of names submitted to him by a student committee the fifth provision also carries with it the request of the 20 stu dent leaders to have power not only to penalize but to penalize almost immediately for any infractions of the student code the absolute deadline for working out the student regu lations is thursday a final form must be approved by the dean's office tyy that timej in order that the senior class can make arrangements for a band last thursday's meeting lasted three hours dean parr explained to the 20 leaders present that the university had decided that the students must come up with their own set of regu lations if we are to have house party this fall he emphasized that the deans office would have to have assurance of student support of the regulations before the university would accept the proposals the annual affair which like the old soldier had begun to see 15 page 7 parr a 1943 honor graduate of after completing his studies in chemical engineering here how ever working in industy proved more profitable than satisfy ing to him and he sought an opportunity to return to a college campus he has been assistant to dr harvey a neville in lehigh's in stitute of research since 1949 but resigned from this position to accept his new appointment on sept 1 while a student at lehigh parr was a member of the student chem ical society tone a musical socie ty and the glee club he was elected to phi eta sigma omicron delta kappa tau beta pi and phi beta kapa he served as president of his dormitory section the interdor mitory council now known as see parr's page 3 24-hour service at health center dr george w mccoy former commanding officer of the united states army hospital fort jay n v is the new directur of the uni versity health service he succeeds dr carl o keck who has returned to private practice dr mccoy has been a member of tne regular army medical corps ior 21 years during this time he has had both professional and medical administrative posts in the army medical service a retired colonel dr mccoy practiced general medicine and sur gery at various army hospitals in the united states and overseas be fore world war 11 during the war he performed duties in almost every type of medical service field unit and hospital after the war and un til the korean conflict he served as executive officer at oliver general hospital augusta ga and post surgeon fort myer va during the korean conflict he commanded the bth station hospital in kobe japan in the past five years he served as post surgeon arid commanding officer united states army hospital camp ed wards mass division surgeon of the 7th armored division camp roberts calif and at his most re cent post at fort jay while in europe he served as commanding officer and post sur geon in heidelburg germany and augsburg germany during the oc cupation after world war 11 a native of california he is a graduate of mercersburg ac ademy the university of penn sylvania and the university of pennsylvania medical school he served a two-year internship at the hospital of the university of pennsylvania before entering active duty in the army in 1935 twelve members of the faculty were promoted as of july 1 it was announced at the june faculty meet ing the list includes one full pro fessor six associate professors and five advancements from instructor to assistant professor at the same time it was an nounced that dr adolf grun baum professor of philosophy would be given a leave of ab sence during the first semester dr grunbaum is now serving as visiting research professor at the university of minnesota center for the philosophy of sci ence promoted to full professor is dr a roy eckhardt who was at the time on leave of absence under a ford foundation grant at harvard university he has since resumed his position as head of the department of religion those advanced from assistant professor to associate professor are dr george p conrad metallurgical engineering dr carey b joynt in ternational relations dr e russell johnston and carl e eckberg civil engineering carl l moore account ing and dr leonard a wenzel chemical engineering promoted from instructor to as sistant professor are dr robert c carson mathematics dr herbert e isar spanish dr robert g jahn physics william j murphy metal lurgical engineering and dr hope t m rltter biology drs neville myers named v p deon dean harvey a neville was named vice-president and provost of the university and dr frank e myers dean of the graduate school by the board of trustees effective july 1 announcement of the appoint ments was made in june by president martin d whitaker who stated that dr e kenneth smiley vice-president of the university and secretary of the board of trustees will continue to supervise the areas he has administered for the past 11 years dr neville a member of the staff since 1927 will continue to head the program of the institute of re search while dr myers will con as head of the department of see neville page 5 for violations of spring house party rules two fraternities chi psi and delta upsilon have drawn so cial probation terms ranging from five months to one year the penal ties were imposed by the university committee on discipline and went into effect june 3 du received the more severe of the two punishments the dis ciplinary group suspending all social events at the fraternity until university day june 10 next year chi psi will close its pro status nov 15 the chi psi case originally ad judicated by the student activities committee was appealed to dean wray h congdon congdon in turn referred the matter to the disciplin ary committee the group found chi psi had violated houseparty rules in mat ters of closing hours of parties segregation of dates and failure to meet the rules governing the serv ing of alcoholic beverages chi psi failed to cooperate in carrying out the houseparty agreement accord ing to the committee report in the du case which the group thought merited the year long social penalty the charges against the campus fraternity were more extensive the violations upon which the penalty were based included charges of sponsoring an unchaperoned party and that no petition had been filed for the party du was also found guilty of serving hard liquor see probation page 5 dr harvey a neville facilities of the health center will be available 24 hours a day five days a week beginning this fall as part of a new plan designed to fully utilize the new center's facilities an attendant will be on duty at the center from 5 p.m to 8 a.m monday through friday these and other changes in the university health service program were announced by dr george w mccoy director dr mccoy stressed the fact that the attendant will be there to take care of minor occurrances only and to arrange for proper treatment of more serious ailments another new policy will enable the center to keep students for over night observation this observation service will be available for fivr students at a time and dr mccoy indicated that future expansion in this area is possible if necessary richard e green 59 a student with medical background is the over night attendant cases that are too serious for him can be referred to dr herbert getz a resident doctor at st luke's hospital who lives in the apartment above the health center dr gretz will be available for emer gencies every other night on those nights he can't be contacted the othser three doctors connected with the center can be called dr a r lovell who was with the health center last possible if rules are set tonight by ray farkas approximately half of the fraternity men will find themselves dis placed persons if lehigh is to have its fall houseparty this year initial hp rules discussed at a meeting of 20 student leaders with deans preston parr and wray h congdon in drown hall thursday night include the provision that 15 fraternity houses will become ex clusively girls sleeping quarters during the hp weekend this along with rules covering the areas of alcohol underage and excessive drinking treatment of chaperones and student disciplinary measures to be meted out by the students themselves are to be included in a formal code drawn up by a student committee the student code of conduct will be presented tonight in drown hall to parr and congdon for final approval or change it is hoped that the code can be put into its final form at tonight's meeting 12 faculty members promoted dean preston parr name preston porr as associate dean dr george w mccoy preston parr 43 has been appointed associate dean of students by dr martin d whitaker president of the university parr's appointment was brought about by the resignation of former dean byron c hayes who has
