that it was not advisable to make any changes at this time the matter of side line coaching then came up for discussion and to do away with this obnoxious fea ture it was decided to limit the number of persons given side line privileges to five for each contest ing team as a further prevention of side line coaching it was decided to penalize the team so offending by the loss of ten yards in case the team offending is in possession of the ball at the time it was thought that to give ten yards and the ball to the other side would be too severe a punishment so under the new rules the team will retain the ball and lose ten yards the down remaining the same as it was at the time the foul was committed if the team guilty of side line coach ing is playing on the defense then the other side will be given ten yards and a first down another rule that was changed was the one which has heretofore permitted a team to retain posses sion of the ball and have first down by losing twenty yards under the new rule a team will be permitted to lose twenty yards and retain the ball but once during a game another rule that was changed was in reference to the committing of a foul by a team beh'nd its own goal line heretofore when such a foul has been made like a forward pass for instance the ball has gone to the other side for a touchdown hereafter it will count as a safety regarding the penalty for off side play it was decided that in stead of making the team so offend ing lose the ball it shall go back ten yards and still retain possession of the ball and the down be the same as when the
