junior class meeting a meeting of the junior class was held in saucon hall on wed nesday noon president farwell presiding the minutes of the last meeting were approved as read it was decided to give the usual junior hop to the senior class during commencement week manager daggett of the brown and white and manager brovvo of the burr urged those members of _ the class who have sub scribed to their respective papers to pay their subscription imme diately records was elected a class rep resentative on the christmas hall committee the third annual debate between lehigh and lafayette was held at easton on monday night and was won by the latter a delegation of about twenty five students with several instruc tors and members of the faculty accompanied messrs starkey,fris by and meaker to represent lehigh the program for the evening opened with music by the lafayette glee club which was followed by an invocation by president warfield the debate followed the subject for debate was resolved that the constitution of the united stated should be so amended as to provide seats in congress for the members of the cabinet with the right to intro duce bills and to participate in de bate lehigh taking the negative and lafayette the affirmative side bach speaker was allowed two speeches one of ten minutes the other of five the judges were president sharpless of haverford college ; president scott of rut gers college and president de garmo of swarthmore college zeiser 97 opened the debate for the affirmative mr zeiser said that the scheme they advocated was neither radical nor intricate ; they did not want to have a re sponsible ministry as in england and france he called attention to four main points first the need of a change second : the feasibility of the proposed plan third : that this scheme was in keeping with the constitution fourth : that it was expedient starkey 98 in opening the nega tive side said that they did not claim that the present system is perfect but its evils are not great enough to warrant amending the constitution mr starkey also di vided his arguments in four main headings first : the disadvan tages of the present system are necessary ; they are inherent in our form of government second : ad vantages outweigh the disadvan tages third : the method pro posed would not remedy the exist ing evil fourth : granting that this method did remedy the exist ing evils it is too dangerous an experiment to try he showed that there were two ways in which the cabinet ministers could bring their wants before congress earnest 97 spent his time in showing that this is not a unique or european scheme they do not claim it to be a panacea for all ills but that it would give the execu tive more power to enforce party legislation meaker 99 second speaker for the negative considered the separ ation of our government into the three branches the legislative the executive and the judicial he emphasized the necessity of keep continued on second page appropriate exercises including addresses by the leading astrono mers of this country will be held at the opening of the flower obser vatory at the university of penn sylvania on may 12 the annual meet of the lehigh university track team was held on the athletic field wednesday afternoon and was in many ways very successful there was quite a large number of entries and every event was closely contested owing to the wind blowing in the faces of the runners some of the running records are not as good as they might otherwise have been the attendance was not at all what the contests merited but those who were there thoroughly appreciated the efforts of the men capt put nam of the track team and mr smith are both deserving of much credit for the success of the meet and there is every reason to believe that the track team will make a very creditable showing in the games with the university of new york to be held the 15th of this month the points were scored by classes and in this way the in terest was rather increased the success of the freshman class is undoubtedly due to the fact that they have trained more carefully for the meet and have worked hard to carry off the first place the order and summary of events are as follows : 100-yard dash trial first heat — putnam 97 scratch first ;
