brown and white bethlehem pa friday october ii 1968 vol 80 - no 6 844.0331 work to begin on arts hall construction of the hall of liberal art will beein sometime this month by david m runt construction co of philadelphia the contract award tot the 2.1-mlllion building was announced today by university president dr w deming lewis the architect is lovelace and spillman of bethlehem clarke and rapuano inc new york city are the landscape engineers the actual construction will begin before an official ground breaking ceremony on freshman parents weekend the four-story hall will house classrooms and faculty offices a three-story central gallery with a skylight will separate offices from class and seminar rooms south mountain stone will be used in the facing and retaining walls and brick and limestone will compose the upper walls the windows will be of dark gray tinted glass the university supply bureau will occupy the first floor with a ground-level entrance from the parking area on the north side of the building the second-floor with a ground-level entrance on the south side will contain the office of the dean of the college of arts and science and the offices for the departments of government international architect's rendering of the 2.1 million hall of liberal arts groundbreaking ceremonies have been planned for 9 a.m saturday nov 16 to coincide with freshman parents weekend u to confer 3 doctorates this sunday the university will confer three honorary degrees during the annual founder's day exercises in grace hall at 2:30 p.m sunday oct 13 degrees will also be conferred upon the 275 students who completed degree requirements dur ing the summer the honorary degrees will be awarded to stewart s cort president of bethlehem steel cor p and guest speaker at this year s ceremonies dr thomas e robinson university alumnus and retired president of glassboro college and ralph l wilson university alumnus and trustee who is retired president-director of metallurgy for ti mken roller bearing co and a widely known collector of contemporary art cort and robinson will receive doctor of laws degrees and wilson a doctor of humane letters degree during the ceremonies charles w brennan dean of students will announce prizes and honors the hev raymond fuessle university chaplain will offer the invocation and benediction ( b & w photo by deason ) this ugly man candidate solicits funds during the heat of the ugly nan on campus contest this week funds raised by the campus uglies are donated to the campus chest arcadia rotc study begun 3000 voted for lecture series by george bancroft an investigation of the relevance of academic credit for reserve officers training corps rotc courses has been initiated on both a faculty and a student level rick slowes 69 recording secre tary of arcadia made this announcement at the arcadia meeting last wednesday evening in the mcconn house lounge slowes said that the arcadia committee for the investigation of rotc met with col gates b stern professor of military science on wednesday they discussed course content the credentials of the teachers how the course matter is deter mined and what role the military plays in the selection of course material as areas of future investigation stern recommended that the student committee work through the faculty tom mitt h*gd«d by dr glen c»r*s«*r!b«n university provost and vice-president the faculty will have access to more information and it will be able to conduct a more rigorous investigation than the students a motion was made by guy fisher 09 to allocate 3,000 to the forum for visiting lecturers committee fvlc the motion was passed unanimously the money will come from the f nance and calendar committee's operating fund larry mackcwiak 70 tlisn ni«de a motion that 300 be allocated to the coffee house committee he said that the coffee house will definitely open by the end of october but that at present they are lacking funds for the purchase of necessities like tables snd chairs fi reported that the physical layout of the coffee house is complete but the furniture and other hardware must be purchased and installed the motion was passed unanimously the elections to the joint committee on student life will coincide with the student referendum on the new r nnati tuhon to be new oct 20-31 there is a possibility that there will be a mobile voting booth the committee will consist of trustees webitjr ti mi in si rail on and seven aiuuvlk representatives of the student represen tatives two will be elected at large one will be elected by the students of each college to represent that college one will be the arcadia president and one will be a graduate student the committee will be a forum for the consideration of student problems and movements it is to replace th univer sity goal's committee which will end in march departmental advisory committees were suggested for the college of arts and sciences casey cogut bft vie president of arcadia said that after he and aldo borin 69 president of arcadia talked with dr francis j wuest chair man of the psychology dept they considered the matter worth investigating the problems of the student-faculty ratio on the committees and their independence from arcadia must be resolved andy snider 69 suggested that follow ing the suggestion of the brown and white sept 22 for a state of the university address arcadia should see that some thing definite is done to infermthe students on t he state o tht university on a regular basis arcadia also passed a report by the athletic committee recommending that the fencing team be reinstated the neat arcadia meeting win be at delta tau delta oct 16 grad enrollment down for ist time for the first time in nine years lehigh university's graduate school enrollment has dropped from last year's 1,850 students to this year's 1.760 university officials attribute this decline to the 1967 selective service act which eliminated graduate student deferments though some university graduate deans predicted declines of to per c«nt in male graduate school enrollment last spring the decline has been smaller since many draft boards have not begun to reclassify graduate students whose deferments ended this month some who were reclassified during the summer w«re granted reprieves because of the government's lack of funds for induction physicals university registrar james h wagner speculated that the effect of the draft law has been to persuade some young men to postpone their graduate education however wagner war -&\ tbffia more significant decline in enrollment was likely starting in february when the draft board's machinery swings into ugh gear many graduate deans throughout the nation who over estimated the decline in enrollment admit they did so purposely in the hope of persuading congress into changing the draft law see building p»ge 8
