sophomore underhill ; freshman lindley the first meeting was called to order by mr jackson at the sigma phi house on tuesday night and mr wood was elected chairman sub committees were then ap pointed and plans discussed after which the meeting adjourned e e society a meeting of the senior and junior electrical sections was held wednesday morning to consider several matters in connection with the electrical engineering society the meeting was called to order by president viche in the physical laboratory it was unanimously decided that the society should be continued during the present year the time of meeting was fixed for the first wednesday evening of each month the time of the octo ber meeting to be determined by the president morgan 95 was elected . vice president to fill the vacancy in that office football rules the inter collegiate football committee representing the most important eastern colleges and universities throughout the coun try at their final meeting held during the summer decided that the following changes should be made in the football rules for the season of 1898 : a touchdown will count five points a safety two points and a goal from the field five points a goal from the touchdown counts one point in kicking the goal from touch down if the ball after being kicked strikes an opponent and then goes over the cross bar it still counts as a goal the ball must be declared in play if after the centre rush has taken his position lie voluntarily moves the ball as if to snap it whether he witholds it altogether or momentaril 7 . if the ball strikes an official it is dead if a team has taken the ball within its opponents 25 yard line and on the first down tries for a field goal and misses the line-up and kick out must hereafter be on the 10-yard line instead of the 25-yard line for fouling the penalty is ten yards against the side not having the ball loss of the ball to the side holding same and if the foul takes place during a punt the ball goes to the offended side interference with the snapback or unnecessaav delay causes a loss of five yards or loss of the ball piling up on a player means a loss of fifteen yards to the offend ing side interference with a fair catch is punished by a 15-yard loss and the offended eleven receives the choice of putting the ball in play by a free kick or by a scrimmage if the player making a fair catch is thrown to the ground after making a heel mark unless he has advanced beyond the mark he is entitled to a gain of fifteen yards and a free kick as well charging before the ball is put in play is penalized by a loss of five yards a team refusing to play after two minutes forfeits the game a team while on the defensive that commits fouls so near the goal line that they are punishable only by halving the distance to the line the object being in the opinion of the referee to delay the game shall be regarded as refusing to allow the game to proceed after one warning for such tactics the referee on a repetition of the offense can declare the game for feited department of civil engineering exclusion limits for this term department of mathematics absence limits football coaches the coaches for a number of the leading college football teams are as follows : cornell warner ; uni versity of michigan fitzpatrick ; brown robinson ; bowden ed wards ; princeton christel ; dart mouth wurtenburg ; amherst weeks ; university of pennsylva nia woodruff williams lline and ilazen ; tufts upton ; carlisle indians hall ; franklin and mar shall ritchel yale will have no head coach this season butter worth's policy which proved so effective last season will be em ployed again a course in laboratory work in general chemistry is now required of the freshman class in addition to dr chandler's lectures students who wish to give pri vate instruction to deficient or backward fellow students are in vited to hand their names to the heads of those departments under which they propose to do such work upon being accepted they will be reported to the faculty for approval and registration as au thorized coachere the warm weather is telling on the harvard team it makes them slow and sluggish there are 60 in the squad metallurgical problems class for instruction in problems will meet on tuesdays and fridays at 5 p m in the blowpipe labora tory j w richards c e section of engineering society applications for membership will now be received dues 1 per annum entitling members to full privileges of the society and to a plate at the engineering society banquet juniors and seniors eligible for active membership ;
