forum residence subcommittee has decided to recommend that rising sophomores juniors and seniors be placed m the residence halls lottery and mat all freshmen be guaranteed on-campus the subcommittee agreed on the proposal during a 5-hour meeting satur day details of the system including class » representation percentages for next year squatter's rights house officers roles m the lottery housing preferences and the waiting list will be discussed m sub committee meetings this week according to pete lilienfield 77 subcommittee chairman the proposal will be presented to the student life committee nov 2 according to maureen quirk 77 residence halls council rhc president the proposed system is based on the sub committee's goal of giving each class equal representation m the residence halls system the percentage of each class to receive space will be determined by the number of upperclassmen returning into the residence halls system versus the number of spaces not allocated tojreshmen the percentages for next year have not been worked out yet and they will change from year to year a specified numerical cut-off m each class will determine which students will be guaranteed on-campus housing for the following academic year fc last year rising sophomores were * lotterized while upcoming juniors and seniors were guaranteed housing m a preference system the proposal will be presented with next year's percentages for vote by the student life committee on nov 2 and by the forum nov 15 the administration can appeal a forum decision to the board of trustees last year the subcommittee's proposal was turned down by the student life committee but was brought to the floor of the forum anyway and passed in the same year the administration for the first time exercised its option of taking a forum resolution to the board of trustees a compromise agreement was reached resulting m last year's lottery the brown and white was prohibited from covering a forum residence sub committee meeting yesterday the paper was told on saturday that policy would be discussed at the meeting but peter lilienfield 77 subcommittee chairman said yesterday that the subcommittee had decided only to draft a proposal of policies that had been agreed on at an open meeting saturday the reporter was told she could attend the meeting but lilienfield said that nothing about the meeting could be printed until we tell you all but one of the ap proximately 15 subcommittee members who attended the meeting voted to support lilienfield m closing the meeting the one member abstained in accordance with brown and white policy the reporter did not attend the meeting at the saturday meeting the sub committee agreed it would recommend that rising sophomores juniors and seniors be lotterized and that freshmen would be guaranteed housing the brown and white was told that action on issues such as squatter's rights would be discussed at meetings yesterday and throughout the week however lilienfield said yesterday that the subcommittee maureen quhtk david amidon sac deficit will be more than 6000 despite concert profit other income bydantilles and anne fleming despite a 2700 profit netted from the jackson browne concert and another possible 5000 m income from other sources the student activities council sac concert budget deficit will amount to more than 6000 according to jack pariseau 78 sac president pariseau said the sac plans to make up much of the 6000 m remaining concert budget losses by producing three more major shows this year he added however that there are no plans for any more concerts this semester and as yet no specific proposals for shows next spring prior to the jackson browne concert the sac had a concert budget deficit of about 13,500 according to chuck marino 77 sac treasurer the actual deficit break down includes a 3500 loss on cheech and chong and another 3500 lost on the harry chapin concert the sac also incurred losses of 2000 and 4500 respectively for last year's productions of 1776 and the kinks the sac hopes to recover 5000 of concert budget losses using other financial sources pariseau said these include a still-pending cheech and chong settlement which could realize 1500 pariseau said additionally the community relations office has promised a 1000 subsidy to the sac for last year's production of 1776 he added ■marino however has expressed dissatisfaction with handling of the cheech and chong litigation by university lawyers ' dean harris sent a letter to the lawyers about three weeks ago asking about the litigation and hasn't received a reply said marino as far as dean harris and i can see there hasn't been too much done about it he said in respect to concert losses marino said that aside from expenses paid directly to the artist several thousand dollars per concert is spent for publicity rentals and other behind-the-scene items any concert expenses arbitrarily determined by sac members such as publicity accounts for productions planned by the concert chair man must be approved by the entire council before any money is spent marino said another possible solution to the concert budget deficit is an activities fee being considered by the sac and william quay dean of students the fee according to quay would be added to tuition and could help cover the costs of all student ac tivities the university once used an activities fee however it was eliminated by the board of trustees m the 19505 the board felt it was not necessary to have a separate fee designated for activities quay said currently there is a hidden fee as a part of tuition that takes care of student activities quay said b&w photo by itzenson a sellout performance by jackson browne thursday netted the student activities council 2700 however the deficit m the sac concert budget will stand at more than 6000 even after this profit as well as a possible additional 5000 are credited to the account see group
