night with only two meetings left in his term on the student government wilcox cited the concern of too many of the arcadians with their own importance as a main reason for his resignation he also felt that committee chairman are not permitted to have responsibility to work on their committees by themselves we have to make extensive reports to all of arcadia when most of them almost care he suggested that the executive committee of arcadia check up on the committee chairman to see that they are doing their job and that only important work of the committee be reported to the arcadians at the meetings this would also serve to eliminate the weekly meetings which are for the most part unnecessary and arcadia could go back to meeting once every other week continued wilcox wilcox said he sent a letter of resignation to harvey york 67 president of arcadia which was refused on the grounds that wilcox should ask all of arcadia and not just york to accept the resignation at the meeting he said he mentioned his desire to resign but did not ask arcadia to accept his resignation he told the brown and white after the meeting that he had resigned in other business a question of failure to conform with the election regulations by one of the candidates was raised and charges later dropped by the election committee jeff kapell 68 announced at the meeting that steve mandell will replace elliot tepper 68 on arcadia xx tepper was re rhc members appoint a new social head the residence halls council elected george curme social chairman for 1967 in a meeting tuesday curme said that the rhc con cert feb 8 will be his first organizing duty as social chair man he g*>vea list of proposals he supports including the establishment of a social committee made up of living group social chairmen more fre quent social activities between the centennial complex and m&m and a new rushing booklet stress ing social life at the meeting dr francis j wuest chairman of the psycho logy development center and will provide a com prehensive educational diagnostic and treatment service stoops said lehigh and the society for crippled children and adults which ls the local easter seal agency have appointed dr harriet b mantell medical director of the program educational director of the program will be dr charles j versaccl supervisor of the reading clinic and former director of the university laboratory schools charles h brasuell execu tive director of the local easter seal unit will be administrative director the program which has t>een jointly funded for the next six months will be evaluated after the first six months and during this period sources of long-range funding will be investi gated stoops said " we hope that a greater part of the reservoir of funds that have been raised outside this valley could somehow be tapped -- out of fairness to the children and fairness to the community stoops said the easter seal society is using a grant from the trexler foundation to finance part of their contribution lehigh will furnish physical facilities for the program as well as administrative services stoops explained the society for crippled children and adults will put their entire pro fessional and consulting staff at the disposal of the program dr mantell will occupy one of lehigh's buildings and will hold adjunct faculty rank here the program will give lehigh graduate stu dents experience and a chance to observe children wtth a wide variety of problems pediatric and educational studies in the program might even tually lead to the educational placement of the children it is expected that the project will furnish a central information service providing parents patients physicians and community agencies information regarding availability of re sources to care for handicapped children " through pooling our resources we have been able to obtain the services of a specialist we could not have obtained otherwise stoops said looking at the organization of the cooperative program stoops said that no new corporate entity has been formed nor has a hy|>othetlcal corporate entity been proposed this is a joint enterprise undertaken by twb institutions the program will aid in the training of teachers and will provide research in this field in addition to helping children who have special needs he added . dr john a stoops rushing the following announce ment on frosh rushing vio lations was issued jointly by rhc president henry ber ger and ifc president ralph levy " any freshman present in upperclass residence halls or fraternities except for specified times open houses risks loss of rushing privileges ifc draws up plans for joint purchasing by robert ben ner ralph levy 67 ifc president announced at the council's meeting tuesday that a coopera tive buying constitution for fraternities has been drawn up after review by the ifc ex ecutlve council consisting of william j quay assistant dean of student life brian g brock way assistant professor of business law and ames v d eppes associate professor of mechanical engineering a draft of the constitution will be pre sented to the fraternities levy urged all fraternity men to read and study it and then present their views of the con stitution to him he said he would contact each fraternity to learn its reaction to the plan d'arcy roper 67 arcadia representative urged all frater nity men to vote and to cast their ballots for fraternity men he said this was needed to pre vent rhc from forming a blo on arcadia he noted rhc's en dorsement of five residence halls candidates in the last issue of the brown & white as evidence of such a movement in a report dean quay asked all the fraternities to consider the question of double jeopardy in connection with the disciplinary changes at lehigh he said their opinions will be important in determining the future policy of the university in dealing with a student caught down town for a violation and the method of
