financial report showed a deficit of 144 which is 240 less than the defiicit last year the proposal by c m muntrick retiring business manager of the brown and white that a divident of 325 be divided among the edi tor-in-chief managing editor bus iness manager advertising manag er and circulation manager was passed by the board the next meeting of the board will be march 7 members of pi delta epsilon national journalis tic fraternity have been invited to attend in order that a definite poli cy of declaring dividends to offi cers of various publications may be discussed pi delta epsilon will also recommend to the board what are considered major positions on the publications this is in line with the proposal made by pi delta epsilon that only one major posi tion on any lehigh publication may be held by one man at one time lehigh alumnus founds museum drunk for a penny and dead drunk for tuppence is the condi tion in which the georgia colonist could find himself in the late 1740's according to dr l h gipson head of the department of history and government who read a paper an american arcadia in drown hall last evening these conditions lasted for a short while after the ideals on which the colony was founded were broken down dr gipson sketched the life of the georgia colony from its con ception down to about 1750 the first people to come over settled with the idea of owning everything in common not even land could be sold or rented without the consent of a council however these ideals started changing and before many years had passed it was possible to own as much as 2000 acres of land out of this arose an aristoc racy which was exactly contrary to the oraginal ideals of the col ony according to prof gipson prohibition not new he continued that even in those days people had their troubles over prohibition at first there was a ban on rum and strong beer was imported in its stead but these men were used to drinking holland gin which carried as high as 40 per cent alcohol and were not sat isfied with beer private houses began selling stronger drink at low prices and soon there was general disrespect for the law public opinion and corrput police officials were blamed for its collapse dr gipson said that it was interesting to note the parallel between con ditions then and now the law was changed to permit importations of rum in exchange for exported geo gia commodities there also was an anti-slavery law passed in 1735 said dr gip son and although it was lived up to for a time this too received ad verse criticism many of the col onists fought bitterly against the introduction of slavery but finally in 1750 this law was repealed lehigh will hold its first inter collegiate debate in 20 years when it debates the question of the abol ition of the present jury system with the syracuse team at 8:15 thurs day evening at trinity parish house e market st prof myron j luch's office as well as the meet ings of delta omicron theta have become the stamping ground for considerable excitement and heated arguments an inexperienced lehigh trio will meet a well coached syracuse team which has an enviable record as debators sidney snitkin e j stack and s h sandy were se lected last evening to represent the lehigh affirmative no decision will be given as to the winner of the debate after both sides have giv en their arguments persons in the audience will be allowed to express their opinions debating had its beginning at le high with the old forum which went out of existence over a score of years ago it met in christmas saucon hall in the rooms now oc cupied by the health department since lehigh was purely an engin eering school at the time and the number of students enrolled was small the forum soon disbanded when the english department offer ed eng 12 in september 1928 le high took its first step toward the revival of the old forum out of this course in argumentation and debate has developed this first con test with syracuse during the past year there have been several steps taken toward the establishment of a debating so ciety at lehigh the english de partment is seriously considering the introduction of a second course in argumentation and debating to be known as eng 13 which will be a continuation of course no 12 an alumnus has anonimously giv en 200 to be offered as prizes of 15 and 10 each for the students who are outstanding in the class in argumentation and debate delta omicron theta has also done much to further the interest in debating at lehigh lehigh men attend metallurgical meet sigma xi meet open to public one of the most important ad vantages of welding is that it gives the designer perfect freedom in placing the parts in his layout other advantages are that—it ful fills the requirements of strength rigidity enconomy and speed stated charles schneck production engineer of the bethlehem steel company in his speech saturday evening before the joint meeting of the lehigh valley section of the american institute of electrical engineers and the lehigh valley engineers club in drown hall about 175 members attended mr schneck also described the methods used in flash spot seam tube strip and butt electric welds and in carbon arc welds each was illustrated with slides jensen delivers paper according to mr schneck weld ing has increased during the past three years from the experimental stage to a process wrfich every en gineer should understand at pres ent there are 50 welded structures within a radius of 25 miles of new york city and 15 completely weld ed ships and barges have been made compared to the three experimental buildings that were constructed up to three years ago prof c d jensen assistant pro fessor of civil engineering at le high delivered a paper on the welding research work that was conducted at lehigh last year in these tests we purposely commit ted every sin in the welders trade so