lehigh university brown and white vol 87 — no 41 bethlehem pa tuesday march 30 1976 215-866-0331 lecturers outline foreign policy schlesinger advocates strict policy by donna frabotta the united states must take a hard-line on detente and maintain a strong military establishment m order to prevent the expansion of soviet military and political power according to james schlesinger former secretary of defense the united states necessarily is the only counterweight to the expansion of soviet power and it has given us m the past four years an unenviable destiny to which we must face schlesinger stressed schlesinger the third and final of the 1976 blaustein lecturers on international relations spoke on america's future world role friday night m grace hall the united states as leader of the free nations both m the east and the west must maintain a massive military estab lishment m order to prevent soviet domination of the easternhemisphere schlesinger said the maintenance of an adequate military establishment is the necessary underpinning of detente schlesinger continued the part of u s foreign policy directed toward the soviet union has m recent years gone under the heading of detente he stated however a funny thing happened on the way to this lecture the term disap peared he said our policy of detente has changed so rapidly m the last three to four years that it now represents an ever changing set of verbal formulas which cover whatever our relationship to the soviet union happens to be at a particular moment schlesinger stated three years ago detente was an ap proach toward normalized relations with the soviet union today detente is defined as the desire to avoid nuclear war to seek an arms control agreement for strategic nuclear weapons and con tainment of global soviet power schlesinger said however according to schlesinger we should not have been surprised at the changes m detente because the soviets have bluntly stated their views of detente they have repeatedly stated that detente requires an intensification of the ideological struggle he stated the soviets see detente as a part of a process by which without the necessity of military conflict their order will be triumphant he stressed partly because of detente partly because of the development of nuclear weapons soviet policy has changed he said the idea of a head-to-head clash with the west has been dropped but the belief m the inevitability of the triumph of the soviet social order over that of the west has survived he stated the united states must pursue detente fully aware of soviet attitudes toward dente schlesinger said the united states must bargain as hard as the soviets he stated a position of weakness is no adequate basis for effective negotiations and it is bad for other nations which depend on the negotiations between the two super powers schlesinger said james schlesinger morgenthau arms issue overriding by nancy sharko once a considerable number of nations have nuclear weapons and if the nuclear arms race continues between the united states and russia it is inevitable that there will be a general nuclear war meaning the end of civilization as we know it if not the end of mankind cautioned hans j morgenthau second speaker m the blaustein lecture series morgenthau termed the nuclear arms race one of the over-riding issues m foreign policy discussions m his lecture entitled america's world role — a critique of present policies morgenthau a professor of political science at the new school for social research m new york city has taught at leading educational institutions m the united states and abroad he has served as advisor to the departments of defense and state and is the author of many books m the fields of american foreign policy and international relations terming the past 25 years the golden period of the nuclear age he comp limented the conservative position of the united states and the u.s.s.r the superpowers m the nuclear arms race m the restraint they have shown the united states and soviet union have shown self-restraint inconceivable m earlier times both governments have been fully conscious of the utter irrationality of the self-destructiveness of nuclear war he said morgenthau said he believes the military economy of nuclear weapons is b & vv poll reveals apathy in student political views by karen grigsby apathy and conservatism dominate university students political sentiments a recent brown and white survey of presidential candidate preferences suggests a plurality of the students polled had no definite opinions of the 292 students polled shortly before vacation almost 37 per cent were not registered to vote and over 28 per cent were undecided as to which of the 17 possible candidate choices they favored for president despite a fairly close split m party affiliation among those registered 42 per cent republican 37 per cent democrat gerald ford or ronald reagan was favored by almost half of all respondents together outpolling the 15 democratic choices combined the poll indicated edward kennedy was the only democrat with any edge on the republicans popularity but not enough to be considered a threat to ford and while fred harris and hubert humphrey also were fairly popular among all respon dents they each received less than half as much as ford among registered democrats hum phrey and kennedy were favored over any declared democratic candidate morris udall james carter harris sargent sharon drager hans morgenthau new residence configurations to pose problems drager says by lew goldstein the residence halls office will not be able to deal with some of the problems surrounding the new residence policies according to sharon drager assistant dean of students drager said these problems relate specifically to the revised housing con figurations and changes m the lottery system configuration plans were finalized thursday night at the residence sub committee meeting i don't think the issues were dealt with completely as many people do not un derstand the concepts behind the new changes drager said there will be hearings concerning these problems drager indicated however she said these hearings will probably take place next semester the whole system is a guess drager said at thursday night's meeting we have to apply the statistics we have we may come out short but i doubt it she said drager said m an interview friday that she expected students to be upset because you can't please everyone no matter how hard you try she said the residence halls office is firmly behind the plan adopted thursday night i would have fought tooth and toenails against any other plan than our present one drager said prior to the thursday night meeting many students thought drager had taken a hard-lined stance on the housing con figurations and would not agree to a compromise plan drager said this was never the case i never took a hard-lined stance according to the
