the brown and white lehigh university bethlehem pennsylvania vol.loo n0.44 215 758-4181 tuesday may 2 1989 advocacy program begins in fall by amy savftsky brown and whflo news writer and robyn suriano brown and white asst news ednor the student advocacy program underway for the fall semester will provide students being tried in uni versity judicial proceedings with a student advocate to assist in the pro cedure the program is part of several recommendations students made last year to improve the university com mittee on discipline ucod hearings stuart jara 90 bill reboul 90 melin da weinkam 90 and matt deutscher 90 presented the student senate with suggested improvements for lehigh's judicial process in the fall of 1988 the student advocate would explain the upcoming proceedings to a stu dent scheduled to have a hearing before the discipline committee the advocate would answer any questions the student may have before the pretri al interview the purpose of the advocate is to keep the student informed of his rights and make the student more comfort „ able with the judicial process dean of students john smeaton said his office is very supportive of the proposal smeaton said the student advocate is a good way to provide assistance and clarification to stu dents in ucod hearings the addition of student advocates in the judicial process does not require policy changes in the present judicial system smeaton said the dean of students office has begun accepting applications for student advocates the advocates will be trained in the fall at the same time as members of the ucod committee which includes two faculty members one administrator and two students smeaton stressed the student advo cate is not a defense attorney but will play the role of a support person well versed in university rules and conduct the student advocacy program is contingent upon student interest if students perceive it as a need it will come about smeaton said associate dean of students terr ence curran said the judicial commit tee will make changes in two areas first ucod hearings will be closed and requests for open hearings will require a petition previously lehigh's policy had been unique in conducting open ucod hearings with closed hearings only by petition curran said the chan ge to closed hearings will put the university in line with federal policy established in the federal rights and privacy act the second change was the result of students requests for more time to make an appeal the time for appeals will remain at seven days but an extension of three days will be given to students with legitimate needs for the extra time curran said students requested 14 days to make an appeal but curran said he thinks the three day extension is fair greek week activity quieter pub nights make illegal return even though administrators described the first greek week under lehigh's new social policy as quiet the weekend was still marred by six fraternities being summarily placed on social probation and three freshmen allegedly stealing wheelchairs from st luke's hospital dean of students john smeaton summarily placed alpha sigma phi chi phi lambda chi alpha phi gamma delta theta delta chi and sigma alpha mu fraternities on social proba tion after lehigh police discovered beer on tap at the houses wednesday night people probably were testing to see wheth er we were serious or not and we were said assistant dean of students michael boyd overall boyd said the weekend did not conta in more social infractions than usual it was very clear to me that they had kegs on tap and they admitted as much to it boyd said of the six fraternities the houses violated the social policy's prohibition against having alcohol at social events from 2 a.m sunday until 4 p.m friday it just didn't make sense to wait until after greek week said boyd explaining that action was taken against the houses to prohibit them from holding parties over the weekend administrative disciplinary actions may be taken without a formal hearing with charges involving minor infractions of university regulations according to the university hand book the dean of students shall determine whether an infraction is minor although no dave l h hung 92 displays his newty tie-dyed socks above while students gather on the university center lawn to listen to big hair on wednesday see advocacy page 2 see greek week page 2 what's inside news ' i arts&leisure i i sports lehigh libraries to increase moonchildren brings back white defeats brown in annual security during finals page 6 student life of 60's page 14 football game page 19 plans for university square in st luke's offers ultimate in cameron leads men laxers over the works page 7 relaxation techniques page 16 dragons 13-12 — page 20
