lehigh university brown and white 866-0331 vol 84 — no 17 bethlehem pa friday october 27 1972 goodell and mahoney to debate in grace hall by jeff bloom former u.s senator charles e goodell and new york state conservative party chairman j daniel mahoney will debate the issue america after 1972 what at 8 p.m tuesday in grace hall no ad mission will be charged to the program sponsored by the visiting lecturers committee charles e goodell the 46-year-old goodell was a member of the 86th through 90th congresses he served as a representative from 1959 until september 1968 when gov nelson rockefeller of new york appointed him to fill the unexpired term of the late sen robert f kennedy goodell graduated from williams college with a b.a and entered yale university law school where he obtained his ll.b he also won a ford foundation scholarship to continue his studies at the yale university school of government as a senator goodell was the first member of congress to introduce legislation requiring complete withdrawal of all military personnel from viet nam by a fixed date he also introduced legislation con cerning revenue sharing job training for the unemployed housing and urban development environmental protection and limitations on campaign spending he opposed the nominations of clement haynsworth and harold carswell to the supreme court teaming up with sen sam ervin d n.c goodell led the opposition to the no-knock preventive dentention j daniel mahoney charles e goodell rosse explains physical planning need for overview at university planning consists of discovering the opportunities open to us according to h joris rosse lehigh director of physical planning rosse spoke on the planning process of physical structure and environs in neville lounge last tuesday he explained the planner's role in relation to a project and lehigh's need for new planning physical planning tries to promote the good qualities of a campus or city rosse said and it involves other types of plan ning as well such as financial planning academic planning and quality of life planning rosse defined planning as putting things together in a sensible way trying to solve the problem of organizing complexities a planning project rosse said is too important to be left to the planners alone and therefore there is a definite need for input from those people being affected by the project he stressed the idea of talking with those to be served and establishing personal contact in order to discover what the needs and the wants of the people are this method is not very efficient but it obtains far better results he said rosse said that in the last 20 years or so high-handed government planning in the field of housing especially in the cities has had many poor results an example is the high-rise structures he said this rosse explained points to the necessity of planners bringing forth plans based on information that will further the ideas of those being served a planner is not as free to express his ideas he said as are the people that are being planned for speaking of lehigh's planning rosse said that the university is entering into a period in which it will need an over-all plan in order to do this he said in formation must be gathered on what is going on in the region and the country as a whole he stressed not losing sight of the moving target the constantly changing reality and having a feel for what is happening around us before we can solve these big broad problems ... we need to know the mission of the university he said and stated h juris rosse lehigh director of physical planning in his speech on the planning process of physical structure and en virons parking rates under study by forum unit the forum parking committee failed to set an auto registration fee schedule for next year at its meeting last monday the committee is currently considering at least two fee-classification plans the more prominent classification plan suggested by david a van horn chair man of civil engineering calls for faculty members to pay the highest registration fee this fee would entitle the faculty to the greatest number of convenient spaces on campus though the faculty fee will be the highest of three registration classifications van horn said the amount would be peanuts compared to what many people who work downtown pay for parking yearly also at the meeting capt frank s donchez of the campus police explained the need for a separate parking patrol force the hiring of parking patrol people social dues are revamped by j michael clinch rules will be enforced the student affairs committee has approved a resolution concerning mandatory social dues in the centennial houses it calls for students to be placed in the residence halls not only according to their interests but also according to their desire to pay the dues it also calls for enforcement against those who agree to pay dues but later refuse to do so the residence subcommittee chaired by rich conway 74 drew up the resolution along the guidelines of a residence halls committee resolution presented sept 24 that suggested dif fering social arrangements it also held an open hearing to hear student suggestions after considerable debate several amendments were added one left all enforcement to the dean of residence a second specified that the maximum penalty for a rule violation would be transfer to another dorm conway explained that no student would be barred from the residence halls if he or she does not desire to pay dues these students would be placed in halls not requiring dues only those who agreed to pay dues would be assigned to a social house members of social dorms who refuse to pay their dues would be punished also a student presently in a house with dues who does not wish to pay would not necessarily be evicted as it is up to the house whether he should be reported the community relations subcommittee requested input from the group concerning underage drinking the general concensus was that this was an extremely sensitive subject a number of questions were brought up such as whether lehigh students should have the privilege to drink while town youths are prohibited if enforcement were left to the fraternities they asked whether town girls would be barred no decisions were made and the subcommittee's next meeting date nov 13 was announced the athletics subcommittee is still trying to get information concerning athletic scholarships and called for a general ac counting of all scholarship funds the student rights freshman life and coed life sub committees all reported little activity with nothing to bring before the committee yet see auto fee page 4 see goodell page 4 class switches due to election day students will have off nov 6-7 students will also have off nov 23-24 for thanksgiving due to these holidays and to maintain the normal sequence on nov 2 tuesday classes will meet and on nov 3 monday classes will meet then on nov 27 friday classes will meet and on nov 28 thursday classes will meet