that we might study the effects of the welds that are made in these manners said prof jensen he then illustrated the different types of welds that are made by these mistakes and compared them with the correct welds he then gave methods that could be used by welding inspectors in the field to enable them to determine the strength of welds h j bowles welding supervisor of the saucon division of the beth lehem steel company also gave a short talk on methods of training and of testing welders he also de scribed the faulty tendency that a welder often has and the best methods to be employed in the breaking of these faults the meeting was preceeded by a dinner in drown hall attended by 50 members of the two clubs several after-dinner speeches were made by prominent engineers and professors of the clubs lehigh men will speak to cincinnati alumni the combined musical clubs re turned to bethlehem sunday after an extensive concert tour through out new jersey and long island concerts were given by the musical clubs in haddonfield n j mont clair n j rockville center long island and broadcast through sta tion wor from new york-city the combined musical clubs left bethlehem in two large busses thursday afternoon the busses were used as a means of conveyance throughout the tour thursday evening a concert was held in up per montclair under the auspices of the upper montclair womans club the concert was followed by a dance music being furnished by the lehigh dance orchestra after the dance the clubs returned to newark where they spent the rest of the night at hotel saint regent friday morning the clubs went to haddonfield n j while in had donfield the clubs were entertained by the town people for the night a concert given friday evening in the haddonfield high school saturday morning the clubs went to rockville center where they were national museum of engin eering and industry association a national museum of engineering and industry will be built in wash ington d c by the united states government the museum will be essentially an aducational institu tion for the vocational guidance of youth a site at the extreme eastern end of capital street the major axis of the city of washington has been suggested by the national capital park and planning com mission the site comprises ap proximately 100 acres of land the proposed location of the museum would balance the layout of the capitol grounds the lincoln mem orial being at the extreme western end of capital street between the proposed location of the museum and the lincoln memorial are the washington monument and the capitol the museum will comprise a group of exhibition buildings each devoted to a department of indus try the buildings will be designed from a plan submitted in a nation wide competition under the direc tion of the american institute of architects a of ac complishments to their credit the president the other day told stu dents of george washington uni versity that america stands in cor dial relations with all foregn gov ernments this may be true ♦ ♦ ♦ at any rate it seems that we are going to do our best to please eu rope through our attempts to join the world court the old prin ciples of aloofness are fading away apparently under the stress of cir cumstances europe is more anx ious even than we to draw this country into the court elihu root is at geneva now in the attempt to work up changes in the consti tution of the world court that will clear the path for america's entry the chief thing is to dissipate the suspicion that the united states in tends to claim a veto power in the matter of advisory opinions • * » it would be surprising and it would not be surprising to hear of another limitation conference being called now that the united states has decided to increase its arma ment everybody in washington and probably in england if for no other reason than for appearance's sake wants to dispel the notion that there is anything at all like a race for armament construction going on at any rate the passage of the 15-cruiser bill in the united states has placed america in a respectable position probably you could argue in the other direction also ♦ * * whatever our relations with for eign governments whatever the coolidge administration may have accomplished certainly this prohibi tion situation has not been solved it sounds almost ridiculous to use the word solved in this connection and just as long as prohibition re mains a moral issue which it is and alwaws will be solution will be as far away as it is now senators reed and borah thrash ed the situation out pretty thor ouhgly during the past week on the senate floor senator borah fired of course with his idea of the sac redness of the constitution de manded obedience but it was quite noticeable that he was feeble in his attempts to justify the vol stead act and he could do noth ing but admit that reed was right in declaring that washington home of model citizens i c home of our trusted representatives is crowded with those who vote dry and drink wet * * ♦ but despite senator reed's staunch attack the jones bill went through this jones bill is a nice affair it increases the penalty for volstead violators to lo,ooo or five years in prison or both over 50,000 people in this god's coun try were thrown into prison last year now we might expect just as many in prison but for double the time of course the court may recommend leniency in the mendations to be presented to the faculty for approval at their meet ing thursday afternoon in the al umni memorial building 1 there shall be one-way traffic going east in front of packer hall 2 there shall be no parking from the east door of packer hall to the east end of that building 3 the road between the chapel and packard laboratory shall be widened to relieve congestion 4 the road shall be straightened between the alumni memorial building and