by david lewandowski a motion was passed monday night at the interfraternity coun cil meeting allowing freshmen football players to work in frater nities with free board as their pay the plan was outlined by fred erick dunlap recently appointed head football coach he explained that currently lehigh's football scholarship funds are minimal compared to other schools of the same size if the coaches could get an as surance of at least 15 late-type jobs such as dishwashing which would provide free board each job would in essence be a 500 scholar ship thereby increasing scholar ship funds by 7,500 he explained in regard to the rushing prob lem which might exist with this situation dunlap said the system is used at other schools where he has coached and has worked out well b&w photo by richard sine the rev francis j sullivan he explained that the athletic department would assign the frosh to the houses in addition the freshman's position at the house will be explained to him by the coaches a motion was then proposed to allow the football coaches to visit individual fraternity houses in order to solicit the jobs the motion was passed creating an exception to the ifc rule that no freshmen could work in houses in other business an amend ment was introduced which would change the rule that the ifc president must be a house presi dent the amendment introduced as a result of the kirby house conference held last fall is in tended to improve the organiza tion because an ifc president who is not a house president will be able to put more time and effort into the responsibilities of his office the amendment states that candidates for ifc president and vice president have at least two semesters of experience on the ifc or be president or vice president of his fraternity he must be a sophomore or junior who is not on probation scholastic or social phi gamma delta appealed its dirty rushing case which involved a picture of a freshman wearing a phi gam houseparty costume in its rushing pamphlet the phi gam representative pleaded the case on seven points the first was that the picture was taken after 10:00 p.m the time after which freshmen are allowed in the house the second point was that the charges against phi gam were filed by an unqualified group ac cording to the ifc constitution the charges must be filed by an in dividual house in this case the charges were filed by the ifc rushing committee third was that the charge of gaining an advantage over other fraternities by misrepresentation of the proper relationship between the freshmen and fraternities was never filed but was designed to fit the crime fourth according to the consti tution the ifc judiciary commit tee is only a judging group and not fact-finders or prosecutors however in this case the group also served as prosecutors the fifth point phi gam pleaded was that there was not misrepre sentation because the frosh was at the house only after 10 p.m sixth phi gam stated they gain ed no advantage over other houses by publishing the picture every house could have taken a picture of a freshman during open houses or houseparty and used it in a rushing pamphlet the fraternity's representative said finally phi gam pleaded that see fraternity page 9 catholic chaplain named to newly-created post would allow greater freedom in its form the sermon could be geared to the student and the mass could become an expression of the student's own way of worship he said father sullivan also hopes to conduct seminars and discussions on matters of concern to the stu dents on campus in regard to spiritual and moral matters he is temporarily residing at holy infancy parish but soon hopes to establish residence close to campus where he will be readily available to the students the new chaplain is a native of arcadia discusses increasing thefts pottsville and a graduate of potts ville catholic high school he completed college courses at st charles seminary in overbrook pa in june 1957 he was then sent to the uni versity of louvain belgium where he received a bachelor's degree in sacred theology and a master of arts degree while overseas father sullivan toured almost every country in europe and much of the middle east by motorcycle upon his return to the united states he was ordained to the priesthood by bishop mcshea by 808 bachmann recent thefts of books and the possibility of a student referen dum next year on introduction of an honor system were major the rev francis j sullivan has been appointed fulltime chap li-in to roman catholic students at lehigh father sullivan's appointment residence halls according to the driver of the truck clarence ratcliff cars parked along the road close to the corner prevented him from mak ing a wide enough swing to clear the tree autos detour tractor-trailor into branches topics discussed at the third meet ing of arcadia xix wednesday evening a recent increase in complaints to the lost and found desk and to dean parr's office about book thefts was discussed by the council it was pointed out that the most recent thefts occurred last week when the barnes and noble co was running a campaign to pur chase new books no corrective measures were proposed since it was felt that any action to eliminate the book re purchasing program would in fringe on the rights of those stu dents who legitimately use this program the student rights committee reportde that it may have a refer endum on the institution of an honor system included in the next all-university election the com mittee is also investigating the work-credit-ratio of some of the engineering laboratory courses a motion was passed to have the corresponding secretary send a letter to library officials inquiring what plans are being made to im prove lighting conditions in
