service and manpower set-up and its pos sible effect on students george b curtis university reg istrar and faculty secretary who reported on the meeting said a lengthy discussion resulted but that definite information on pres ident williams report cannot be released because the administra tion does not know what shape the university will take when the gov ernment's order arrives president williams said yester day morning the order is expect ed in about two weeks see box col 4 comprehensives for senior artsmen graduating in january will be conducted on jan 7 8 and 9 curtis announced all being called these changes result from pres ident roosevelt's executive order effective dec 5 1942 under which chairman paul mcnutt of the war manpower commission became head of the selective service enlistments in the active and re serve branches of the armed forces was clarified for students by dean wray h congdon in a statement issued to the brown and white on sunday dean congdon's state ment follows the following excerpt from president roosevelt's executive or der on manpower has special sig nificance to lehigh university stu dents after the effective date of this order no male person who has at tained the 18th anniversary and has not attained the 38th anniver sary of his birth shall be inducted into the enlisted personnel of the armed forces including reserve components except under provi sions of the selective training and service act of 1940 as amended but any person who has on or before the effective date of this order dec 5 submitted a bona fide application for voluntary en listment may be enlisted within ten days after said date it is quite clear that this order means 1 only those college stu dents who are under 18 years of age are now permitted to enlist voluntarily in any branch of military service this applies equally to enlist ment for active service or in the reserves and equally to the army and navy and all their branches 2 students whose applica tions for enlistment are al ready filed and pending may complete enlistment and be sworn into the enlisted re serve any time up to and in cluding tuesday dec 15 1942 after that date even applica tions pending by arcadia it has been reported that ten of the 11 class flags that were tak en at the football game have been returned along with the large la fayette college flag the goal posts have not been returned how ever and arcadia will accept the responsibility for them brown & white lehigh university president's statement to lehigh students the creation of a manpow er commission as announced last sunday to administer all allocations of personnel in cluding selective service will have significance for college students in the first place the issuance of plans concern ing the relations of colleges to the militory will be delayed since the plans which the man power commission will adopt will doubtless differ in impor tant details from those formu lated by the war and navy departments under the man power commission it is ex pected that the needs of indus try agriculture education and other activities essential to broad national welfare as well as to military effectiveness will be given comprehensive con sideration in this the value of a continuous flow of educat ed personnel will not be un derestimated although pre sumably the general features of the army navy plan will be retained exactly what this may mean we cannot know certainly until the final plan is released from intimate sourc es however information seems to warrant the expectation that the deferments in certain scientific curricula will be continued and that reserves will not be called immediately all enlistments have been dis continued the current issue of the bulletin of the council on education says students may well be urged to defer action pending the issuance of such a statement with these items of information in mind i advise all students to con tinue their educational pro grams until called to service for every semester of college training will be to your ad vantage either in armed forces or in civil occupations lehigh university will continue its program of education render ing such special services as its facilities permit there is nothing in prospect to prevent the consummation of such a policy we are in close touch with developments and lehigh will adapt its program to stu