taylor gymnasium 5 the gates at the entrance to sayre park in front of the sigma nu house shall be widened to per mit two cars to pass at one time 6 the road back of the phi del ta house shall be widened to pro alumni were kept constantly on the move so much so that a e buchanan alumni secretary stated that he thought that next year's program should be spread over two two days the possibility that alumni homecoming day be held on the day of the lafayette foot ball game was also suggested due largely to the weather only a small number of alumni returned for the mid-winter alumni day program of this number approx imately 100 were from outside the lehigh valley section for the third year in succession a heavy snowfall has preceded the mid-win ter alumni homecoming day vide adequate parking space for the phi delta theta and the beta theta pi cars 7 all the bad curves shall be painted with a white center-line 8 traffic signs shall be placed on the campus wherever the forego ing rules are effective the committee recommended that these signs be made as inconspic uous as possible because of the complaint that there are already too many signs on the campus the committee is composed of faculty members dr n m em ery chairman prof r j fogg and student members j a lyter t m brennan and arthur lehr lyter was absent from the meet ing because of his trip to califor nia as a delegate to the theta xi convention s p coates substitut ed for lehr who was unable to at tend inability to locate the basket and failure to score on the majority of foul shots cost the lehigh basket ball five the first game with la fayette at easton saturday night the final score was 25-21 as was the case last year the large floor and general atmosphere of the lafayette gym gave the vis iting team a case of nervousness this was shown by frequent fumbl ing on the part of the lehigh play ers during the first half the en tire game was not exceptionally well played from a lehigh view point in the second half the brown and white passers improv ed in their play and twice tied the score near the end of the game however the belated rally petered out and the leopards were al lowed to run up a four point ad vantage before the closing whistle burst of speed starts scores lafayette started the game with a burst of speed which soon pro duced a field goal by dimmerling the maroon center captain leis enring followed a moment later with his first basket and scored again from the fifteen foot mark with lafayette leading 5-0 b uc k schaub scored the only field goal registered by the lehigh team dur ing the first half benny lipetz shifty forward of last year who now plays a guard position then dropped in a difficult shot raising the score to 7-3 lehigh on defense the lehigh five was unable to start an effective attack but defen sively their play kept lafayette from running up a score in the remaining minutes of the first half max schultz scored on three foul shots and harry hesse on one lipetz scored the necessary points to keep the lafayette team in the lead 11-7 at the intermission lehigh's shooting improves when the lehigh team came out for the second period they greatly improved their tactics the exces sive fumbling was cut down and the shooting more accurate for the first few minutes of the half lafayette retained its narrow mar gin bringing the score to 18-12 le high succeeded in tying the count on rapid goals by bennett many and schaub immediately follow ing the tie a peculiar technical foul was called on bob bennett when bob was jumping with lipetz the ball rolled down the latter's arm and bennett promptly took posses sion of it the officials charged him with catching the ball on the jump instead of tapping it game a tie for the next few minutes it ap peared likely that the brown and white five would build up a lead and capture the game the score went to 20-18 in favor of lafayette but a speedy followup shot by many brought on a second tie at 20 points all with victory in sight the lehigh team again became unable to make its shots count and scored a lone point in the few remaining minutes of the game sherwood and leis enring rang up the winning point for lafayette the lehigh team was noticeably off their usual form all through the game occasionally flashes of the type of play that routed muh lenberg would appear but they were too infrequent to give much help bob many was successfully blanketed by lipschitz and scored but two field goals lehigh off form had the lehigh players convert ed their opportunities on the foul line into points lafayette would have been defeated each team scored seven times from the floor the maroon winning on free throws summary lehigh lafayette referee c a reed springfield umpire — wright dr j s long of the chemistry department has become a member of the philadelphia section of the national oil paint and varnish association this is exceptionally notable because lehigh is the first and at present the only university to have a man associated with this organization it is a distinct step in more^closely uniting the indus trial world with the university the national oil paint and varnish association mfecause of its size is divided into sections the philadelphia section composed of 200 member-firms has a technical committee of 20 men who do coop erative research dr long has been elected chairman of this com mittee for 1929 he has chosen metallic soaps as the experimental subject for this year the last meeting of the technical committee was held at lehigh february 7 succeeding the meeting an inspection was made of the le high chemical laboratories dr long says the fact that lehigh has been honored by the association should be particularly significant to our senior chemists and chemical engineers who at this time of the year are deciding into what commercial field to enter lehigh is not only considered to have the
