pal league and vice-president of the pennsylvania conservation as sociation as well as author of books on tree-life and contributor of articles to magazines he has conducted a campaign for the pres ervation of niagara falls and the preservation and development of national parks a portion of mr mcfarland's address follows : — to the average intelligent ameri can the words city planning re fer themselves as part of a vague propaganda for the city beautiful having to do with courts of honor fancy lighting monuments or some other form of municipal frippery it is this fundamental error of conception that prevents many good citizens from realizing that any city planning which is worth while is concerned with pure water proper sewerage with markets and hous ing and factory locations with parks and playgrounds and the other fac tors of prosperity efficiency and convenience in city life there is too the misconception that city planning relates only to the larger communities and either is not needed or is not available by the smaller places even though the latter are constantly hoping to grow to metropolitan size the idea is that it is best to first make all the mistakes of civic ignorance and community thought fulness in the hope that when the town becomes really great it can afford to get value for its money but it is not always the smaller places that show forth this disre gard for planning more than a dozen years ago i was urging upon an influential man in one of the three largest american cities the ne cessity of a competently considered park plan he replied that's all right and when we know exactly what we want we'll have a plan made another unfortunate idea is that every community is likely to become eventually as big as chicago or san francisco the average american is a sure-enough patriot and a born boomer of his town i have had the president of the board of trade of podunk corners away off some where tell me that we have a fine town here sir and she's groaving like a weed he was about right for his awful village was weedy in every way this good man was missing his chance to help make avhat was nearly within reach — a prosperous agricultural center other towns that will never pass new york in population might bet ter plan to be either a good village or a first-rate factory town or a successful residence community continued on second page there were according to the last census but three cities having each over a million population and hav ing collectively a little over 9 per cent of the whole population add the next five largest with over a half million each ; tack on the next eleven with more than a quarter the brown and white lehigh university bethlehem pa tuesday january 12 1915 epitome board at work on the 1916 publication track
